CITY OF CORAL SPRINGS, FLORIDA CORAL SPRINGS CITY COMMISSION RETREAT SUMMARY Wednesday, October 9, 2024 Public Safety Complex, Multi-Purpose Room 9:00 AM 4150 NW 120 Avenue Coral Springs, FL 33065 Call to Order Mayor Brook called the meeting to order at 9:06 a.m. Roll Call Mayor Scott Brook Vice Mayor Shawn Cerra Commissioner Nancy Bowen Commissioner Joshua Simmons Commissioner Joy Carter Also in attendance: Deputy City Manager Catherine Givens City Attorney Hearn City Clerk Georgia Elliott Moment of Silence Pledge of Allegiance Commission Retreat Items Deputy City Manager Catherine Givens welcomed attendees and introduced Emergency Manager Michael Caldero. Mr. Caldero gave an emergency management report on Hurricane Milton and noted that tropical storm conditions are forecasted to affect the area. Ms. Givens fielded questions from the Commission and reviewed the efforts undertaken by the city to prepare for the anticipated weather conditions. 1. Educational Update (April Wyche) Education Relationship Manager April Wyche gave an educational update on local schools. A copy of her presentation was made a part of this summary packet. Discussion ensued. Ms. Wyche fielded questions from the Commission. The Commission requested an update on Coral Springs students affected by the rezoning of Marjory Stoneman Douglas High School. Ms. Wyche was thanked for her leadership and collaboration with the school community. 2. Downtown Mixed-Use (DT-MU) Zoning District (Julie Krolak & Kristi Bartlett) Director Julie Krolak gave an update on the Downtown Mixed-Use Zoning District (DT-MU). She noted that staff continues to work with the city’s consultant – Calvin Giordano & Associates – on Phase II DT-MU zoning regulations. Staff will schedule business and property owner meetings once the consultant’s renderings are received. 3. Commission Communications - City Manager Follow-Up (John Hearn) City Attorney Hearn reviewed the options available to the Commission for the selection of the next City Manager. Mr. Hearn noted that he would serve as the liaison throughout the hiring process. Discussion ensued. Consensus was reached to post the City Manager position internally. 4. Commission Communications - The Voices of the Majority (Mayor Brook) This item was pulled from the agenda. 5. School Zone Enforcement Speed Detection System and School Bus Infraction Detection System (Chief McKeone & PD Traffic Unit) This item was heard prior to agenda item 3. Chief Bradley McKeone introduced Sergeant Bryan Wilkins who gave a presentation on the item. A copy of his presentation was made a part of this summary packet. Discussion ensued. Staff fielded questions and noted the feedback provided by the Commission.
