MINUTES CITY OF DEKALB CITIZEN POLICE REVIEW BOARD November 10, 2022 The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on November 10, 2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois. A. CALL TO ORDER AND ROLL CALL Chair Maurice McDavid called the meeting to order at 6:02 p.m. Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, and John Walker. B. APPROVAL OF THE AGENDA MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Carlson. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. C. APPROVAL OF THE MINUTES 1. September 8, 2022 MOTION: Mr. Carlson moved to approve the minutes; seconded by Ms. Noreiko. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. 2. Approval of Executive Session Minutes MOTION: Mr. Carlson moved to approve the minutes; seconded by Ms. Noreiko. VOTE: Motion carried by a 4-0 voice vote of the CPRB members present. D. PUBLIC PARTICIPATION There were no speaker request forms submitted. E. CHAIRMAN UPDATE Mr. McDavid wanted to share information with the board from an email from a citizen regarding the publicity of the board. Mr. McDavid said that the board was publicized in multiple ways when it was created and again when members were chosen. Ms. Noreiko suggested that members attend Ward meetings. Mr. Walker said he would reach out to his contact at the Daily Chronicle for an article. Mr. McDavid brought up the local talk radio shows and Mr. Walker said he will reach out to his contact to set up a group interview. Mr. McDavid stated he would respond to the email with what has been discussed. Citizen Police Review Board Minutes August 11, 2022 Page 2 of 4 Ms. Origel arrived at 6:13 p.m. Brief discussion ensued. F. CASE REVIEW Ms. Neblock gave a brief description of the documents included in the packet regarding the complaint. It was also discussed that this case was reviewed in open session due to the complainant being the only non-officer in the videos. The board reviewed the complaint that was submitted, and the packet provided. Mr. McDavid then brought about a discussion regarding if the complaint should fall under the board’s review process. Mr. Walker discussed his concern with having more information than what was needed regarding the complainant’s background. Mr. McDavid discussed that being that it was the first complaint the board wasn’t sure what they would need. Ms. Neblock said the board would just need to tell the Police Department what documents they would like with each complaint. The board then took time to read the complaint that was submitted. Brief discussion ensued regarding the contents of the complaint. The board decided to take the case. Mr. McDavid then played the video provided by the complainant, followed by the body camera footage. Mr. McDavid read the DeKalb Police Department Police Canine Use Policy 406.6, section F, 9 A., and B. aloud. Brief discussion ensued regarding the contents of the video. Ms. Origel broke the complaint down into specific claims to vote on. Mr. McDavid will put together a report detailing the decision by the board to be sent to Police Chief Byrd, Ms. Neblock to be sent to the board, and then the complainant after review. He will also create an email address for just the review board to be able to communicate with the complainants. Mr. Walker indicated that it would be a good idea to have training from organizations outside of the Police Department. Mr. McDavid said he will look into having training provided through National Police Review Board in the future. Ms. Origel will put together a form to better review complaints in the future. The complainant asked for footage, Ms. Neblock will send Mr. McDavid information on how complainants can request their reports. Brief discussion ensued regarding the board has met the threshold for the number of meetings for the year and term limits for being on the board. G. DATE OF NEXT MEETING It was noted that the next meeting of the CPRB is scheduled for December 8, 2022. H. Adjournment MOTION: Mr. Walker moved to adjourn the meeting; seconded by Ms. Noreiko. CALL TO ORDER AND ROLL CALL Chair Maurice McDavid was absent from the meeting, Board Member John Walker led the meeting and called the meeting to order at 6:00 p.m. Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Justin Carlson, Kate Noreiko, and John Walker. B. APPROVAL OF THE AGENDA MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Carlson. VOTE: Motion carried by a 3-0 voice vote of the CPRB members present. C. APPROVAL OF THE MINUTES 1. PUBLIC PARTICIPATION Mark Charvat stated the final version of the license plate reader (LPR) policy hasn’t been updated on the website. Mr. Charvat also spoke to the training of the board. He suggested that the board should be trained on both sides and the board has so far only been trained by the Police Department. He also provided a list of organizations to Mr. Walker that he found through an internet search and a copy of the LPR policy draft. E. CHAIRMAN UPDATE Mr. Walker discussed communication regarding board member attendance. Brief discussion ensued. F. DATE OF NEXT MEETING The date of the next meeting to be determined. G.
