The meeting was called to order at 10:00 AM by Chairwoman Tameika Isaac Devine.

COMMITTEE DISCUSSION
1. Presentation from Allied Energy Services
Mr. Dean Alford, President and CEO of Allied Energy presented a project that is currently
under construction in Augusta, Georgia. We are the developer and operator. We have found a
way to create technology out of grease that allows us to take municipal waste and create a non-
waste fuel pellet. We can use the pellet to make diesel fuel and char. This technology makes a
pellet that is sixty percent plastic, forty percent cellulose fiber, free of all pathogens and
bacteria. The EPA then allows you to do whatever you want to do with it, because it is now a
non-waste fuel. It has a BTU value of coal. This can be exported overseas. We have development
rights for all of North, Central, and South America. Augusta will be the first City in the United
States to use this technology at their landfill. He showed how the household garbage is
processed. We will make use of ninety-nine percent of what we take in. The recyclable materials
are recycled as usual. I am after plastics, paper, and wood. In Greece, they are making roof
shingles, flooring, and countertops out of this product. There is a restaurant where all of the
tables and chairs were made from garbage. In Bulgaria, they bring the garbage to a refinery
first. This technology will create sixty-five to one hundred jobs full-time jobs. There are
environmental, sustainability, education, economic, and financial benefits. We are leasing ten
acres inside the landfill and the City still gets their tipping fees. Our proposal to you is that we
need 131,000 to 175,000 tons [of municipal solid waste] to make 9.9 million gallons of diesel;
16,000 tons of bio-char; and wood products. In the partnership, we provide all the capital. We
own and operate it. We would lease inside your landfill for twenty-five years.
Councilor Rickenmann noted that we do not own the landfill. We take our waste to a third party.

and then take what's not used to the landfill. The City would cut its cost by ninety-nine percent.
Councilor Rickenmann suggested that we look at property for a project like this. Think about the
efficiency our Solid Waste Division would gain.
Mr. Dean Alford, President and CEO of Allied Energy said ten acres is needed. We will run
24/7.
Councilor Devine inquired about the cost of the facility.
Mr. Dean Alford, President and CEO of Allied Energy said the facility cost $61 million. What is
the annual tonnage that’s being moved out of the City and County now? Our permitting would be
easier if you have a site that’s already permitted. The installation is thirty days, but it takes up to
seven months to pour the concrete and to construct the building. The Augusta project will be
complete by the end of this year. If you have five acres, we can take that to our engineers. Our
goal is to build six sites per year.
Councilor Rickenmann said Mary Pat Baldauf has an Environmental Protection Agency study
that contains all of the waste streams in the three counties.
Mr. Clint Shealy, Assistant City Manager for Columbia Water asked if they producing and
storing the diesel onsite and then transferring it out.
Mr. Dean Alford, President and CEO of Allied Energy said we have an offtake agreement with
Green Energy. We store diesel for fifteen days onsite and then they come and get it. If size is an
issue, we can make the pellets on the five acres and then move the pellets to make the diesel.
Councilor Devine asked if Augusta buys diesel at a reduced rate.

Mr. Dean Alford, President and CEO of Allied Energy said it would be at a rate they contract
with them on; predictable costs are better than reduced costs.
Mr. Robert Anderson, Public Works Director said we send about 23,000 tons of municipal solid
waste to the landfill each year. He estimated that Richland County sends two and half as much.
