BULL STREET COMMISSION MEETING MINUTES MONDAY, MAY 19, 2025 CALL TO ORDER The Bull Street Commission conducted a meeting on Monday, May 19, 2025 at Segra Park / MUSC Health Conference Room, Concourse Level, 1640 Freed Street, Columbia, SC 29201. Approval of the January 27, 2025 Bull Street Commission Meeting Minutes - Approved Upon a motion made by Mr. Bailey and seconded by Mr. Varner, the Commission voted unanimously to approve the January 27, 2025 Bull Street Commission Meeting Minutes. Ms. Odom were not present for the vote. PRESENTATIONS 2. Gather COLA - Mr. Sam Williams, Director of Construction with Cason Development Group – Received as information. Mr. Sam Williams, Director of Construction with Cason Development Group shared about the upcoming food hall in the Bull Street District. The project is a collaboration between Cason Development and Four Oaks Property Group. He highlighted a similar successful concept currently operating in Greenville, SC, which features 13 hyper-local vendors and a full bar. The Columbia location will be surrounded by high-end retailers and will include three pop-up retail units, a full bar with a sandwich component, a two-story office space for co-working, and rentable event space. Food vendors have not yet been announced. The opening is scheduled for mid-fall. 1 BULL STREET COMMISSION MEETING MINUTES MONDAY, MAY 19, 2025 There was a discussion about management; location; event space size; cost of rental for community and/ non-profit meetings; hours of operation; live entertainment; vendor selection; size comparison to Greenville’s location; general capacity; the ability to rent the venue; and parking. 3. The Lawn - Ms. Janie Quinn, District Manager / BullStreet District and Ms. Chandler Cox, Project Manager / Hughes Development Corporation – Received as information. Ms. Chandler Cox, Project Manager/ Hughes Development Corporation, provided an update on current construction progress, including aerial images of the Lawn. She shared that the Lawn is being developed in conjunction with Gather Cola and is expected to open by the end of the year. The block is designed as a pedestrian- focused, festival-style space with wide sidewalks. She also highlighted the successful opening of Tupelo Honey. There was discussion regarding the construction timeline, front gate opening hours, remaining development phases, and plans to replant trees with an emphasis on diverse greenery. BullStreet Development Update - Ms. Chandler Cox, Hughes Development Corporation Ms. Janie Quinn, District Manager of the BullStreet District provided an update on recent and upcoming events. The Laundry Building recently hosted its first event and Tupelo Honey will have its grand opening on February 13, 2025. OTHER MATTERS 3. Tour of the Scout Connection Center Ms. Punam Patel, SC Community Affairs Manager for Scout Motors provided a brief tour of the Scout Connection Center, which featured a model of the Scout Motors campus being developed in Blythewood, South Carolina. 1 Packet Pg. 3 1.a BULL STREET COMMISSION MEETING MINUTES Attachment: BSC_MN_012725 (9956 : Approval of the January 27, 2025 Bull Street Commission Meeting Minutes) MONDAY, JANUARY 27, 2025 Mr. Oliver Wollisky, Chief Production Officer for Scout Motors outlined key details about the new Scout Motors facility. With robust, flexible, and sustainable manufacturing processes, Scout Motors will produce 200,000 fully electric cars annually. The greenfield approach will leverage best practices from the Volkswagen Group and create 4,000 jobs across all career levels. Mr. Craig Phillips, Sr., Director of Workplace Operations for Scout Motors shared insights about the BullStreet District experience. The team consists of 260 employees. He emphasized the need for approximately 100 additional parking spaces. The company currently offers a benefits package that is 30-40% better than competitors and provides clear career path opportunities. Ms. Rebecca Haynes inquired about workforce housing in the Blythewood community, as well as provisions for childcare and public transit. 4. Tour of Bennet at BullStreet Ms. Gabby Tefft, Leasing Manager of the Bennet at BullStreet provided a tour of the apartment complex, showcasing the available open-air spaces, apartment floor plans, and the community amenities. Ms. Rebecca Haynes left the meeting at 3:00 p.m. COMMITTEE DISCUSSION 5. Confirm Next Meeting Date - March 17, 2025 There was consensus of the Commission to meet on March 17, 2025.
