MINUTES AIRPORT ADVISORY BOARD Date: January 21, 2014 Convened at 5:30 p.m. ROLL CALL: Members Present: Jim Rhoades, Mitch Hallgren, Chuck Lanning, Dick Anderson, Bryce Deter, Jack Bennett, Jeff Jacobson, and Ron Naylor. Absent: Bryant Irving, Robert Owens, and Larry Luxton. Also present: Tom Cleveland, Airport Manager, Al Mueller, general aviation pilot, and Ron Frieders, hangar tenant. APPROVAL OF AGENDA: Jim Rhoades moved to approve the meeting agenda. Dick Anderson seconded the motion which was carried unanimously. APPROVAL OF MINUTES: Dick Anderson moved to approve the minutes of the November 19, 2013 meeting. Jack Bennett seconded the motion which was carried unanimously. SCHEDULING OF PERSONS TO BE HEARD FROM THE FLOOR: CONSIDERATIONS: 1. Airport project updates Tom discussed Division of Aeronautics plans including:  Enhanced center line painting work will be completed this summer. This is for Part 139 Commercial airport requirements and will be a 3 day project.  Parking lot overlay will be done after completion of the WIN Aviation hangar. The north side of the main parking lot will be 1-way traffic toward the hangar. The traffic flow will be changed.  T-hangars E1 and E2 will have a pavement overlay and will be completed fall 2014. Original pavement work was done in 1987 and the pavement has failed.  We now own the Clarke property on Barber Greene Road. One utility building with garages has been kept for storage. Other buildings were demolished.  ComEd will place orange ball on the power wires along Barber Greene Road for pilot safety coming in on Runway 20.  Heated pavement may be installed very close to the north facing hangar doors on hangars E1 and E2 along with the overlay project. This will replace the inoperative system that is already installed in the pavement. North facing doors have ice build-up in the winter because the sun never reaches that side of the hangar.  There may be service counter updates in the FBO lobby.  A project to install emergency generator power to aircraft fuel pumps and the main hangar is being looked at. Lines can be run to the main building to run the hangar doors and some emergency lighting. FEMA has talked to us regarding using the Airport as a disaster center.  Crack filling on Runway 2-20 will be completed during summer of 2014.  Planning to paint runways and taxiways. It is badly needed. Tom will get pricing. 2. Airport Marketing Tom advised that he attended the Scheduler’s and Dispatcher’s conference last week in New Orleans. 2200 people were in attendance with many large flight departments there. He marketed the Airport to all the companies stopping by the City booth. We were well received by those flying into Chicago: Nestle, Boeing, Target, and McDonald’s. These meetings went well and will be followed up on. Tom also met with cargo companies that fly into DeKalb Airport. Approximately 800 booths with businesses that service the aviation world, cargo, and charter were at the conference. Other Illinois airports at the conference were Champaign, Aurora, DuPage, and Chicago Executive. 3. Automated weather system upgrades The Automated Weather System (AWOS) is working intermittently. We got an upgrade but it malfunctions. The system will be checked on Wednesday. Power was increased but did not help. Tom will write a letter to IDOT Division of Aeronautic Director Shea regarding lost cargo that went to Rockford. COMMITTEE REPORTS a. Airport Manager’s Report  Snow removal is going well and being done every other day. We have had a lot of snow, very bad ice and low temperatures. Chuck is doing an excellent job maintaining equipment and the spray system he developed for the liquid deicer is working well. Airport Advisory Board member, Mr. Bryce Deter complimented the entire snow removal crew. Bryce is a flight instructor that flies out of DuPage Airport. Last weekend, after the large snow storm, he flew into many northern Illinois airports. He commented that, by far, DeKalb Airport had the cleanest runways out of them all. Tom noted there is a crew of 5 that works very hard to get the job done right. The runway broom has helped out tremendously.  T-hangars are full and the community hangar is partially full.  The Airport has a marketing booth to take to conferences that we attend. b.
