Civilian Review Board Monday, November 17, 2025 at 5:30 p.m. City Hall, 150 Dexter Court 2nd Floor Conference Room The meeting was called to order at 5:30 p.m. by Chair Rush. Present: Jose Bosque, Bruce Corn, Carrie Estrada, LaVonia Gaddy, Charles Horton, Kai Rush, Karen Schock, Deborah Willis. Absent: Thomas Aagesen. Minutes Approval A motion was made by Bosque, seconded by Schock, to approve the October meeting minutes. Motion approved. Public Comment None. Sign in sheet There was discussion about the draft public comment sheets. There was a request to also have a version in Spanish. Old Business Approval of meeting date for 2026, times and locations There was discussion providing a directional sign in the city hall lobby, updating the group’s web page to reflect the location and methods to let the public know about town hall style meetings. A motion was made by Corn, seconded by Willis, to approve the 2026 meeting schedule as presented. Motion approved. New Business Chief Lalley provided a review of the review process for the board. She noted where the redacted documents would be located and how communication should be handled. Civilian Review Board November 17, 2025 Page 2 There were questions regarding complaint discussions and if it would be during executive session or open session. City Clerk Dewis would confirm with Corporation Counsel that the discussions were to be held in open session. Public Events for exposure for 2026 Willis outlined the town hall meetings and indicated that she had reached out to the library to use a large conference room Miscellaneous There was discussion regarding an email the board received.
