April 15th, 2022, at 10:00 a.m.
A. Roll Call
a. President Jim Kayes called the roll at 10:01 a.m. and the following members of
the DeKalb Police Pension Fund were present: Jim Kayes, Keith Ehrke, Patrick
Fagan, and Jeff Main. City Finance Director Carrie Dittman also present.
B. Approval of Minutes of January 21, 2022.
a. Approved by voice vote with 4 Ayes (Jim Kayes, Keith Ehrke, Patrick Fagan, and
Jeff Main).
C. Public Participation
a. None
D. Treasure’s Report
a. David Wall was present and went over the DeKalb Police Pension Fund Report.
b. No Questions or Comments.
E. Old Business
a. Update of Pension Consolidation Lawsuit.

F. Bills for Payment
a. Motion by Patrick Fagan to pay bills listed in agenda, second by Jeff Main. Roll
Call vote by Keith Ehrke. Yes, votes from Jim Kayes, Patrick Fagan, Jeff Main,
and Keith Ehrke. President Kayes declared the motion passed.
G. Applications for Membership
a. Motion by Patrick Fagan to accept new pension membership application from
Troy Harness. Second by Jeff Main. Roll Call vote by Keith Ehrke. Yes, votes
from Jim Kayes, Patrick Fagan, Jeff Main, and Keith Ehrke. President Kayes
declared the motion passed.
H. Request for Benefits
a. Motion by Patrick Fagan to accept Linda Nolan Schultz’s survivor’s benefit of
Roy Schultz. Discussion with Carrie Dittman about amending the request of
benefits to show the retroactive date of 10/20/2021. Motion by Patrick Fagan to
amend the request of benefits, to show the retroactive date of 10/20/2021, being a
retro benefit of $15,994.51, and annual benefit of $56,666.28. Second by Jeff
Main. Roll Call vote by Keith Ehrke. Yes, votes from Jim Kayes, Patrick Fagan,
Jeff Main, and Keith Ehrke. President Kayes declared the motion passed.
I. New Business
a. Pension Board Election Results: Retired member votes were tallied. Jim Kayes
received 8 votes out of 8 ballots received. Jim Kayes declared winner. Active
member votes were tallied. Craig Woodruff received 12 votes. Write-In votes
received for Chris Sullivan (1 vote), Hayden Lapointe (1 vote), and Keith Ehrke
(1 vote). Craig Woodruff declared winner. Motion by Patrick Fagan to accept
results of the election. Second by Jeff Main. Roll Call vote by Keith Ehrke. Yes,
votes from Jim Kayes, Patrick Fagan, Jeff Main, and Keith Ehrke. President
Kayes declared the motion passed.
J. Adjournment
a. Motion by Patrick Fagan, second by Jeff Main at 11:18am. Approved by voice
vote with 4 Ayes (Jim Kayes, Keith Ehrke, Patrick Fagan, and Jeff Main).
