MINUTES CITY OF DEKALB CITIZENS’ COMMUNITY ENHANCEMENT COMMISSION September 21, 2020 The Citizens’ Community Enhancement Commission (CCEC) held a regular meeting on September 21, 2020, in the Community Room of the DeKalb Police Department, 700 West Lincoln Highway, DeKalb, Illinois. Mr. Bradley Hoey called the meeting to order at 4:02 P.M. A. ROLL CALL Roll call was recorded by Management Analyst Jason Blumenthal and the following members of the CCEC were present: Jeanine Holcomb, Susan Johnson, and Melissa Beck, Chair Brad Hoey, and Helen Umbdenstock. Absent: Ellingsworth Webb and Kathleen Clark. Also present was Management Analyst Jason Blumenthal. B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS MOTION Ms. Beck moved to approve the agenda; seconded by Ms. Holcomb. VOTE Motion carried by a majority voice vote of those present. C. APPROVAL OF MINUTES MOTION Ms. Johnson moved to approve the CCEC minutes of June 15, 2020; seconded by Ms. Holcomb. VOTE Motion carried by a majority voice vote of those present. D. PUBLIC PARTICIPATION Chair Hoey asked for public comment, none was given. E. NEW BUSINESS 1. Welcome to New Commissioner Kathleen Clark a. Ms. Clark was not in attendance, but the Commission welcomed her to the group. CITIZENS’ COMMUNITY ENHANCEMENT COMMISSION SEPTEMBER 21, 2020 PAGE 2 OF 2 2. Unity Mural at Lincoln Highway Underpass a. Management Analyst Blumenthal indicated the project was underway. The Commission wanted to know updates as they did not get to see it prior to the start of work and would like to make sure that occurs going forward. The Commission was excited for this beautification project. 3. Veterans Mural Concept a. John Pappas and Mike Embry are working on installing an additional Veteran’s Memorial within town. Currently there are new flags up by the Pappas parking lot. The Commission stated they should get involved when and where it is possible. F. OLD BUSINESS 1. Paint-a-Plug/Paint-A-Plug Workshop Management Analyst Blumenthal presented two different Paint-a-Plug submissions. Consensus was reached that they looked good. The Commission stated there should be a map of all the fire hydrants created. Management Analyst Blumenthal said that he is working with IT on something of this nature. In addition, the creation of an album on the City’s Facebook page of all the artwork. MOTION Ms.Umbdenstock moved to approve both applications; seconded by Ms. Beck. VOTE Motion carried by a majority voice vote of those present. G. ADJOURNMENT MOTION Ms. Holcomb moved to adjourn the meeting; seconded by Ms. Johnson. VOTE Motion carried by unanimous voice vote of those present. The meeting was adjourned at 4:57 P.M.
