MINUTES September
17, 2019
Chairman Bob Owens called the meeting to order at 7:01pm.

NEW BUSINESS —
Discussion of Airport Transportation Improvement Program –
Airport Manager discussed the revised 5-year Transportation Improvement Program (TIPs) with
the Airport Advisory Board (AAB). Tom stated the projects that are funded are the replacement
of the Visual Approach Slope Indicators (VASI) with Precision Approach Path Indicators (PAPI)
on runway 2-20 and 27 and the Crack Repair and Re-Mark Runway 2-20. These projects will start
during spring/summer of 2020.
The project, Overlay of Runway 2–20, has been approved by the Illinois Department of
Transportation – Division of Aeronautics (IDOT-DOA) and the Federal Aviation Administration
(FAA). The City needs to secure the federal funding now.
Future projects on the TIPs plan go along with the 20-year Airport Layout Plan (ALP) that is also
approved by the FAA.
A motion was made by Paul Borek to approve the DeKalb Taylor Municipal Airport TIPs 5-year
plan for submittal to the IDOT-DOA and FAA. Seconded by Matt Duffy. Motion passed.
The TIPs plan will be brought in front of the IDOT-DOA and FAA for approval on October 23rd at
the annual TIPs meeting.
AIRPORT MANAGERS REPORT-
Avgas fuel sales in August were typical. Jet fuel sales were a little low.
The airport will start interviewing for part time aircraft fueling positions soon.
Airport Manager Tom Cleveland will be conducting DeKalb Fire Department airport training on
September 17th and 18thand 26th.
There will be a full-scale emergency exercise at DuPage Airport on October 17th. DeKalb Fire
Chief Jeff McMaster and Airport Manager Tom Cleveland have been asked by the DuPage
Airport Authority to be evaluators for the exercise.
The airport FY2020 budget is being prepared by Airport Manager Cleveland.
Airport traffic is up. Fly America, DeKalb Airport’s only flight school, has numerous new students
learning to fly.
October 5th is the USO Fundraiser – Swing Dance at DeKalb Airport. All proceeds go to the
USO at O’Hare Airport. A suggestion was made to have a square dance in the hangar to bring
the community out. Further discussing on this event is needed. A drone flying event was also
talked about.
A pre-design meeting was held with the Illinois Department of Transportation – Division of
Aeronautics and our airport consultant engineers, Crawford Murphy and Tilly to discuss the
Crack Filling and Re-Marking of Runway 2-20. This project will extend the runways useful life
until we can secure the runway 2-20 overlay.
Andy Raih is the new airport facility director.
A friendship coin, that AAB member Melissa Gallagher brought, was passed around. A DeKalb
Airport discount fuel coin was discussed for repeat customers as a fuel marketing tool.
Airport Manager Tom Cleveland will be getting together with AAB member and Executive
Director of the DeKalb Chamber of Commerce, Matt Duffy, to discuss short marketing video’s
that can be made and presented to the community to tell them about the airport.
DeKalb Airport’s aviation fuel marketing postcard was discussed the AAB. A new sticker with
fuel quantity discounts will be attached to the postcard.
