CALL TO ORDER
The Arts, Historic Preservation & Philanthropy Committee conducted a meeting on
Tuesday, November 19, 2024 at City Hall (Mayor’s Conference Room), 1737 Main
Street, Columbia, South Carolina 29201. The Honorable Tyler D. Bailey, Chair called
the meeting to order at 2:07 p.m.

APPROVAL OF MINUTES
1. Approval of the October 29, 2024 Arts, Historic Preservation & Philanthropy
Committee Meeting Minutes - Approved
Upon a motion made by Mr. McDowell and seconded by Mr. Bailey, the committee
voted unanimously to approve the October 29, 2024 Arts, Historic Preservation &
Philanthropy Committee Meeting Minutes.
COMMITTEE DISCUSSION
2. Vista Guild Lincoln Street Tunnel Public Art Project - The Honorable Tyler D.
Bailey – Endorse for City Council Consideration
Ms. Abby Anderson, Executive Director / Congaree Vista Guild explained that the
Lincoln Street Tunnel Project is a light installation that spans underneath
Washington Street. It will increase the safety experience for visitors in areas of the
Vista and Finlay Park. We received a large grant two years ago. The project will be
owned by the City of Columbia.
There was discussion about the artist; project lifespan; maintenance; its connection
to the history of the city; and the possibility of replacing the project in the future.

Ms. Pamela Zeljek, Public Art Administrator for One Columbia said we are
partnering with the Vista on this project. It has been published on the public art site
www.allforentry.org where artists can apply for projects. Applications will be
reviewed by a selection committee consisting of area residents and artists who will
score the applications based on a rubric that includes aesthetics, connection to the
area, materials, and maintenance needs.
There was a discussion the lifespan of murals and outdoor structures and the use of
lighting.
There was consensus of the committee to endorse the Lincoln Street Tunnel
Lighting public art project for City Council’s consideration.
3. Park Street Public Art Project - The Honorable Tyler D. Bailey – Endorse for
City Council Consideration
Ms. Abby Anderson, Executive Director / Congaree Vista Guild explained that the
Park Street public art project will be an interactive piece on the brick trash
enclosure. Art will be on two sides: street facing and wall facing. The budget is
$20,000 and $16,500 will go towards the artists. The plan is to unveil the artwork
in April of 2025.
There was discussion about One Columbia creating a public art review committee
and appointing one representative for the City of Columbia.
There was consensus of the committee to endorse the Park Street public art project
for City Council’s consideration.
4. Community Reinvestment Act - The Honorable Tina N. Herbert – Received as
information
Councilor Herbert provided an overview of the Community Reinvestment Act (CRA),
which dictates how funds are allocated to banks to meet the credit needs of low-
and-moderate income communities. There are public records on banks’ CRA
ratings. Preliminary research shows that Bank of America does not serve Columbia
and Richland County. There is a need to understand which banks have CRA
designations and their application processes.

Ms. Felicia Kilgore, Community Development Director said local banks support the
city lender program and they receive credit for collaborating with the City of
Columbia. There could be more support available for particular initiatives.
Mr. Jeff Palen, CFO & Assistant City Manager for Financial & Economic Services
suggested meeting with banks to discuss how they are addressing their Community
Reinvestment Act obligations; what they have done; and what they plan to do.
There was discussion about the differences between smaller and larger banks;
creating a list of all banks and their specific interests; assessing the current CRA
scores of our banking partners; banking deserts and bank expansions; and how the
lack of bank locations could affect donations towards community resources.

Upon a motion made by Ms. Herbert and seconded by Mr. Bailey, committee members
voted unanimously to approve the July 9, 2024 and September 17, 2024 Arts, Historic
Preservation & Philanthropy Committee Meeting Minutes.
COMMITTEE DISCUSSION
2. Vista Guild Public Art Placement Plan - Ms. Abby Anderson, Executive Director
of the Vista Guild – Endorse for City Council Consideration.
Ms. Abby Anderson, Executive Director of the Vista Guild shared the Public Art
Placement Plan. The plan encompasses locations that the Vista Guild has surveyed
for potential public art for the next five to ten years. She said we looked at places
where public art would have the most impact throughout our district. She highlighted
a sculpture located outside the trash enclosure near the Oyster Bar at the corner of
Gervais Street and Park Street. It is to be unveiled in spring 2025. The sculpture is
tentatively named the “Park Street Project”.
Ms. Pamela Zelijak, Public Arts Administrator for One Columbia said it takes two
weeks on average for public art to be approved. It depends on whether it’s
commissioned or a direct donation. If it’s a partnership, we can work with them
throughout the whole process.

There was discussion about the number of public art projects; ensuring the project’s
purpose aligns with existing policies; the importance of the community trusting the
process; and establishing a timeframe for the Vista Guild to submit proposals to this
committee.
The committee recessed at 1:17 p.m. and reconvened at 1:22 p.m.
There was discussion about the aesthetics of the proposed Park Street project.
Councilor Bailey noted that an application along with letters of recommendation and
support would be included in the meeting packet for review.
There was consensus of the committee to endorse the Park Street Project.
Additionally, it was noted that One Columbia recommends approval of the Lincoln
Street Tunnel Project.
3. Fire Station 9 Public Art Project - Mr. Mickey Folsom, Assistant Fire Chief -
Deferred

Dear Councilman Bailey ,
I am writing to express One Columbia’s enthusiastic endorsement of the Congaree Vista Guild’s
Lincoln Street Tunnel Lighting Project, a public art initiative set to enrich our community, enhance
our shared spaces, and add an additional aspect of safety to the Lincoln Street Tunnel. This project
will transform the space by adding vibrancy and character. It invites engagement and interaction,
encouraging people to gather and explore their surroundings.
The goal of the project is to create a meaningful work of public art that engages both residents and
visitors as they enjoy The Vista. This unique artwork will support The Vista’s vision of being a vibrant,
