MINUTES JOINT REVIEW BOARD MEETING OCTOBER 25, 2019 The Joint Review Board of the City of DeKalb, Illinois convened on October 25, 2019 at 1:00 p.m. in the City of DeKalb Council Chambers, located in the DeKalb Municipal Building, 200 S. Fourth Street, DeKalb, Illinois. A. CALL TO ORDER MOTION In the absence of Joint Review Board (JRB) Chair Jamie Craven, JRB Member Jennifer Jeep Johnson moved to appoint JRB Member Amy Doll as temporary Chair; seconded by JRB Member Gary Hanson. VOTE Motion carried by a majority voice vote of those present. B. ROLL CALL City of DeKalb Executive Assistant Ruth Scott called the roll and the following members of the JRB were present: Bill Nicklas – City of DeKalb Cindy Carpenter – DeKalb Community Unit School District #428 (Proxy for Jamie Craven) Gary Hanson – DeKalb County Amy Doll – DeKalb Park District Bob Johnson – Kishwaukee Community College #523 Jennifer Jeep-Johnson – DeKalb Township Mark Eddington – Kishwaukee Water Reclamation District Craig Smith – DeKalb Township Road and Bridge District The following members of the Joint Review Board were absent: Jamie Craven – DeKalb Community Unit School District #428 Others present: Assistant City Manager Raymond Munch and Executive Assistant Ruth Scott (as Recording Secretary). C. APPROVAL OF MINUTES 1. Minutes of the Joint Review Board Meeting of July 26, 2019. MOTION Joint Review Board Meeting Minutes October 25, 2019 Page 2 of 3 Mr. Hanson moved to approve the minutes; seconded by Ms. Jeep-Johnson. VOTE Motion carried by a majority voice vote of those present. MOTION Mr. Johnson moved to amend the agenda by adding a discussion regarding the ongoing forensic audit; seconded by Ms. Jeep-Johnson. VOTE Motion carried by a majority voice vote of those present. D. PUBLIC PARTICIPATION There was none. E. PRESENTATION OF THIRD QUARTER FY2019 TIF FINANCIALS. Mr. Nicklas provided an overview of the documents attached as backup to the agenda, noting that actual staff time for TIF projects is being tracked. Discussion ensued regarding expired TIF #2 surplus distributions. Mr. Nicklas stated that surplus not allocated to a specific project would be distributed, however, he’s unsure of the amount at this time. Ms. Jeep-Johnson asked if there was a completion date yet for Plaza DeKalb. Mr. Nicklas stated the project is on schedule and they’re hoping for a completion date by the Spring of 2020. There was brief discussion regarding the additional 2017 surplus, and it was confirmed that those funds had been distributed. F. UPDATE ON TAX INCREMENT FINANCING (TIF) PROJECTS. Mr. Nicklas provided an update on the Egyptian Theatre, Hometown Sports Bar & Grill, Plaza DeKalb, and Agora Tower projects. Mr. Nicklas stated the Alulu Brewery project would not be moving forward. He also noted that the City was working with a broker regarding the former O’Leary building. Ms. Carpenter asked about TIF #2 projects that were still ongoing. Mr. Nicklas stated that the only one remaining was the Barb City Manor building.  Joint Review Board Meeting Minutes July 26, 2019 Page 3 of 3 There was brief discussion regarding Architectural Improvement Project (AIP) process. Forensic Audit Mr. Nicklas provided an update on the ongoing forensic audit, noting that Assistant City Manager Munch and the Finance Department have been mostly involved almost every day. Mr. Munch explained the process and the work that’s taken place thus far and stated the report would be sent to the state’s attorney’s office when complete because they have the contract for services. The process after that is undetermined. Mr. Nicklas stated that he would ensure that the City Council and JRB would see the report as soon as it becomes available. G. NEXT MEETING. All present indicated they were available for the next scheduled meeting on January 24, 2020 at 1:00 p.m. H. ADJOURNMENT. MOTION Mr. Johnson moved to adjourn the meeting; seconded by Ms. Carpenter.
