APPROVED Minutes Airport Advisory Board The Airport Advisory Board of the City of DeKalb, Illinois, held a regular meeting on March 28, 2023, at the DeKalb Taylor Municipal Airport, 3232 Pleasant Street, DeKalb, Illinois, in the West Community Hangar. Chair Robert Owens called the meeting to order at 7:06 p.m. A. Roll Call Chair Robert Owens called the roll, and the following members of the Airport Advisory Board were present: Paul Borek, Scott Carlson, Matt Duffy, Robert Owens/Chair, Bernard Pupino/Vice Chair, James Rhoades. Also present were City Manager Bill Nicklas and Airport Manager Renee Riani. B. Approval of Agenda – Additions / Deletions Renee Riani requested to amend the agenda to add an Airport Manager’s update under E. Old Business as Item 1. Scott Carlson moved to approve the agenda; seconded by Bernard Pupino. Motion passed by a majority voice vote of those present. C. Public Participation - None D. Approval of Minutes – November 22, 2022 Matt Duffy moved to approve the minutes of the November 22, 2022 meeting; seconded by Paul Borek. Motion passed by a majority voice vote of those present. E. Old Business 1. Airport Manger’s Update a. Renee Riani provided information regarding Representative Lauren Underwood’s Community Project Funding award for TIP project Perimeter Fencing – Phase 1 and lauded Chair Owens’ long-term work on getting the project added to the TIP and his behind the scenes efforts towards seeing it come to fruition. Chair Owens reported that he communicated with Jim Keifer/FAA regarding fast-tracking the fencing project. b. Renee Riani shared her recent participation in the area school districts’ STEM classes, Science Olympiad presentations, and airport field trips. She advised that the KEC Aviation class has great interest by at least 15 DeKalb HS students, 9-10 Sycamore HS students, and another 10 students between Genoa/Kingston and Rochelle high school students. 2. DKB T-hangar lease review a. Renee Riani informed the members that the new T-hangar leases have been provided to tenants and are being returned daily. 3. Airport Minimum Standards/Rules and Regulations a. Renee Riani reviewed the status of recommended edits and advised that they will be provided to the City Attorney to draft for review during April meeting. E. New Business 1. OMA Review a. Renee Riani walked the members through the Open Meetings Act Municipal Code amendments approved by the City Council on Jan. 9, 2023. 2. FAA TIP projects review Airport Advisory Board Agenda Page 2 of 4 a. Renee Riani reported that two FAA airfield projects engineering contracts with CMT for Planning/Special Services and Design Phase engineering were approved by the City Council on Mon., Mar. 27, 2023, for DKB-4924 South Apron and DKB-5063 Rehabilitate Runway 9/27. G. Adjournment Scott Carlson moved to adjourn the meeting; seconded by James Rhoades. Motion passed by a majority voice vote of those present.
