Next JUSTC Meeting: May 22, 2024 MEETING MINUTES JOINT USE SYSTEM TECHNICAL COMMITTEE (JUSTC) March 27, 2024 – 10 a.m. – Virtual Meeting Members present: Nicole Gleason – Asst City Admin/Public Works Director – City of Davenport Doug Hradek – Interim Water Pollution Control Plant Manager Brian Schadt – City Engineer – City of Davenport Clay Merritt – Director of Engineering and Capital Projects – City of Davenport Brent Morlock – City Engineer – City of Bettendorf Brian Schmidt – Public Works Director – City of Bettendorf  Water Pollution Control Plant Project Updates  Status review of all current projects and flows to the plant.  Digester Study Update  Review of HR Recommendation and discussion of presenting plan to the Joint Use Contract Committee – proposed meeting date of April 11, 2024 to review the recommendation  Plan to present digester upgrade needs to Davenport City Council on April 16, 2024 at 3:45 (Management Update Meeting).  Future CIP Projects Discussion  Discussion of other capital needs at the plant and studies required to understand costs of capital needs including lift station/ bar screen, clarifiers and aeration tanks.  Local Limits Update  Due to an error in one of the calculations of local limits for pollutants, the City of Davenport is running an update through City Council. The other Joint Use Cities will need to run the ordinance update as well. This change was discussed with the DNR and properly published before being presented to City Council.
