CITIZEN POLICE REVIEW BOARD
September 8, 2022
The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on September
8, 2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Chair Maurice McDavid was absent from the meeting, Board Member John Walker led the
meeting and called the meeting to order at 6:00 p.m.
Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were
present: Justin Carlson, Kate Noreiko, and John Walker.
B. APPROVAL OF THE AGENDA
MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Carlson.
VOTE: Motion carried by a 3-0 voice vote of the CPRB members present.
C. APPROVAL OF THE MINUTES
1. August 11, 2022
MOTION: Mr. Carlson moved to approve the minutes; seconded by Ms. Noreiko.
VOTE: Motion carried by a 3-0 voice vote of the CPRB members present.
D. PUBLIC PARTICIPATION
Mark Charvat stated the final version of the license plate reader (LPR) policy hasn’t been
updated on the website. Mr. Charvat also spoke to the training of the board. He suggested that
the board should be trained on both sides and the board has so far only been trained by the
Police Department. He also provided a list of organizations to Mr. Walker that he found through
an internet search and a copy of the LPR policy draft.
E. CHAIRMAN UPDATE
Mr. Walker discussed communication regarding board member attendance.
Brief discussion ensued.
F. DATE OF NEXT MEETING
The date of the next meeting to be determined.

VOTE: Motion carried by a 3-0 voice vote of the CPRB members present.
Chair McDavid adjourned the meeting at 7:14 p.m.

August 11, 2022
The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on August 11,
2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Chair Maurice McDavid called the meeting to order at 6:03 p.m.
Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were
present: Justin Carlson, Maurice McDavid, Kate Noreiko, Veronica Origel, and John Walker.
Others in attendance included Chief of Police David Byrd.
B. APPROVAL OF THE AGENDA
MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Walker.
VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
C. APPROVAL OF THE MINUTES
1. June 9, 2022
MOTION: Ms. Origel moved to approve the minutes; seconded by Mr. Walker.
VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
D. PUBLIC PARTICIPATION
There were no speaker request forms submitted.
E. CHAIRMAN UPDATE
Chair Maurice McDavid introduced the addition of the Chairman update to all agendas going
forward. This will be utilized to discuss any matters the Chair would like. Mr. McDavid discussed
his meeting with the Mayor and City Manager, where he learned that some complaints may still
be channeled through the City Manager or Mayor’s office because they are submitted directly to
them instead of through the complaint portal. Those complaints will be forwarded to the Chair. Mr.
McDavid said a complaint was forwarded to him and he decided it was something that would be
better handled by the Police Administration due to the nature of the complaint not falling under a
policy being broken.
Brief discussion ensued regarding the complaint and the decision made by the Chair.
F. EXECUTIVE SESSION
Chair Maurice McDavid read the following Executive Session exemption title in its entirety:

1. The consideration of performance and/or discipline of employees pursuant to 5 ILCS
120/2(c)(1).
2. The consideration of security procedures, and the use of personnel and equipment to
respond to an actual, threatened, or a reasonably potential danger to the safety of
employees, staff, the public, or public property Pursuant to 5 ILCS 120/(2)(c)(8).
MOTION: John Walker moved to recess for Executive Session; seconded by Justin Carlson.
VOTE: Motion carried by a 5-0-0 roll call vote. Aye: Justin Carlson, Maurice McDavid, Kate
Noreiko, Veronica Origel, and John Walker. Nay: None. Absent: None. Chair Maurice McDavid
declared the motion passed and recessed the meeting at 6:19 p.m.
Following adjournment of the Executive Session, Chair Maurice McDavid opened the meeting to
the public
at 7:31 p.m.
G. DATE OF NEXT MEETING
It was noted that the next meeting of the CPRB is scheduled for September 8, 2022.
H. Adjournment
MOTION: Ms. Noreiko moved to adjourn the meeting; seconded by Mr. Carlson.
VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
Chair McDavid adjourned the meeting at 7:35 p.m.
