CITY OF CORAL SPRINGS, FLORIDA CORAL SPRINGS CITY COMMISSION RETREAT SUMMARY Wednesday, January 22, 2025 Multi-Purpose Room, Public Safety and 5:00 PM Public Works Complex 4150 NW 120 Avenue Coral Springs, FL 33065 Call to Order Mayor Scott Brook called the meeting to order at 5:06 p.m. Roll Call Mayor Scott Brook Vice Mayor Nancy Metayer Bowen Commissioner Shawn Cerra (arrived at 5:33 p.m.) Commissioner Joshua Simmons Commissioner Joseph McHugh Also in attendance: City Manager Catherine Givens City Attorney John Hearn City Clerk Georgia Elliott Moment of Silence Pledge of Allegiance Commission Retreat Items 1. Strategic Plan Update (Catherine Givens) City Manager Catherine Givens provided opening remarks and announced recent staff promotions. Members of senior staff provided updates on the city's strategic plan and fielded questions from the Commission. A copy of the presentation was made part of the summary packet. Consensus was reached to have further discussion on the location of the city’s sportsplex optimalization project during the upcoming strategic planning session in February. Staff was requested to prepare a comprehensive document of the city’s ARPA Projects to share with residents. 2. Economic Development Update (Kristi Bartlett) Director Kristi Bartlett provided updates on the city’s economic development and fielded questions from the Commission. A copy of her presentation was made part of the summary packet. 3. Events Update (Michael McNally) Director Mike McNally reviewed the upcoming events calendars and fielded questions from the Commission. A copy of his presentation was made part of the meeting summary. The Commission also provided feedback on the type of city events they would like to bring to the city. 4. School Update (April Wyche) Education Officer April Wyche gave a school update and fielded questions from the Commission. A copy of her presentation was made part of the meeting summary. 5. Staff Updates: • Legislative Update (Lynne Martzall) Executive Director Lynne Martzall explained her new responsibilities in intergovernmental affairs. She introduced lobbyist Lauren Jackson of Tripp Scott who provided a federal lobbyist update. Ms. Martzall introduced a 90-Day Intergovernmental Affairs Transition Plan. • Boards, Committees, and Groups Update (Dale Pazdra) Consensus was reached to allow for the formation of a Veterans Committee and for Mayor Brook to serve as the Commission liaison. Commissioner Simmons announced his resignation from the MPO. Commissioner Simmons was thanked for his service. Consensus was reached to have Commissioner McHugh serve as the MPO representative. Deputy City Manager Dale Pazdra announced that a text link has been created by staff allowing the Commission to send board, committee, and group vacancies via text message. Consensus was reached to allow Commissioner McHugh to participate in discussions regarding maintenance of the Ice Den. • Code Update (George Soberon) Code Compliance Manager George Soberon provided a code update and fielded questions from the Commission. Mr. Soberon was recognized for his commitment to the community. • Wind Turbines Update (Elizabeth Chang) This item was pulled from the agenda. Commission Communications 6. Medicare for All Florida (Vice Mayor Bowen) Consensus was reached to support a resolution for Medicare for All Florida. 7. Temple Beth Orr Sisterhood Advertisement (Vice Mayor Bowen) Consensus was reached to support Vice Mayor Bowen's Temple Beth Orr Sisterhood advertisement. 8. Proclamation Request, Human Rights Day (Vice Mayor Bowen) Consensus was reached to support a proclamation for Human Rights Day. 9. Proclamation Request, American Red Cross Month (Vice Mayor Bowen) Consensus was reached to support a proclamation for American Red Cross Month. 10. Proclamation Request, Youth Civic Engagement Month (Vice Mayor Bowen) Consensus to support a proclamation for Youth Engagement Month was reached. Consensus to allow Commissioner McHugh to support an anti-bullying campaign for female hockey players was reached. 11. NWCEO Veteran Recognition Event (Mayor Brook) Mayor Brook provided an update on veteran initiatives. He noted that further discussion will be held at a future Northwest Council of Elected Officials (NWCEO) meeting. 12. Mayor for the Day Update (Mayor Brook) Commissioner Relationship Manager Luwam Ghermay provided an update on the city’s Mayor for the Day program. 13. CRA Downtown (Mayor Brook) Mayor Brook discussed his meeting with developer Amera. Discussion ensued. 14. Frontward Facing Mental Wellness (Mayor Brook) Consensus was reached to explore further opportunities to support youth mental wellness in the community. Members of the Commission discussed concerns regarding city aesthetics and traffic safety issues requiring staff follow up. Consensus was reached to support a proclamation for Colorectal Cancer Awareness Month.
