AIRPORT ADVISORY BOARD
SEPTEMBER 15, 2015
The Airport Advisory Board held a meeting on September 15, 2015 at the Airport Maintenance
Shop.
Chairman Hallgren called the meeting to order at 5:35 p.m.
A. ROLL CALL
Chairman Hallgren called the roll and the following members of the Airport Advisory
Board were present: Mitch Hallgren, Bryant Irving, Chuck Lanning, Bryce Deter, Robert
Owens, Larry Luxton, and Bernard Pupino were present. Members absent at roll call
were: Jim Rhoades, Dick Anderson, Jack Bennett, Jeff Jacobson, and City Council
representative Kate Noreiko
Also present were: Tom Cleveland, Airport Manager and Ron Frieders, Airport hangar
tenant.
B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS
A motion was made by C. Lanning to approve the September 15, 2015 agenda, seconded
by B. Irving, and approved by voice vote.
C. PUBLIC PARTICIPATION
Mr. Lanning advised that an idea he had for a skid sprayer unit he constructed in 2013
has been shared and has been marketed for $1900.00
D. APPROVAL OF MINUTES
A motion was made by C. Lanning to approve the August 18, 2015 minutes, seconded by
B. Pupino, and approved by voice vote.
E. OLD BUSINESS
None
F. NEW BUSINESS
1. Transportation Improvement Program (TIPS) update
Airport Manager Cleveland will meet with the Illinois Department of Transportation –
Division of Aeronautics to present the Airport TIPs programs on October 8, 2015.

Tom has been working with Hanson Professional Services to prioritize upcoming
projects. The State manages FAA funds and oversees projects. With the State budget in
its current status, it may be difficult to get their share of the project. The projects are:
FY16: Funding from the Entrance and Parking lot overlay project was diverted to
construct the Win Aviation concrete threshold project which begins construction on
September 16. The Entrance Road and Parking Lot Overlay project will be
completed in 2016.
FY16: A Wildlife Hazard Assessment will be completed by the USDA and
Department of Agriculture for a period of one year. The last study was done in 2007
and this study is necessary for a FAA Part 139 Commercial Airport Certificate. The
item went before the City Council on September 14.
1. Precision Approach Path Indicators, (PAPI) on Runways 2, 20 and 27 are scheduled
to be replaced FY17. This equipment is over twenty years old and has been reviewed
by the FAA who has determined it is old enough to be replaced.
2. The Snow Removal Equipment (SRE) building is a FY17 project. We are looking at
the Frontier building next to the Airport Maintenance Shop which is on the market for
$1.4 million along with 6 acres of property that butts up to the corner lot and taxiway
at the Peace and Pleasant intersection. This is on the Airport Layout Plan (ALP) and
we can try to purchase. The current Maintenance Shop is out of space.
3. In FY 18, the Airport will acquire 47+ acres of Winter’s property. This land is
located in the middle of the Airport and is crucial to Airport development. The
project has been delayed because land acquisition does not creates jobs. We are
ready to build on the land.
4. Replacement of the perimeter fencing is a FY18 project and is required for a FAA
Part 139 Commercial Airport Certificate. NIU has advised they are still interested in
partnering with the Airport.
5. The overlay of Runway 2-20 will occur in FY18. Pavement passed testing; the base
is okay, but aging. A DC9—30 or 737-400 can land on the Runway, which can bear
weight of up to 120,000 pounds, but we want to get more weight bearing capacity.
The Runway will not be widened due to the expense which could be a $4-5 million
project. High intensity lights would be required with the widening.
We are a bit closer to a FAA Part 139 Commercial Airport Certificate. During the
recent drainage project the contractor moved a structure that was too close to the
Runway per FAA regulations.
6-7. A cost benefit analysis and environmental assessment for the Medium Intensity
Alignment Light System with Runway End Identifier Lights on Runway
End 20 are scheduled for FY18 and FY19.

8. The bituminous overlay of T-Hangar aging pavement will be completed in FY19.
A motion was made by B. Pupino to approve the draft TIPS projects that the Airport
Manager will take to Springfield on October 8, 2015. The motion was seconded by R.
Owens and passed by voice vote.
Mr. Lanning discussed waterway and drainage problems Cortland is having by Loves
Road, Barber Greene Road, and Fenstermaker Road. Team effort is needed; DeKalb
should work with Cortland to cut ditches so water is sent to the east branch of the
Kishwaukee River. Trees need to be cleaned out to route the water to the main branch of
the Kishwaukee River so it can flow to the Rock and Mississippi Rivers.
2. Drone / UAS / UAV Seminar at DeKalb Airport September 14
The Airport Manager advised there were 122 attendees at the seminar including police,
fire, agriculture, pilots, and ComEd representatives.
The FAA regional representative and Division of Aeronautics Safety Director provided a
presentation that was enjoyed by all and information was “all about the operator.” There
were several drones at the event.
Mr. Deter noted that the rules should be kept simple as most drone owners are not pilots.
The FAA may need to provide online training to create an understanding of the rules.
G. COMMITTEE REPORTS
Airport Manager’s Report:
The marketing postcard with a photo of the de-icer truck will be mailed to
companies that have jets using DTMA.
Paving work at T-hangar buildings E1 and E2 is complete. The center line
will be painted tomorrow along with completion of shoulder work.
The heated threshold project on the north side of T-hangar building E2 will
start soon. Building E1, which has a heated threshold, stayed clear and there
was no damage to hangar doors.
WIN Aviation threshold work starts tomorrow. WIN is moving items into the
building.
Phase I of the drainage project has been completed.
Winter operations equipment is all ready for snow season. The de-icer truck
had repairs. It is a good piece of equipment that will be 100% dependable.
