The DeKalb Police Pension Fund held a Meeting on October 16, 2015 at the DeKalb Police
Department, 700 W. Lincoln Highway, DeKalb, IL
President Jim Kayes called the meeting to order at 10:06 am
A. ROLL CALL
Secretary Tracy Smith called the roll and the following members of the DeKalb Police
Pension Fund were present: Jim Kayes, Paul Mott, Mark Leach, Cathy Haley and Tracy
Smith. Members absent at roll call were: None
Also present were: Dave Wall of Wall & Associates
A.J. Weber of Lauterbach & Amen
B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS
Agenda approved on voice vote by President Kayes

None
D. APPROVAL OF MINUTES
Minutes from the DeKalb Police Pension Fund Meeting on July 24, 2015 by voice
vote from President Kayes

F. TREASURES REPORT
Dave Wall provided quarterly report on fund performance. Discussion on the
performance of the fund. Fund is well within out investment policy and state
guidelines

G. NEW BUSINESS
Discussion by board on the performance of the Yackman Fund. Motion made by
Mark Leach to sell all of Yackman AMG fund and reinvest as follows:
o Approximately 15% to Vanguard Small Cap Fund
o Approximately 15% to Vangaurd Mid-Cap Fund
o Approximately 20% to Oakmark International Fund
o Remainder of funds to Schwab Total Market Fund (Domestic)
Second of motion by Paul Mott. Roll call vote by President Kayes. Mott, Smith,
Haley and Leach all yes. President Kayes declared motion passed.
Report from A.J. Web of Lauterbach & Amen that yearly Illinois Department of
Insurance report filled with state.
Bills for Payment
o Motion by Mark Leach to pay bills listed on agenda. Second by Cathy
Haley. President Kayes called for voice vote. 4 ayes. President Kayes
declared motion passed.
Yearly Meeting Agenda
o Motion by Tracy Smith to set the yearly DeKalb Police Pension Fund
meeting schedule. Schedule as follows: January 15, April 15, July 29
and October 21. Second by Cathy Haley. Voice vote on motion 4 ayes.
President Kayes declared motion passed. Meeting dates to be posted on
City of DeKalb Website.
H. REQUEST FOR BENEFITS
Request for survivor benefits for Brook Reilly, widow of Officer Tom Reilly who
died on July 25, 2015. Motion for approved survivor benefits made by Tracy
Smith. Second by Paul Mott. Voice vote on motion 4 ayes. President Kayes
declared motion passed.
I. ADJOURNMENT
Motion by Tracy Smith to adjourn. Second by Paul Mott. Voice vote on motion.
4 ayes. President Kayes declared motion passed and meeting adjourned.
