DeKalb Human Relations Commission
August 5, 2014
CALL TO ORDER:
Chairman Norden Gilbert called the August 5, 2014 meeting of the DeKalb Human
Relations Commission to order at 6:47 p.m.
ROLL CALL:
Present: Norden Gilbert, Ellingsworth Webb, Larry Apperson, Lisa King, Robert Williams
Absent: Joe Gastiger, Cheryl Appleton
Also Present: Mary Jo Harms, Staff Liaison
Mr. Williams was welcomed to the Commission with introductions by Commission
members.
APPROVAL OF MINUTES
June minutes are not completed as of this time.
OLD BUSINESS
A. Discussion of HRC Conducting Group Meetings
Gilbert informed the Commission that he and Ellingsworth Webb attended a meeting today
with the City Manager, City Attorney and Assistant City Manager.
During the meeting the City Manager asked about what the Commission believes will be
accomplished through the Community meetings. She also asked for a projected budget in
order to hold the meetings.
Chairman Gilbert introduced discussion. Members Webb, Gastiger and Gilbert have been
set as the sub-committee.
They discussed the Commission’s proposal of the Community Group Meetings. It is felt
that the Commission needs to define their Mission Statement before moving forward with
this proposal.

Chief Lowery has offered the use of the Police Department meeting room as a location for
the meetings. Tours of the Police Department were also suggested.
Gilbert will call together the sub-committee before the September meeting.
Other Items Discussed
***Gilbert explained to Williams the recent recommendations that the Commission has
given to the City regarding the subject of Service Animals.
Gilbert is going to contact the Complainant to let him know that a recommendation has
been made to the City.
Webb is going to follow-up with the Mayor, City Council and City Attorney on the status
of updating the Ordinance with the Commission’s recommendation on Service Animals.
***The Commission discussed the Mission statement suggestion that Apperson had put
forth to the Commission in December. They decided that this could be used as a jumping
off point.
Webb is going to contact other municipalities regarding their Mission Statements so the
Commission can review what other communities have as their Statements.
