Agenda Items 1. Budget Presentation (Ileana Kyriakides) Director Ileana Kyriakides provided an overview of the city's 2026 Fiscal Year Budget. A copy of her presentation was made part of the record. Members of the Commission shared their comments on the city's budget. 2. Resolution 2025-042, FY26 Fire Assessment (Ileana Kyriakides) Request to hold public hearing and adopt Resolution 2025-042, levying a non-ad valorem special assessment for fire services for properties within the municipal boundaries of the City of Coral Springs and direct City staff to take action to amend the preliminary assessment roll approved on July 29, 2025. (REQUEST TO HOLD PUBLIC HEARING, ADOPT) City Attorney Hearn read the item into the record. Public hearing was opened. There were no comments made. Public hearing closed. Motion: To adopt Resolution 2025-042. Result: Passed 5 – 0 (Unanimously) Mover: Commissioner Cerra Seconder: Mayor Brook 3. Resolution 2025-041, FY26 Nuisance Abatement Assessment (Ileana Kyriakides) Request to hold public hearing and adopt Resolution 2025-041, levying a non-ad valorem special assessment relating to the collection of nuisance abatement services assessments for properties within the municipal boundaries of the City of Coral Springs and direct City staff to take action to amend the preliminary assessment roll approved on July 29, 2025. (REQUEST TO HOLD PUBLIC HEARING, ADOPT) City Attorney Hearn read the item into the record. Public hearing was opened. There were no comments made. Public hearing closed. Motion: To adopt Resolution 2025-041. Result: Passed 5 – 0 (Unanimously) Mover: Commissioner Simmons Seconder: Commissioner McHugh 4. Resolution 2025-044, FY26 Solid Waste Assessment (Ileana Kyriakides) Request to hold public hearing and adopt Resolution 2025-044, levying a non-ad valorem special assessment for solid waste residential services for properties within the municipal boundaries of the City of Coral Springs and direct City staff to take action to amend the preliminary assessment roll approved on July 29, 2025. (REQUEST TO HOLD PUBLIC HEARING, ADOPT) City Attorney Hearn read the item into the record. Public hearing was opened. Joe Morera commented on adjusting bulk pickup days to reduce solid waste cost. Public hearing closed. Motion: To adopt Resolution 2025-044. Result: Passed 5 – 0 (Unanimously) Mover: Mayor Brook Seconder: Commissioner Cerra 5. Resolution 2025-043, FY25 Stormwater Assessment (Ileana Kyriakides) Request to hold public hearing and adopt Resolution 2025-043, levying a non-ad valorem special assessment for stormwater collection services for properties within the municipal boundaries of the City of Coral Springs and direct City staff to take action to amend the preliminary assessment roll approved on July 29, 2025. (REQUEST TO HOLD PUBLIC HEARING, ADOPT) This item was heard after item #6. City Attorney Hearn read the item into the record. Public hearing was opened. There were no comments made. Public hearing closed. Motion: To adopt Resolution 2025-043. Result: Passed 5 – 0 (Unanimously) Mover: Commissioner Simmons Seconder: Commissioner McHugh 6. Resolution 2025-040, FY26 Tentative Millage Rate (Ileana Kyriakides) Request to hold public hearing and adopt Resolution 2025-040, establishing a tentative Operating Millage Rate of 6.0232 to balance the General Fund for Fiscal Year 2025-2026 which is 0.3789 or 6.71% more than the Rolled-Back Rate; establishing a tentative General Obligation Debt Millage Rate of 0.1659; establishing the Rolled-back Rate to be 5.6443; and establishing Thursday, September 25, 2025 as the date that a Final Public Hearing will be held at 6:30 P.M. at the City of Coral Springs City Hall, 9500 West Sample Road; providing for an effective date. (REQUEST TO HOLD PUBLIC HEARING, ADOPT) City Attorney Hearn read the item into the record. Public hearing was opened. Joe Morera shared comments on the millage rate. Public hearing closed. Discussion ensued. Motion: To adopt Resolution 2025-040. Result: Passed 5 – 0 (Unanimously) Mover: McHugh Seconder: Cerra 7. Ordinance 2025-117, First Reading FY26 Budget (Ileana Kyriakides) Request to hold public hearing and approve first reading of Ordinance 2025-117, finalizing and adopting the Annual Operating Budget and Capital Improvement Program for Fiscal Year 2025-2026, that includes the budget for the General Fund, Water and Sewer, Fire, Solid Waste, Charter School, Stormwater, Public Art, Debt Service, Tree Trust, Museum, Health and Liability, Equipment Services, and Capital Improvement Program funds; providing for an effective date, and to set a second reading for September 25, 2025. (REQUEST TO HOLD PUBLIC HEARING, APPROVE, SET SECOND READING) City Attorney Hearn read the item into the record. Public hearing was opened. There were no comments made. Public hearing closed. Motion: To approve Ordinance 2025-117 on first reading and set second reading for Thursday, September 25, 2025 at 6:30 P.M. Public Comment (Coral Springs Municipal Code, Chapter 2, Article I, Sec. 2-2): The City Commission of the City of Coral Springs, at each regularly scheduled meeting (first and third Wednesdays), shall entertain public comment. Anyone desiring to address the City Commission must submit a written request to the City Clerk. City Commission meetings are a limited public forum and public comment is limited to matters pertinent to the City. Public comments will be held in the priority order in which they are received. Each request shall succinctly detail the matter to be brought before the City Commission; shall contain the address and phone number where the speaker can be reached if the need arises; and shall be dated and signed. Items on the agenda which are not designated as Public Hearings must be discussed during the public comment period. Waiver of rules. By majority vote, the City Commission may invite public discussion on any agenda item and thereby waive the proscriptions otherwise outlined in this section. Decorum to be maintained. In every case where a speaker is recognized by the Mayor to discuss an agenda item, speaker shall step to the podium, state their name and address for the benefit of the City Clerk, and identify any group or organization speaker represents. Speaker shall then succinctly state their position regarding the item before the City Commission. Order shall be maintained at each City Commission meeting and the Mayor is hereby empowered to order from the room anyone who refuses to comply with the rules and regulations outlined in this section. The Police Chief or his authorized agent in attendance at the meeting shall carry out the order of the Mayor in this regard.
