MINUTES SPECIAL MEETING OF CITY COUNCIL CITY OF DEKALB November 1, 2013 The City Council of DeKalb, Illinois, held a special meeting on Friday, November 1, 2013 in the Council Chambers of the DeKalb Municipal Building, 200 South Fourth Street, DeKalb, Illinois. Mayor Rey called the meeting to order at 8:48 a.m. A. ROLL CALL: Deputy City Clerk Higgins called the roll and the following members of City Council were present: Mayor John Rey, Alderman David Jacobson, Alderman Bill Finucane, Alderman Kristen Lash, Alderman Bob Snow, Alderman Ronald Naylor, Alderman David Baker and Alderman Monica O’Leary. Also present were: Dean Frieders, City Attorney; Gene Lowery, Police Chief; Eric Hicks, Fire Chief; TJ Moore, Public Works Director; Laura Pisarcik, Finance/Purchasing Director; Michelle Anderson, Human Resources Director; Mark Morien of Voorhees and Associates; members of interview panels for the City Manager position; and Tammey Higgins, Deputy City Clerk. B. ORIENTATION OF INTERVIEW PANELS FOR CITY MANAGER POSITION: Mayor Rey introduced Mr. Morien who proceeded to provide information on the interview process and gave instructions to the panel members. Ms. Anderson provided panel locations to the participants. C. REQUEST FOR A CLOSED SESSION TO DISCUSS PERSONNEL AS PROVIDED FOR IN 5 ILCS 120/2(c)(1) AND THE SELECTION OF A PERSON TO FILL A PUBLIC OFFICE AS PROVIDED FOR IN 5 ILCS 120/2(c)(3): MOTION Ald. Lash moved to approve the request for a closed session to discuss Personnel as provided for in 5 ILCS 120/2(c)(1); seconded by Ald. Snow. Motion carried 8-0 on roll call vote. Aye: Jacobson, Finucane, Lash, Snow, Naylor, Baker, O’Leary, Rey. Mayor Rey declared the motion passed. Mayor Rey closed the meeting to the public at 8:55 a.m. Mayor Rey opened the meeting to the public at 3:54 p.m. MOTION Ald. Jacobson moved to amend the Request for Closed Session to include Security and the Use of Personnel as provided for in 5 ILCS 120/2(8) and Pending Litigation as provided for in 5 ILCS 120/2(c)(11); seconded by Ald. O’Leary. Motion carried 8-0 on roll call vote. Aye: Jacobson, Finucane, Lash, Snow, Naylor, Baker, O’Leary, Rey.
