Minutes of June 4, 2015
The meeting was called to order at 4:33pm.
Members present: Bill Oleckno, Melissa Burlingame, Linda Yates, Ken Koch, and Sharon
Skala. Mark Hein arrived at 4:45pm.
Staff: Jennifer Diedrich, City Liaison.
Ex Officio Members: Michelle Gibson and Greg Maurice, DeKalb County Health
Department.
Approval of Agenda: Melissa Burlingame moved to approve the agenda, and Sharon
Skala seconded the motion. Agenda approved by voice vote 5-0.
Approval of Minutes: Linda Yates moved to approve the May 7, 2015 minutes, as
amended, seconded by Melissa Burlingame. Minutes were approved, as amended, by
voice vote 5-0.
1. Chair Oleckno called the meeting to order and asked if there was any public
comment or news.
2. Linda Yates reported that the DeKalb Farmer’s Market started on June 4, 2015. Bill
Oleckno passed around a couple of articles of interest on waste and energy
issues.
3. Jennifer Diedrich reported that the budget allocation of $2500 for the
commission is still included for fiscal year 2016. A firm has been selected to
conduct the search for a new Public Works Director.
4. Melissa Burlingame reported that the Institute for the Study of the Environment,
Sustainability, and Energy would host the First Annual Regional Summit on
Environmental Education for two-year colleges. She also reported that the
summer is in full swing for the NIU Communiversity Gardens with planting,
watering, and weeding. Melissa also reported that a new website highlighting
sustainability at NIU would be launched on June 5, 2015.
5. Greg Maurice and Michelle Gibson reported that Michelle and an intern is
conducting a waste audit for all county-owned facilities. Shoe Share continues
through the end of June. The Zero Waste Advisory Committee will resume
meeting on August 6, 2015. The Health Department is working with well and
septic systems for the community hit by a large tornado in Fairdale.
6. Under Commission Business, Bill Oleckno asked if anyone had any updates for
the Sustainable Master Plan. Bill reported that he had reached out to Derek
Hiland about Goal 12 (see Sustainable Master Plan for details).
7. Sharon Skala updated the commission on the content for the webpage
development. Proposed content was circulated.
8. Bill Oleckno asked commission members to review the draft mission statement. All
members in attendance agreed that the draft mission statement was sufficient.
9. Other business: Jennifer Diedrich reported that she would request Ex Officio
member status to represent NIU for Melissa Burlingame. She also reported that
Mike Holland would be a possible Ex Officio member representing the DeKalb
Sanitary District. Bill and Jennifer will also check into having one additional Ex
Officio member from the DeKalb County Health Department.
A new secretary for the commission is needed and Linda Yates volunteered to
serve as the Commission Secretary moving forward.
10. Matt Duffy from Chamber of Commerce will attempt to attend the August
meeting to discuss several of the economic areas of the Sustainable Master Plan.
11. The date for next meeting will be July 9, 2015 at 4:30pm.
12. Melissa Burlingame moved to adjourn the meeting at 5:42pm. Ken Koch
seconded the motion. Motion carried by voice vote 6-0.

Minutes of May 7, 2015
The meeting was called to order at 4:38 p.m.
Members Present: Bill Oleckno, Ken Koch, Dan Kenney, Linda Yates, Sharon Skala
Ex Officio: Greg Maurice, Michelle Gibson, DeKalb County Health Department (DCHD); Jason Mangum,
Executive Director, DeKalb Park District.
Guest Speaker: Mike Holland, Assistant Manager, Engineering, DeKalb Sanitary District
Approval of Agenda: Ken Koch moved to approve the agenda, seconded by Dan Kenney. Agenda
approved as amended by voice vote 5‐0.
*Approval of Minutes: Dan Kenney moved to approve the minutes. Linda Yates seconded. Minutes
were approved, with minor corrections, by voice vote 5‐0.
1. Chair Oleckno called the meeting to order and asked if there were any public comment. There was
none. Chair Oleckno then introduced Guest Speaker, Mike Holland.
2. Mike Holland reported on the Sanitary District’s “blue collar environmentalist” activities. Charged
with protecting our drinking water and the water shed, the District looks to the Sustainability Plan to
provide clean drinking water by the most energy efficient and least environmentally disruptive
means possible. Recent plant improvements include energy efficient lighting provided by a grant
and the use of alternative energy in the form of big gases produced during the purification process
and processed for use. The District is currently looking at other forms of waste to be processed and
used to power the plant. Mike discussed protecting elements of the natural environment through
the use of bio‐swales, rain gardens, rain barrels and the use of non‐potable water. The plant needs
improvements to meet upcoming new requirements and the use of non‐potable drinking water can
help meet those requirements.

4. Under News and Announcements, Chair Oleckno announced that Dan Kenney was a 2015 recipient
of the Governor’s Volunteer Service Award. Dan was recognized for his work with the DeKalb
County Community Gardens. Congratulations Dan!
5. Jennifer Diedrich reported that the City of DeKalb has been awarded $50,000 through America’s
Best competition to create a plan that will be used to further economic development coupled with
sustainability. The next step is the semifinals in which up 15 cities will be chosen with awards of up
to 3 million dollars.
6. Melissa Burlingame was not available to report on the update of the cooperative efforts with NIU’s
environmental studies program.
7. Greg Maurice reported on the Tornado in Fairdale and DCHD’s role in the clean‐up, providing
recycling education, inspection, and water protection. Many water lines need to be capped and the
well, septic and waste water systems fixed. Michelle Gibson, Solid Waste Specialist, will be
spearheading the Shoe Share, which is currently on‐going. Michelle reported that the program has a
real need of shoe laces and that DCHD has bins at every NIU dorm, and school, as well as at
Sycamore City Hall. The Shoe Share will end June 30th with the Laundry Lounge cleaning the shoes
and Kiwanis Club distributing them to all pantries.

8. A. Somebody (please identify yourself!) reported that the Sustainability Plan has prompted the City
to update its policy regarding the printing (Garamond print) and storage (electronically) of all
printed materials. Dan Kenney reported on progress for Goal # 8 ‐ food hubs. There was a
community meeting of food hub partners on April 29, 2015 and there is forward movement. NIU
Center for Government Studies (CGS) secured a $10,000 grant which will be used for a more
comprehensive feasibility study for the Food Hub. Brian Richard, Assistant Director, Community,
Economic and Workforce Development, CGS will be presenting the food hub course in the Fall 2015
semester. The course will be a 3 credit hour class that is open to all majors and is available for
undergraduate (Junior and Senior) or graduate credit. Linda Yates reported that she attended a
meeting with Pat Inman, Senior Research Associate for Center for Government Studies, Renee
Kopulos, Brian Richard and Patty Ruback (via teleconference) regarding a Broadband Innovation
Grant in which funds would support the virtual food hub. Pat Inman is spearheading the writing of
this grant which is for $30,000 and renewable for a 3 year period. Linda Yates reported that five
letters of support were needed for the grant, one of which was requested from Dan Kenney on
behalf of the DeKalb County Community Gardens. Mark Pietrowski, DeKalb County Board member,
is assisting in the letter of support on behalf of other DeKalb County Board members.
B. Chair Oleckno addressed comments on the “Environmental Interns Position” announcement,
which he drafted for Commission review. All agreed the internships are a great opportunity for a
student with a background in environmental studies. Jennifer Diedrich reported that the DeKalb City
Manager wants to make the internships more formalized and under the aegis of the City. Oleckno
also announced that the Solar Energy Ordinance was approved by the City Council on April 14, 2015,
and that $2500 will be allocated for implementing various parts of the Sustainability Plan.
C. Regarding the Illinois Governor’s Sustainability Awards and the NEHA’s Excellence in Sustainability
Award, it was decided that the Commission will be in a better position to apply for these next year.
Chair Oleckno will share the relevant URLs for the websites describing these awards in a separate
communication following the meeting.
D. Dan Kenney suggested that the commission invite a representative from the DeKalb Chamber of
Commerce to discuss common interests regarding the Sustainability Plan.
9. Sharon Skala reported on the progress toward a commission web page. In separate meetings
Melissa Burlingame applied her considerable expertise toward providing a structure for the web
page and Linda Yates aided immensely in brainstorming the content and typing up the structure.
Despite the progress made there is considerable work to in done in the following areas: Providing a
mission statement, commission history, designing a commission logo and adding links to the
Sustainability Plan as well as commission sponsored ordinances and any other organizations/sites
commission members might consider of interest.
10. The next commission meeting will be on June 4, 2015 at City Hall, in the Haish Room, second floor at
4:30 p.m.
11. Ken Koch moved to adjourn the meeting at 6:00 p.m. and Dan Kenney seconded. Adjournment was
approved by voice vote 5‐0.

DRAFT MISSION STATEMENT
It is the primary mission of the DeKalb Citizen Environmental Commission to examine and
identify issues related to the local environment and report those issues to the DeKalb City
Council. In addition, the Commission advises and makes recommendations to the City Council
either upon request or as a result of its own deliberations. The Citizen Environmental
Commission has the ultimate goal of improving the environment of DeKalb for the benefit of its
citizens. It uses a variety of means to protect and enhance environmental quality in the City,
while fostering the sustainable development of community resources.

• The official name of the Commission is “Citizen Environmental Commission.”
• The primary mission of the Commission is to “examine, study and identify issues
related to the environment and regularly report on same to the City Council.”
• The Commission was established on 9-23-91 via Ordinance 91-102.
• Members are appointed for two (2) years with terms beginning on July 1st and ending
on June 30th.
• The Commission consists of eight (8) members with the terms of half of the members
ending in odd-numbered years and the other half ending in even-numbered years.
• Members are appointed by the Mayor with the advice and consent of the City
Council and may be reappointed for subsequent terms.
• While the Mayor appoints the chairperson of the Commission with the advice and
consent of the City Council, the Commission members appoint a vice-chairperson,
secretary, and other officers as necessary to conduct Commission business.
• Meetings of the Commission must be held on a regular basis but not less than once
per month based on a published schedule.
• A quorum is required for any official business and consists of at least five (5) regular
members of the Commission, excluding ex-officio members.
• A majority of vote of the regular members present when a quorum exists is required
for all recommendations to the City Council.

50.01 ESTABLISHMENT.
There is hereby established a Citizen Environmental Commission for the City of DeKalb. The
Commission shall consist of eight (8) members, which shall be appointed by the Mayor, with the advice and
consent of the City Council. (94-99, 04-100)
50.02 MEMBERSHIP.
All terms shall be for two (2) years, commencing July 1 and ending on June 30. Four (4) members’
terms shall end in odd numbered years and the other four (4) members’ terms shall end in even
numbered years. Whenever any vacancy occurs other than by expiration of the term, the appointment shall
be made by the Mayor, with the advice and consent of the City Council, for the unexpired term. The City
Manager, or his designee, shall be an ex-officio member of said commission. With the advice and consent of
Council, the Mayor may appoint such ex-officio members as may be deemed appropriate from time to time.

50.03 COMMISSION OFFICERS.
The Mayor shall appoint a chairperson with the advice and consent of the City Council. The Commission
shall elect from its membership a vice-chairperson, secretary, and such other officers as may be necessary to
conduct the business of the Commission. The chairperson shall preside over meetings and shall appoint
members of the Commission to any committee which the Commission shall from time to time create. In the
absence of the chairperson, the vice-chairperson shall perform the duties of the chairperson.
50.04 DUTIES.
The Environmental Commission shall examine, study and identify issues related to the environment and
regularly report on same to the City Council. The City Council may also direct the Commission to prepare
advisory recommendations on the methods and programs best suited to address said issues. The City Staff
shall present the advisory recommendations to the City Council and other appropriate City Boards and
Commissions, as necessary. Upon receiving direction from the City Council regarding Commission

recommendations, the City Staff will coordinate the implementation of the approved recommendations with
the assistance of the Commission as necessary and appropriate. The Commission and City Staff shall monitor
and evaluate the implementation activities and regularly report their findings to the City Council. (94-99)
50.05 MEETINGS.
The Commission's Chairperson shall call the meetings for the Commission on a regular basis, not less
than one (1) per month on a schedule to be established and published by the chairperson as required by law.
The Chairperson or four (4) Commission members may call additional meetings as may be deemed
necessary by giving notice of the time and place of such meetings to all Commission members, and to the
Chairperson, the news media as required by law, not less than forty-eight (48) hours prior to such meetings.
The Commission shall send copies of minutes from each meeting to the Mayor and City Council, shall make
an annual report each April to the City Council and shall make such other reports and/or recommendations as
may be requested from time to time by the City Council or, as may be desired to be submitted by the

50.06 QUORUM.
A quorum shall consist of a majority of the members of the Commission. All recommendations to the
City Council shall be made by a majority vote of those members present where a quorum exists. (98-120)
50.07 STAFF LIAISON.
The City Manager or designee is hereby designated as the City Staff Liaison, and shall work with the
Commission to carry out its duties and to facilitate and foster cooperation between the Commission and City
