Special Meeting of the CITY OF DUBLIN – DUBLIN UNIFIED SCHOOL DISTRICT LIAISON COMMITTEE Thursday, November 6, 2025 Location: Dublin Civic Center Bray Community Room 100 Civic Plaza Dublin, CA 94568 The City of Dublin and Dublin Unified School District Liaison Committee will provide information and updates relating to areas of mutual concern, including but not limited to Schools and Programs operating in the City of Dublin. Thursday, November 6, 2025 4:00 PM 1. CALL TO ORDER 2. PUBLIC COMMENT 3. ACTION ITEMS 3.1 Approval of Minutes from the May 22, 2025 meeting. ATTACHMENT ADDED TO PACKET 11/5/2025 4. REPORTS 4.1 City and District Capital Projects The City of Dublin will provide updates on key capital projects. DUSD Staff will provide updates on its capital projects. 4.2 Update on City Development Projects The City of Dublin will provide updates on private development projects. 4.3 Updates on Enrollment Projection DUSD Staff will provide updates on Enrollment Projections in the District. 5. Discussion City and DUSD Services and Collaborative Efforts The City of Dublin and DUSD Staff will discuss services provided to the school district and potential areas of collaboration between the agencies. 5.1 Traffic Safety, Crosswalks, and Crossing Guards The City of Dublin and DUSD Staff will discuss traffic safety matters around schools and crossing guards. 5.2 Events Management The City of Dublin and DUSD Staff will discuss management of events related to Dublin schools. 5.3 Review of Meeting Schedule The Committee will review and confirm the Liaison Committee meeting schedule. 6. REQUEST FOR FUTURE MEETING AGENDA ITEMS The Committee and/or Staff will present items to be discussed at future meetings. 7. Item 3.1 CITY OF DUBLIN/DUBLIN UNIFIED SCHOOL DISTRICT LIAISON COMMITTEE MEETING MINUTES Thursday, May 22, 2025 4:00 PM CITY OF DUBLIN Victor Fox, Police Chief Sherry Hu, Mayor Miguel Campos, Captain Jean Josey, Councilmember Chris Shepard, Sergeant and School Colleen Tribby, City Manager Resource Officer Hazel Wetherford, Deputy City Manager Felicia Escover, Economic Development DUSD Manager Kristin Speck, Board President Michael Boitnott, Capital Projects Manager Carolina Martinez, Board Member Pratyush Bhatia, Transportation Manager Chris Funk, Superintendent 1. Call to Order Board President Speck called the meeting to order at 4:04 PM. Mayor Hu was not yet present. 2. Public Comment No public comment received. 3. Action Items 3.1 Approval of the Minutes of November 21, 2024, Meeting It was noted that DUSD Board Member Carolina Martinez was not on the committee in November 2024, and was therefore not involved in that meeting. A motion to approve the minutes from the November 21, 2024, meeting was made by Councilmember Josey, and seconded by Board President Speck. The minutes were approved unanimously, with Board Member Martinez abstaining, and Mayor Hu not present for the vote. The Committee discussed possibly pulling Item 5.2 – WHEELS proposal, due to concerns regarding possible Brown Act violations. After discussion, it was agreed by consensus to leave the item on the agenda, but take care to keep the discussion high-level without delving into the details of the proposal itself. 4. Reports 4.1 City and District Capital Projects Mayor Sherry Hu arrived during Superintendent Funk’s presentation for Item 4.1. Page 1 of 3 DUSD – Superintendent Funk introduced Board Member Carolina Martinez, and noted the recent election of Kristian Reyes to the Board. Board Member Martinez shared information on her background and history in Dublin. Superintendent Funk provided an update on the growth of DUSD and its school facilities, as well as the current enrollment projections for the district through 2030/31, with additional information offered by Board President Speck. Superintendent Funk also provided an update on the development of Emerald High School, the new TK-8 school, Shamrock Hills, and the modernization projects at Murray Elementary and Dublin Elementary. Also noted was the completion of the Cottonwood Creek gym, and Superintendent Funk shared the status of the district-wide solar panel project. He also shared information on the fencing project at Dublin High School that was recently approved by the Board. City of Dublin – Capital Projects Manager Boitnott shared a presentation on the development of Forest Park Neighborhood Square, Wallis Ranch Community Park, Iron Horse Nature Park & Open Space Phase I, and the Green Stormwater infrastructure. He also shared information on the annual street resurfacing project. Transportation Manager Bhatia shared information on the Dublin Boulevard Extension project. 4.2 Update on City Development Projects Deputy City Manager Wetherford provided an update on The Dublin Centre, or “The DC,” project along Tassajara Road, as well as the Regional Street Affordable Housing project, the Fallon East Economic Development Zone, the Dublin Fallon 580 Residential Housing, and the BASIS Independent School projects. 5. DISCUSSION 5.1 City and DUSD Services and Collaborative Efforts City Manager Tribby noted recent collaboration with the District in regard to sports facilities, play fields, etc. She also noted working together in regard to the use of e- scooters and e-bikes, noting that the District has banned the use of such devices by students at the elementary and middle school sites. City Manager Tribby also shared that work is ongoing in the review of the existing joint use agreements, noting that some are quite old and in need of updating. Superintendent Funk added that the District Facilities team has been working closely with the City teams on field usage issues at Emerald Glen. 5.2 WHEELS Proposal from the Mayor’s Student Team Board President Speck inquired as to the inquiries from the District community regarding the desire for additional routes, schedule changes, etc. Councilmember Josey noted that such questions should be directed to WHEELS and provided additional general information on how routes are developed, noting the impact to ridership due to the opening of Emerald HS. Information was shared on how information about WHEELS services is provided to students. Page 2 of 3 5.3 Dublin Crossing Sale; Shamrock Hills TK-8 School Board President Speck noted the thank you letter recently sent by Superintendent Funk, and reiterated the District’s appreciation of the City’s assistance in obtaining the land to develop the new TK-8 school. Board Member Martinez added her appreciation, noting excitement for the new school. Additional comments were offered by Mayor Hu and Councilmember Josey. 5.4 Traffic Safety, Crosswalks, and Crossing Guards A. Proposed MOU on crossing guards. Superintendent Funk shared the draft of an updated agreement related to the provision of crossing guard services, noting the included request for an increase in the number of City-funded crossing guards funded from 11 to 14. The history of the agreement between the District and the City was discussed. It was noted that each crossing guard requires $22-23K in funding. City Manager Tribby noted that the request for additional guards will be discussed at an upcoming City budget planning meeting. B. Speed Limit Signs near Emerald High School Board President Speck noted that the District’s Safety Committee has previously requested additional signage and inquired as to the status. Transportation Manager Bhatia noted that his team is studying this issue and will coordinate with District staff on what solution the City determines would best address the issue. 6. REQUEST FOR FUTURE MEETING AGENDA ITEMS Councilmember Josey suggested the Village Parkway modernization as a future meeting topic. It was agreed by consensus that the next Liaison Committee meeting will be held on November 6, 2025, at 4:00 PM, at City Hall. 7. ADJOURNMENT The meeting adjourned at 5:17 PM. Page 3 of 3
