Board of Fire & Police Commissioners MEETING MINUTES April 14, 2016 CALL TO ORDER A special meeting of the Board of Fire and Police Commissioners was called to order on April 14, 2016 at 10:01 a.m. in the Haish Conference Room, DeKalb Municipal Building by Sam Finch, Chairman. ROLL CALL Present were Commissioners Sam Finch, Amy Polzin and Tony Chulick. Also present were Michelle Anderson, Secretary to the Board, Eric Hicks, Fire Chief and Gene Lowery, Police Chief. APPROVAL OF AGENDA A motion was made by Polzin to approve the agenda as presented. Seconded by Chulick and approved by voice vote. CONSIDERATIONS/PUBLIC PARTICIPATION NONE OLD BUSINESS NONE NEW BUSINESS A. Approval of a request to amend the Rules and Regulations, Chapter II, Section 3. Anderson explained the City was implementing a new policy regarding the hiring of relatives. Chulick asked the Chiefs their feelings on this regulation. Chief Lowery stated it had not been an issue in the past, but could be in the future. He advised the DeKalb County Sheriff’s Office have a similar policy. He stated that if current employees were to get married, they would be moved to another division within the department. A motion was made by Polzin to amend Chapter II, Section 3 of the Rules and Regulations. Seconded by Finch and approved by voice vote. B. Approval of a request to abolish the current Lateral Patrol Officer List. Chief Lowery explained his request to abolish the current list. He stated the last candidate on the current list was related to a current employee of the Police Department. A motion was made by Polzin to abolish the current Lateral Patrol Officer List. Seconded by Chulick and approved by voice vote. C. Update on promotions within the Police and Fire Departments. Anderson explained that due to the retirement of Deputy Chief Hoyle and the appointment of Battalion Chief Zarek to Deputy Chief, there were a number of promotions in the Fire Department. Anderson prepared promotion letters for the Board to  sign for these promotions. Jeff Jossendal promoted to Battalion Chief, Mike Thomas promoted to Captain and Mark Wilcox promoted to Lieutenant effective April 17, 2016. Anderson explained that due to various retirements and the elimination of the Corporal position, there were a number of promotions in the Police Department. Lowery explained the side letter with FOP that was approved by the City Council regarding the elimination of the Corporal position. Anderson prepared letters for the Board to sign for these promotions. Jeff Weese, Todd Wells, Scott Farrell, Chad McNett and Joe Espy were all promoted to Sergeant. D. Update on the status of Patrol Officer Eligibility List Anderson provided the Board with the current eligibility lists for Patrol Officer. Due to the Board’s vote to abolish the current Lateral list, Human Resources would begin the testing process for Lateral Police Officer. The Board reviewed the current entry level list. E. Update on the status of Firefighter/Paramedic Eligibility List Anderson provided the Board with the current eligibility list for Firefighter/Paramedic. The Board reviewed the current entry level list. ADJOURNMENT A motion was made by Polzin to adjourn. Seconded by Chulick and approved by voice vote.
