DEKALB TAYLOR MUNICIPAL AIRPORT AIRPORT ADVISORY BOARD MINUTES September 28, 2017 Chairman Bob Owens called the meeting to order at 5:13pm Roll Call: Robert Owens, Bernie Pupino, Jim Rhoades, Matt Duffy, Paul Borek, Ryan James. Absent – Gary Hanson Guests: Dewayne Brown. APPROVAL OF AGENDA – Motion by Jim Rhoades. Seconded by Matt Duffy. Motion passed. PUBLIC PARTICIPATION – Dewayne Brown asked about the funding for interns for the airport that was passed at the last City Council meeting. Airport Manager Tom Cleveland said the Interns would be used to help prepare and oversee the FAA Part 139 Limited Commercial certification. APPROVAL OF MINUTES – Motion by Paul Borek. Seconded by Bernie Pupino. Motion passed. OLD BUSINESS – None The Airport Advisory Board was shown the power point presentation that was sent by Mr. Jack Penning of Volaire Aviation, the City of DeKalb’s Airport/Aviation Consultant. The presentation had the lists of all of the Vision Statements, Mission Statements and the Core Values that the AAB came up with at the last meeting. Mr. Penning asked the AAB to choose one on the list or come up with a new statement at this meeting. Mr. Penning will be attending the October 22, 2017 AAB meeting to finalize the strategic planning. Airport Manager Tom Cleveland was giving the presentation to the AAB. He started out with the list of Vision Statements provided by Mr. Penning. Vision Statement Options: 1) We are a global gateway to prosperity, innovating every day, dedicated to sustainability as the premier regional airport for northern Illinois. 2) We work tirelessly to ensure our Airport’s position as the gateway to possibility for an entire region. 3) DeKalb Taylor Municipal Airport is service oriented, providing innovative solutions to economic and regional development, ensuring the success of the region. 4) We provide the infrastructure required to fuel growth and to connect the region to the world. 5) We will be proactive as the key to economic development in the regional and global marketplace. The AAB discussed all option and came up with what they wanted for the Vision Statement: DeKalb’s regional airport seeks to provide innovative solutions to economic development dedicated to being a global gateway to prosperity. Motion by Ryan James. Seconded by Bernie Pupino. Motion passed. This Vision Statement will be forwarded to Mr. Jack Penning for review. The AAB discussed the options for the Mission State for the airport. Mission Statement Options: 1) DeKalb Taylor Municipal Airport leads regional economic development driven by focus on the future with a relentless passion for safety and innovation. 2) We are a safe and efficient asset to the region, with focus on the needs of the regional, national, and global aviation community. 3) We are more than an Airport. We are an economic driver for northern Illinois. We foster development through innovation and dedication to our community. 4) We strive to be self-sustaining regional economic asset, linking northern Illinois to the world with excellence, innovation, and dedication to being a good neighbor. The AAB discussed all the options and this is what they wanted for the Mission Statement: The Airport is an economic driver for northern Illinois fostering development through innovation and engagement with our community and region. Motion by Jim Rhoades. Seconded by Matt Duffy. Motion passed. This Mission Statement will be forwarded to Mr. Jack Penning for review. The next item discussed by the AAB was the Core Values of the airport. Core Value options: 1) Safe 2) Secure 3) Efficient 4) Customer focused 5) Integrity 6) Professionalism 7) Excellence 8) Collaboration 9) Accountability 10) Opportunity 11) Responsive 12) Welcoming 13) Proactive Core Value Option Statement: The People of DeKalb Taylor Municipal Airport strive for excellence in safety, security, and convenience, with their ethical, responsive and collaborative spirit, as they work to lead the community through a customer-focused approach. The AAB discussed all of the Core Value bullet points and the Core Value Statement that Mr. Penning came up with and decided to go with a few core value bullet points. The Core Value bullet points are as follows: 1) Safe/Secure 2) Collaboration 3) Customer focused 4) Engaging Motion by Ryan James. Seconded by Bernie Pupino. Motion Passed. The Core Value bullet points will be forwarded to Mr. Jack Penning for review. AIRPORT MANAGER REPORT – Airport Manager Tom Cleveland reported that the Experimental Aircraft Association’s Ford Tri-Motor that was at DeKalb Airport from September 18th through September 24th was a huge success. Approximately 243 people rode on the Tri-Motor and the community came out to watch. The overlay of the main parking lot, entrance road and pavement on the north side of hangar E2 will probably be started in the Spring. It may be too late to start the project now. Cargo aircraft will be coming in all night with pallets of car parts for a local manufacturer. The new DeKalb County Composite Civil Air Patrol Squadron had its dedication ceremony in the main hangar on September 23rd. Representative Bob Pritchard was in attendance. DeKalb County will hold their electronics recycle day on the far west end ramp of the airport on September 30 from 9am – 1pm. A second collection day for DeKalb County will be on October 28th. It is important, in beginning the strategic planning process, to start by developing a defined “IT IS IMPORTANT, IN mission and vision for what the Airport should become. In this session, the mission and vision were not written, but were fully defined. The goal of this document is to take these definitions and develop several mission and vision statement options from which the Airport Advisory Board will choose. The combined vision, mission, and core values make the direction of the Airport clear. The mission tells us who we are today while the vision is designed to take the Airport into the future. Core values support both. Every business needs a strategy. It is important that DeKalb’s airport is viewed as a business, in addition to a community service asset. Business strategies must not be created in a vacuum. Strategies are developed only after a business has a clear mission, a clear vision, and core values to support future initiatives. 3 DeKalb Taylor Municipal Airport Mission, Vision, and Core Values VISION STATEMENT The vision statement of an organization is its statement of what the organization wants to become. Vision statements are future-looking declarations of an organization’s purpose for existing and aspirations. In addition to goals for DeKalb Taylor Municipal Airport’s mission statement, the Airport Advisory Board also developed ideas as to what should be included in the system’s vision statement, and in its statement of core values. It should be noted, the Airport has no current vision statement, so the City of DeKalb and the Airport Advisory Board are starting from scratch. The Board suggested several ideas for inclusion in a vision statement, including: Community involvement Technology/Tech Savvy Economic (component) Cutting Edge/Inventive Strengthen (component) Proactive Preferred alternative airport Growth Sustainable Convenience Responsive to business needs Flexible and adaptive Connecting/Connection Regional Advantage Economic Development Gateway Business Partnerships Welcoming Magnet Bold Innovative/Future Minded Opportunity 4 DeKalb Taylor Municipal Airport Mission, Vision, and Core Values Pulls the region/community together Persistent About more than 1 city or community Global Transportation hub Market focus Infrastructure The Airport Advisory Board is charged with selecting a vision statement for DeKalb Taylor Municipal Airport. The Board may select one of the five options below or it may choose to draft a new option based on the vision statement goals from its strategic planning meeting. A set of five vision statement options for the Airport has been developed for consideration based upon the strategic planning session. The vision statement is designed to be concise, much like the mission statement, but also to set a forward-looking tone. Option One: We are a global gateway to prosperity, innovating every day, dedicated to sustainability as the premier regional airport for northern Illinois. Option Two: We work tirelessly to ensure our Airport’s position as the gateway to possibility for an entire region. Option Three: DeKalb Taylor Municipal Airport is service oriented, providing innovative solutions to economic and regional development, ensuring the success of the region. 5 DeKalb Taylor Municipal Airport Mission, Vision, and Core Values Option Four: We provide the infrastructure required to fuel growth and to connect the region to the world. Option Five: We will be proactive as the key to economic development in the regional and global marketplace. The options above encapsulate the input provided during the strategic session while setting the airport up for success with an aspirational, forward-looking vision. 6 DeKalb Taylor Municipal Airport Mission, Vision, and Core Values MISSION STATEMENT The mission statement of an organization is its reason for being. It defines how that organization will aim to serve all its diverse stakeholders. In other words, the mission must define who DeKalb Taylor Municipal Airport is today and what the Airport values. The Airport Advisory Board expressed a desire to ensure the Airport’s mission was aspirational as they felt it is today. The Board also felt the mission statement should cover those in the region – including those beyond the City limits of DeKalb – who have little day-to-day interaction with the Airport. The Board wants to guarantee all in the region can understand the importance of the mission of the Airport. The Board and other interested stakeholders suggested several ideas for inclusion in a new mission statement. They include: Safety and Security Efficient Community involvement o Efficient use of our tax dollars Asset to the community o Efficient use of our efforts o Discussion about economic High quality impact that the airport brings Regional vs. City of DeKalb Sustainability/sustainable Consistent quality airport services o The economic value Distinct Asset Self-sustaining Anticipating growth Eye to the future 7 DeKalb Taylor Municipal Airport Mission, Vision, and Core Values With these ideas in mind, the following mission statement options are offered from which the Airport Advisory Board can choose the one it feels best states the ongoing objectives of the Airport. Each is designed to be clear, concise, and easy to remember, while incorporating as many of the Board’s ideas as possible. Option One: DeKalb Taylor Municipal Airport leads regional economic development driven by a focus on the future with a relentless passion for safety and innovation. Option Two: We are a safe and efficient asset to the region, with a focus on the needs of the regional, national, and global aviation community. Option Three: We are more than an Airport. We are an economic driver for northern Illinois. We foster development through innovation and dedication to our community. Option Four: We strive to be a self-sustaining regional economic asset, linking northern Illinois to the world with excellence, innovation, and dedication to being a good neighbor. As with the Airport’s vision statement, the Airport Advisory Board is charged with selecting a mission statement for DeKalb Taylor Municipal Airport. The Board may select one of the four options above, or it may choose to draft a new option based on the mission statement goals from its strategic planning meeting. 8 DeKalb Taylor Municipal Airport Mission, Vision, and Core Values CORE VALUES Core values are designed to be the elements that support both the mission and vision of an organization. Core values are the beliefs of the organization in which the organization is emotionally invested. Core values are also designed to lay out how an organization treats people – both employees and customers – and how an organization does business.
