MINUTES CITY OF DEKALB FINANCE ADVISORY COMMITTEE OCTOBER 16, 2023 The Finance Advisory Committee (FAC) of the City of DeKalb, Illinois held a meeting on October 16, 2023, in the Yusunas Meeting Room of the DeKalb Public Library, 309 Oak Street, DeKalb, Illinois. A. CALL TO ORDER AND ROLL CALL Chair Lynn Neeley called the meeting to order at 6:00 p.m. Recording Secretary Ruth Scott called the roll and the following members of the FAC were present: Paul Callighan, Lynn Neeley, Tom Teresinski, and Dytania Washington. Linda Babcock and Lance McGill were absent. Others in attendance included City Manager Nicklas, Director of Financial Services Susan Hauman, Senior Accountant Meghan Challand, and FAC Council Liaison Greg Perkins. B. APPROVAL OF THE AGENDA MOTION: Mr. Teresinski moved to approve the agenda; seconded by Ms. Washington. VOTE: Motion carried by a 4-0-2 voice vote of those members present. Aye: Callighan, Neeley, Teresinski, Washington. Nay: None. Absent: Babcock, McGill. Chair Neeley declared the motion passed. C. APPROVAL OF MINUTES Chair Neeley read the following by title only: 1. Minutes of the Finance Advisory Committee Meeting of October 19, 2022. 2. Minutes of the Special Joint City Council and Finance Advisory Committee Meeting of November 21, 2022. 3. Minutes of the Special Joint City Council and Finance Advisory Committee Meeting of August 21, 2023. MOTION: Ms. Washington moved to approve the minutes; seconded by Mr. Teresinski. VOTE: Motion carried by a 4-0-2 voice vote of those members present. Aye: Callighan, Neeley, Teresinski, Washington. Nay: None. Absent: Babcock, McGill. Chair Neeley declared the motion passed. D. PUBLIC PARTICIPATION There was none. E. OLD BUSINESS There was none. F. NEW BUSINESS 1. Consideration of proposed FY2024 budget assumptions. Finance Advisory Committee Meeting Minutes October 16, 2023 Page 2 of 2 City Manager Nicklas gave an overview of the information provided in the agenda packet. Discussion ensued regarding the new fire station, the Moody’s rate increase, fire and police department staffing, wellness bonuses, the proposed tax levy, the Water Fund, Citywide fund balances, the EAV, and population growth. G. ADJOURNMENT MOTION: Mr. Teresinski moved to adjourn the meeting; seconded by Ms. Washington. VOTE: Motion carried by a 4-0-2 voice vote. Aye: Callighan, Neeley, Teresinski, Washington. Nay: None.
