June 16, 2026 Dublin City Council Regular Meeting Agenda 5 5.7 Three-Year Cooperative Agreement with Alameda County for Participation in the Urban County Program for Community Development Block Grant and HOME Investment Partnership Funds The City Council will consider a three-year cooperative agreement with Alameda County for participation in the Alameda County Urban County program for Community Development Block Grant and HOME Investment Partnership funds. This agreement will allow the City's continued participation in the Urban County program beginning July 1, 2027, for federal fiscal years 2027-2029. The City must notify HUD and the County of its decision by June 23, 2026. STAFF RECOMMENDATION: Adopt the Resolution Authorizing the Continued Participation of the City of Dublin in the Alameda County Urban County for Community Development Block Grant Funds and Authorizing Execution of the Cooperation Agreement Between the City and County of Alameda Regarding Participation in the Alameda County Urban County for Community Development Block Grant Funds. These actions are being taken concurrently with Proposition 218 proceedings to consolidate both districts into a new Street Lighting Assessment District (SLAD) 2026-1. The ballots for SLAD 2026-1 will be tabulated on June 17, 2026. If SLAD 2026-1 is approved, it will replace the existing districts and the July 21, 2026 public hearing will be canceled. If SLAD 2026-1 is not approved, the public hearing and levy of assessments for SLMD 1983-1 and SLMD 1999-1 will proceed. These hours are in addition to the County’s base service level of 28 hours per week. There is no change in the number of hours from the Fiscal Year 2025-26 Agreement. The City Council is the code reviewing body for City agencies, and the City Council must direct Staff to review the City’s Conflict of Interest Code and make a determination by October 1, 2026, if there is a need to amend it. STAFF RECOMMENDATION: Direct Staff to review the City’s Conflict of Interest Code and take the appropriate action. Staff Report Attachment 1 - California Government Code Sections 82011 and 87306.5 Attachment 2 - Dublin Municipal Code Chapter 2.24 5.12 Dublin Library/Civic Center Public Art Mural Project – Approval of Artwork and Public Art Agreement The City Council will review the proposed artwork for the Dublin Library/Civic Center Public Art Mural Project and consider adopting a resolution approving a Public Art Agreement with Rough Edge Collective. The proposed artwork is a permanent outdoor mural located on a utility enclosure adjacent to the Dublin Library and is part of the Outdoor Murals Project (CIP No. PA0125). Staff Report Attachment 1 - Payment Issuance Report for May 2026 5.14 General Municipal Election – November 3, 2026 The City Council will consider requesting the Alameda County Board of Supervisors consolidate the City of Dublin Municipal Election with the Statewide General Election. The City Council will determine whether the statement of qualifications each candidate is allowed to place in the sample ballot should be a maximum of 200 or 400 words and whether the City or each candidate should pay the costs associated with printing their candidate statement. STAFF RECOMMENDATION: Take the following actions: 1) adopt the Resolution Calling for a General Municipal Election To Be Held in the City of Dublin on November 3, 2026, Requesting the Alameda County Board of Supervisors Consolidate the City of Dublin General Municipal Election With the Statewide General Election, Authorize Certain Procedural Matters, and Adopting Regulations for Candidates for Elective Office Pertaining to Candidate’s Statement and the Costs Thereof; and 2) affirm Resolution No. 85-10 Encouraging Candidates to Use the Code of Fair Campaign Practices. The Salary Plan updates implement the previously approved Fiscal Year 2026- 27 cost-of-living adjustment, while the Classification Plan changes modernize positions in the Community Engagement Division and Environment and Sustainability Division to reflect current operational needs, clarify levels of responsibility, align with industry standards, and improve consistency across the City’s Personnel System. In addition, in accordance with the Act and Section 4 of Article XIII D of the California Constitution (Proposition 218) and AB 2257, the City Council will also hold a public hearing June 16, 2026 Dublin City Council Regular Meeting Agenda 9 to: (1) consider any valid written objections and responses for Street Lighting Assessment District (SLAD) 2026-1 to determine whether to proceed with the Proposition 218 balloting process; and (2) receive public testimony regarding SLAD 2026-1. The balloting window for SLAD 2026-1 will be closed at the conclusion of the public testimony portion of the hearing and the City Council will direct the City Clerk, or their designee, to tabulate the ballots on June 17, 2026. STAFF RECOMMENDATION: Take the following actions: 1) Conduct a public hearing, deliberate, and adopt the Resolution Accepting the Engineer’s Reports and Confirming Diagram and Assessments for Fiscal Year 2026-27 for Landscaping and Lighting Districts 1983-2, 1986 -1, and 1997 -1; and 2) Conduct a public hearing for Street Light Assessment District (SLAD) 2026-1 and: consider any valid written objections and responses for SLAD 2026-1 and determine whether to proceed with the Proposition 218 balloting process; receive testimony regarding the proposed formation and assessments for SLAD 2026- 1; at the conclusion of public testimony request any remaining assessment ballots and declare the close of the balloting period; direct the City Clerk, or their designee, to publicly tabulate the assessment ballots on June 17, 2026 at the Dublin Civic Center; and continue the public hearing to July 21, 2026 at which time ballot tabulation results will be presented and the City Council will consider action on the proposed district and assessments. The request is focused on amending Section 5.9 and the restrictions associated with the issuance of residential building permits until a permit is issued for the non-residential portions of the project. The City Council will also consider a finding that the proposed amendment is covered by the SCS Dublin Environmental Impact Report and no further environmental review is required. NEW BUSINESS 8.1 Electric Vehicle Infrastructure Plan The City Council will receive a report and consider approving the Electric Vehicle (EV) Infrastructure Plan in support of Climate Action Plan 2030 and Beyond (CAP 2030). The EV Infrastructure Plan fulfills CAP 2030 Sustainable Mobility and Land Use Measure 2, Develop an Electric Vehicle Infrastructure Plan, providing a comprehensive strategy for expanding publicly accessible EV charging infrastructure to promote EV adoption and help to achieve the City’s long-term greenhouse gas reduction goals.
