MINUTES
February 26, 2019
Chairman Bob Owens called the meeting to order at 7:07pm.
Roll Call: Bob Owens, Gary Hanson, Bernard Pupino and Matt Duffy.
Absent: James Ryan, James Rhoades and Paul Borek
Guests: DeKalb City Manager – Bill Nicklas
APPROVAL OF AGENDA- Motion by Gary Hanson. Seconded by Bernie Pupino. Motion
passed.

OLD BUSINESS- None
NEW BUSINESS – Discussion of the Airport Strategic Planning/Marketing Presentation
by Mr. Jack Penning of Volaire Aviation – All Airport Advisory Board members that were
present at the DeKalb County Economic Development Corporation Airport Luncheon said
the Mr. Jack Penning did an excellent job explaining to the approximately 100 people in
attendance, the new strategic plan of the DeKalb Taylor Municipal Airport.
The importance of the airport to the region was discussed. Changes are on their way with
strategic improvements. Ensuring that the plans for the future of the airport are long term.
The economic impact of the airport was discussed. The AAB talked about the success
we have had with federal funding over the last 20 years. The AAB discussed how
important it is to educate the community of the value of the airport.
City Manager Bill Nicklas discussed the importance of the airport and that we need to
improve it as much as we can. FAA Part 139 Limited Commercial Airport Certification
was discussed along with future federally funded construction projects.
The AAB discussed how to get airport marketing material to the community during all the
summer events in DeKalb. Airport Manager Tom Cleveland will research what we can do
for these events.
Airport Manager Tom Cleveland told the AAB that Mr. Penning would be coming back in
June to discuss the airport survey, that is on our website, and to discuss a new Airport
Marketing Plan.
Airport Manager Tom Cleveland was asked to update the aviation fuel sales chart that
Mr. Penning used in his presentation for the next AAB meeting.
Airport Managers Report - Airport Manager Tom Cleveland discussed the Jet Fuel
program. Because of the weather this winter, January, and it looks like February, will
have a low volume of fuel purchases.
The Precision Approach Path Indicator (PAPI) construction project was approved by
City Council.
Winter operations were discussed. Many of the airport’s large snow removal equipment
had major break downs which were very costly to repair.
The aircraft deicing truck is operational again.
The NIU Basketball Teams and their opponents are flying in and out of DeKalb Airport
with 30 passenger aircraft.
The DeKalb County Health Department Electronics recycling program will be at the
airport again on May 4th and September 7th.
Airport Farm Leases were approved by City Council.
MOTION TO ADJOURN- Motion by Bernie Pupino. Seconded by Matt Duffy. Motion
passed.
