MINUTES CITY OF DEKALB CITIZEN POLICE REVIEW BOARD MARCH 10, 2022 The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on March 10, 2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois. A. CALL TO ORDER AND ROLL CALL Chair Maurice McDavid called the meeting to order at 6:01 p.m. Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, Veronica Origel, and John Walker. Others in attendance included Deputy Police Chief Jason Leverton, Police Commander Bob Redel, Police Sergeant Joe Espy and Police Sergeant Ryan Wilkins. B. APPROVAL OF THE AGENDA MOTION: Ms. Noreiko moved to approve the agenda; seconded by Ms. Origel. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. C. APPROVAL OF THE MINUTES 1. February 10, 2022 MOTION: Mr. Carlson moved to approve the minutes; seconded by Ms. Origel. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. D. PUBLIC PARTICIPATION There were no speaker request forms submitted. E. ORIENTATION OF THE CITIZEN POLICE REVIEW BOARD MEMBERS Deputy Police Chief Leverton provided a brief recap of the February 10, 2022, CPRB meeting. He also showed the CPRB page on the City’s website. Deputy Policy Chief Leverton then provided an overview of the Police Department’s Administration of Discipline Policy (Policy 202.3), providing copies of the policy to the members. He also noted that all of the Police Department’s policies are posted on the City’s website. This overview included Disciplinary Actions, Punitive Actions and Alternatives to Discipline such as Counseling, Training and Performance Improvement Plans. Brief discussion ensued. He then provided and overview of the Police Department’s Citizen Complaint Procedure (Policy 202.5), providing copies of the policy to the members. Police Commander then provided an overview of the Police Department’s Internal Affair’s Procedure (Policy 202.5), providing copies of the policy, Miranda rights, Internal Investigation Forms to include Notice of Interrogation, Notification of Charges/Allegations, Waiver/Request Counsel, and Administrative Rights to members. Brief discussion ensued. Police Sergeant Wilkins then provided an overview of the Police Department’s Firearm’s Policy (Policy 304.7) and Police Rifle Policy (Policy 304.8), providing copies to members. He also showed the various lethal and less lethal options available to officers. He passed around a foam baton for member’s to handle. Brief discussion ensued. Police Sergeant Espy then provided an overview of the Police Department’s Taser Policy (Policy 304.9), providing copies to members. Brief discussion ensued. F. DATE OF NEXT MEETING It was noted that the next meeting of the CPRB is scheduled for March 31, 2022. Brief discussion ensued, regarding the next steps in training. G. Adjournment MOTION: Mr. Walker moved to adjourn the meeting; seconded by Ms. Noreiko. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present. Adjournment MINUTES CITY OF DEKALB CITIZEN POLICE REVIEW BOARD FEBRUARY 10, 2022 The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on February 10, 2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois. A. CALL TO ORDER AND ROLL CALL Chair Maurice McDavid called the meeting to order at 6:02 p.m. Executive Assistant Ruth Scott called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, and John Walker. Veronica Origel was absent at roll call. Others in attendance included Police Chief David Byrd, Deputy Police Chief Jason Leverton, Police Commander Craig Woodruff, and Police Sergeant Ryan Wilkins. B. APPROVAL OF THE AGENDA MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Walker. VOTE: Motion carried by a 4-0-1 voice vote of the CPRB members present. C. APPROVAL OF THE MINUTES 1. February 3, 2022 MOTION: Mr. Walker moved to approve the minutes; seconded by Mr. Carlson. VOTE: Motion carried by a 4-0-1 voice vote of the CPRB members present. D. PUBLIC PARTICIPATION Mark Charvat stated it would be helpful if the CPRB meetings were video recorded and posted on the City’s website since there’s only so much information that can but put into minutes of the meetings. He also stated it would be helpful if material provided to the CPRB was made available as background information for future agendas. Mr. Charvat also spoke to license plate readers (LPRs), stating it’s a great plan as long as their used properly. Ms. Origel arrived at 6:07 p.m. E. ORIENTATION OF THE CITIZEN POLICE REVIEW BOARD MEMBERS Police Chief Byrd provided a brief recap of the February 3, 2022, CPRB meeting. Deputy Policy Chief Leverton then provided an overview of the Police Department’s Use of Force policy (Policy 103.3), providing copies of the policy to the members. He also noted that all of the Police Department’s policies are posted on the City’s website. Citizen Police Review Board Minutes February 10, 2022 Page 2 of 2 Police Commander Woodruff and Police Sergeant Wilkins provided further information regarding use of force, which included an overview of “Graham Factors”, derived from Use of Force Case Law Graham v. Connor (1989). Brief discussion ensued. Police Commander Woodruff and Police Sergeant Wilkins then provided physical examples of the types of force used for arrests from a cooperative person to a deadly force assailant. Brief discussion ensued. At this point in the meeting, orientation transitioned to the force simulator, where each CPRB member was provided the opportunity to use the simulator for various types of situations and encounters police may find themselves in. Brief discussion ensued. F. DATE OF NEXT MEETING It was noted that the next meeting of the CPRB is scheduled for March 3, 2022. Prior to the adjournment of the meeting, Police Chief Byrd gave each CRPB member a book titled Six Lessons to Racial Intelligence. G. Adjournment MOTION: Ms. Noreiko moved to adjourn the meeting; seconded by Mr. Walker. VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
