ARTS, HISTORIC PRESERVATION & PHILANTHROPY COMMITTEE MEETING MINUTES TUESDAY, JULY 9, 2024 CALL TO ORDER The Arts, Historic Preservation and Philanthropy Committee conducted a meeting on Tuesday, July 9, 2024 at the Busby Street Community Center, 1735 Busby Street, Columbia, SC 29203. Approval of the April 9, 2024 and May 14, 2024 Arts, Historic Preservation, & Philanthropy Committee Meeting Minutes Upon a motion made by Ms. Herbert and seconded by Mr. Bailey, Council voted unanimously to approve the April 9, 2024 and May 14, 2024 Arts, Historic Preservation, & Philanthropy Committee Meeting Minutes. COMMITTEE DISCUSSION 2. Proposed Art Placement Policy - Mr. Henry M. Simons, MHA, Assistant City Manager for Operations Mr. Henry Simons, MHA, Assistant City Manager for Operations presented the proposed Public Art Placement Policy and Application for the City of Columbia. He reviewed the purpose, criteria for placement and process for placement of public art within a city-owned facility, site or right-of-way. Public art by definition includes murals, sculptures, and other structures of art that help to define a public space and enhance the visual quality of the community. The public art placement application would come to this committee. As the local arts agency, One Columbia for Arts and Culture would also review the application and provide their feedback. Mr. Xavier Blake, Executive Director / One Columbia for Arts and Culture explained that One Columbia will vet the application using existing policies and then make a recommendation. We have compiled best practices from other local art agencies around the country. Different policies are needed if we are talking about commissioning new public art. There was discussion about One Columbia’s current commissioning process; pending requests; the development of a robust public art policy; and defining public spaces. Ms. Teresa Wilson, City Manager said the intent is for this policy to apply to new and completed art being placed on city property. There was consensus of Council to clarify that this policy and process will apply to any person, group, or agency considering the placement of public art on city-owned property and right-of-ways; and to share the final policy through a press release and One Columbia. The proposed policy will be edited based on the committee’s feedback, sent for legal review, shared with One Columbia, and scheduled for City Council’s consideration. ColaJazz Impact Report - Mr. Mark Rapp, Executive Director / ColaJazz Foundation Mr. Mark Rapp, Executive Director/ColaJazz Foundation, presented the 2023 Impact Report for ColaJazz. April is Jazz Appreciation Month and the Cola Jazz Festival will take place on May 11, 2024. Summer Jazz Camp is scheduled to begin in June, along with half-day camp options tailored for elementary school students in Richland School District Two. The committee recessed at 3:31 p.m. and reconvened at 3:44 p.m. 2. The Impacts of Historic Preservation in Columbia - Ms. Amy Moore, Principal Planner / Planning and Development Services Department and Mr. John Sherrer, Director of Preservation / Historic Columbia Foundation Ms. Amy Moore, Principal Planner/Planning and Development Services Department and Mr. John Sherrer, Director of Preservation/Historic Columbia shared data from Catalyst for Columbia, the 2023 study that showcases the impact of historic preservation on the City's economic health. The collective impact is found in four main areas: jobs, investment, tourism venues, and property value growth. Findings from the study reinforce the importance of historic preservation for the City’s economy and confirms that preserving Columbia’s architectural heritage is an informed, strategic investment in the future. Impacts from Bailey Bill projects include $217 million in investments; 102 local jobs annually; $5.2 million in annual labor income; and an additional $15 spent in qualifying rehabilitation for every $1 of required investment. In 2022, heritage tourism resulted in over two million overnight visitors. May is Preservation Month and the Historic Columbia Foundation will lead an awareness campaign about the study. There was consensus to begin sharing information across other City Council committees to foster intentional conversations. Herbert Member Present PRESENTATIONS 1. One Columbia Update - Mr. Xavier Blake, Executive Director Mr. Xavier Blake, One Columbia Executive Director provided an update on One Columbia’s operations. One Columbia’s tech theatre program trains 12-15 local high school students in stage management, sound, lighting, and set design. This six-week job creation program provides students with a stipend, lunch, weekly field trips to local venues and a resume. The Central Carolina Community Foundation and the Arts Commission fully funded this year’s program. He also highlighted the expansion of funding sources; the local arts designation allowing for more options; and the collaborative efforts with the Poet Laureate of Columbia, Ms. Jennifer Boykin. There was discussion about commissioned poems and potential readings at City Council meetings. Ms. Pamela Zelijak, Public Arts Administrator for One Columbia said since last year, four public art projects have been completed. Using a grant from the Knight Foundation, One Columbia hired a public art intern and a public artist in residence. The artist in residence receives a stipend for the year. The artist in residence wants to work with the mental health community and her project will be an expression of that work. The public art intern is conducting maintenance checks on all of the art in the collection. There are pieces that are owned by the City and some may be privately owned. There was discussion about developer awareness of public art opportunities; artist selection; comparable cities; public art funds; art vandalism; and changes in property ownership and property owner agreements.
