CITY OF CORAL SPRINGS, FLORIDA CORAL SPRINGS CITY COMMISSION WORKSHOP SUMMARY Wednesday, February 26, 2025 Sawgrass Room, City Hall 5:00 PM 9500 West Sample Road Coral Springs, Florida 33065 Call to Order Mayor Scott Brook called the meeting to order at 5:05 p.m. Roll Call Mayor Scott Brook (Departed at 6:02 p.m.) Vice Mayor Nancy Metayer Bowen Commissioner Shawn Cerra Commissioner Joshua Simmons (Joined via Zoom. Departed meeting at 7:03 p.m.) Commissioner Joseph McHugh Also in attendance: City Manager Catherine Givens City Attorney John Hearn City Clerk Georgia Elliott Moment of Silence Pledge of Allegiance Commission Communications Mayor Brook noted that a recognition for Vietnam Veterans Day is slated for the March 13 City Commission regular meeting. 1. Proclamation Request, National Athletic Training Month (Mayor Brook) There was consensus to approve a proclamation for National Athletic Training Month. Consensus was reached to recognize the passing of His Highness Prince Karim Aga Khan IV with a letter from the City Commission. 2. Proclamation Request, International Overdose Awareness Day (Vice Mayor Metayer Bowen) There was consensus to approve a proclamation for International Overdose Awareness Day. 3. Resolution Request, Medicare for All (Vice Mayor Metayer Bowen) Vice Mayor Metayer Bowen explained the item. Discussion ensued. Consensus was reached to bring back the item for consideration at a future workshop. 4. Commission Attended Conferences Vice Mayor Metayer Bowen provided highlights from her visit to Tallahassee. She noted her conversation on funding for apprenticeship programming and summarized her meeting advocating for the Ramblewood East community. Commissioner Cerra provided an update on his recent trip to Ramblewood Middle School and requested clarification for residents on the rules that govern electrical bikes and scooters. City Attorney Hearn explained that his office is looking into the matter. Consensus was reached to recognize former Marjory Stoneman Douglas High School Principal Ty Thompson at a future meeting. Commissioner McHugh noted his positive experiences while serving as Commission liaison to several city committees and boards. Mayor Brook noted Commissioner McHugh’s positive contributions to the Commission since being elected. He also shared remarks on the February 25 Community Conversation meeting and thanked the community for taking part. Commission Workshop Items 5. DT-MU Phase II Zoning (Tina Jou) Director Tina Jou explained the item and introduced Calvin, Giordano & Associates, Inc. representative James Hickey. Mr. Hickey gave a presentation on the city's Phase II Downtown Mixed-Use (DT-MU) Zoning District. A copy of his presentation was made part of this summary packet. Discussion ensued. 6. Wind Turbines (Tina Jou) Ms. Jou introduced Zoning Manager Elizabeth Chang. Ms. Chang gave a presentation on wind turbines. A copy of her presentation was made a part of this summary packet. Discussion ensued. City Attorney Hearn noted that staff will speak with Mayor Brook (who departed prior to the presentation) to determine his support for the item. 7. AI for Commission (Stephen Dyer) Director Stephen Dyer and staff led a presentation in artificial intelligence (AI). A copy of their presentation was made part of this summary packet. Discussion ensued. City Manager Givens announced upcoming events and introduced Education Officer April Wyche. Ms. Wyche informed the Commission of the Broward County School Board’s decision to include Marjory Stoneman Douglas in the upcoming School Choice application window on April 7. Discussion ensued. Ms. Givens noted that a City Commission workshop will be scheduled to hold further discussion on the topic.
