Board of Fire & Police Commissioners MEETING MINUTES September 3, 2015 CALL TO ORDER A special meeting of the Board of Fire and Police Commissioners was called to order on September 3, 2015 at 4:00 p.m. in the Glidden Conference Room, DeKalb Municipal Building by Sam Finch, Chairman. ROLL CALL Present were Commissioners Sam Finch, Amy Polzin and Tony Chulick. Also present were Michelle Anderson, Secretary to the Board and Eric Hicks, Fire Chief. APPROVAL OF AGENDA A motion was made by Polzin to approve the agenda as presented. Seconded by Chulick and approved by voice vote. CONSIDERATIONS NONE OLD BUSINESS NONE NEW BUSINESS A. Opening and announcement of written examination test results for the Fire Battalion Chief Promotional Testing Process. Anderson advised that per the language in the IAFF collective bargaining agreement, the test results for Battalion Chief needed to be revised. This was based on the following language: As per the language in the Union Contract stating: “Written Examination. Written test to be administered by a testing service/facility selected by the Board. Effective immediately, any candidate who does not receive a minimum score of at least 70 points on the written examination shall not be eligible for promotion and shall not be placed on the final promotion eligibility list. If a majority of the candidates do not pass the written examination, then the City shall review individual test questions, and any questions that were not answered correctly by at least 25% of the candidates shall be discarded and the remaining questions shall be reweighted to yield a total maximum score of 100 points.” Stanard and Associates conducted an item-review of the written exam resulted in a total of (14) items granted additional credit for the following test questions: 5, 7, 10, 12, 26, 27, 30, 33, 40, 44, 74, 80, 84 and 90. Chulick opened the adjusted written examination test results and announced the scores for Jossendal (88) and Faulhaber (75). A revised list was prepared and signed by the Board. Anderson would be posting the list at the Fire Station. ANNOUNCEMENTS NONE ADJOURNMENT A motion was made by Finch to adjourn. Seconded by Polzin and approved by voice vote.
