MINUTES CITY OF DEKALB CITY COUNCIL COMMITTEE OF THE WHOLE MEETING AUGUST 10, 2015 The City Council of DeKalb, Illinois held a Committee of the Whole Meeting on Monday, August 10, 2015 in the City Council Chambers of the DeKalb Municipal Building, 200 South Fourth Street, DeKalb, Illinois. Mayor Rey called the meeting to order at 5:00 p.m. A. ROLL CALL City Clerk Jennifer Jeep Johnson called the roll and the following members of the City Council were present: Alderman Bill Finucane, Alderman Michael Marquardt, Alderman Bob Snow, Alderman Kate Noreiko, Alderman Dave Baker, and Mayor John Rey. Alderman Dave Jacobson and Alderman Monica O’Leary were absent at roll call. Also present were: City Manager Anne Marie Gaura, City Attorney Dean Frieders, Finance Director Cathy Haley, Police Chief Gene Lowery, Fire Chief Eric Hicks, Community Development Director Ellen Divita, Interim Public Works Director/City Engineer John Laskowski, Executive Assistant/Deputy City Clerk Ruth Scott, and City Clerk Jennifer Jeep Johnson. B. ITEMS ON THE REGULAR AGENDA There were none. C. CONSIDERATIONS There were none. D. PUBLIC PARTICIPATION: Misty Haji-Sheikh expressed disapproval for the City Manager’s ability to make budget alterations regarding costs $20,000 and under without the approval of City Council. E. RECESS FOR EXECUTIVE SESSION OF THE CITY COUNCIL MOTION Alderman Noreiko motioned to recess for Executive Session in order to discuss the following items; seconded by Alderman Marquardt. 1. Executive Session Minutes as Provided for in 5 ILCS 120/2(c)(21). 2. Pending or Imminent Litigation as Provided for in 5 ILCS 120/2(c)(11). Committee of the Whole Meeting August 10, 2015 Page 2 of 2 3. Personnel as Provided for in 5 ILCS 120/2 (c)(1). VOTE Motion carried on a 6-0-2 roll call vote. Aye: Finucane, Marquardt, Snow, Noreiko, Baker, Rey. Absent: Jacobson, O’Leary. Mayor Rey declared the motion passed. Mayor Rey closed the meeting to the public at 5:22 p.m. Alderman Jacobson arrived at 5:27 p.m. Mayor Rey opened the meeting to the public at 5:42 p.m. F. ADJOURNMENT MOTION Alderman Jacobson moved to adjourn the meeting; seconded by Alderman Marquardt. Motion carried on a 7-0 voice vote.
