CITY OF DEKALB
COMMITTEE OF THE WHOLE MEETING
NOVEMBER 13, 2018
The City Council of DeKalb, Illinois held a Committee of the Whole meeting on November
13, 2018, in the City Council Chambers of the DeKalb Municipal Building, 200 South
Fourth Street, DeKalb, Illinois.
Mayor Smith called the meeting to order at 5:00 p.m.
A. ROLL CALL
City Clerk Lynn Fazekas called the roll, and the following members of the City Council
were present: Alderman David Jacobson, Alderman Bill Finucane, Alderman Michael
Marquardt, Alderman Pat Fagan, Alderman Mike Verbic, Alderman Tony Faivre, and
Mayor Jerry Smith.
Alderman Kate Noreiko arrived at 5:26 p.m.
Also present were: Community Development Director Jo Ellen Charlton and Economic
Development Planner Jason Michnick.
B. ITEMS ALSO ON THE REGULAR AGENDA
None.
C. PUBLIC PARTICIPATION
There was none.
D. CONSIDERATIONS
1. Annie Glidden North Revitalization Plan.
Community Development Director Charlton gave an overview of the planning
process, organization, and partners of the Annie Glidden North (AGN) Task Force.
Adam Rosas, principal of Camiros, Ltd., described how the consultants from
Camiros facilitated the planning and identified core project recommendations
meant to stimulate positive changes in the AGN neighborhoods.
Economic Development Planner Michnick talked about early projects the City has
implemented already, such as improvements in neighborhood lighting and transit.
He said the City is still accepting public input in advance of the November 26, 2018
meeting.

Task Force Chair Herb Rubin said he has served on several task forces over many
years, but this experience has been the most satisfying. He emphasized the
importance of facilitating the formation of an agency independent from the City in
implementing the plan.
Dwayne Brown thanked the Task Force and the DeKalb County Community
Gardens for their advocacy of such ideas of a grocery store and the potential
transformation of Welsh Park.
Alderman Jacobson and Alderman Finucane, liaisons to the Task Force,
complimented the work of the Task Force. Alderman Jacobson acknowledged that
Council will have to struggle with funding issues to implement projects.
Economic Development Planner Michnick explained to the Aldermen how a
community development corporation works.
Kurt Thurmaier called his Task Force participation challenging and enjoyable. He
described projects in the AGN area as addressing DeKalb issues, not just AGN
issues, which can create a destination for the entire City.
E. RECESS FOR EXECUTIVE SESSION OF THE CITY COUNCIL
No Executive Session occurred during this meeting.
F. ADJOURNMENT
MOTION
Alderman Marquardt moved to adjourn the Committee of the Whole. Alderman Fagan
seconded.
VOTE
Motion was approved by majority voice vote. Mayor Smith adjourned the meeting at 6:00
p.m.
