Civilian Review Board Tuesday, January 27, 2026 at 5:30 p.m. City Hall, 150 Dexter Court 2 Floor City Council Chambers nd The meeting was called to order at 5:30 p.m. by Chair Rush. Present: Thomas Aagesen, Jose Bosque, Bruce Corn, Carrie Estrada, LaVonia Gaddy, Kai Rush, and Karen Schock. Absent: Charles Horton and Deborah Willis. Public Comment None. Old Business None. New Business Civilian Review Board: Case #1 Schock provided a presentation of the evidence and noted that the investigation that was conducted sustained the complaint. The board members stated the different factors that were considered in determining their recommendation. Factors discussed included what was happening in the city regarding federal enforcement, the impact of the officer’s actions on the agency’s reputation and damage to the community’s trust. Also noted was the intentionality of the actions of the officer and the misuse of authority. Chair Rush reviewed the options for the board’s recommendation: no action, verbal warning, written warning, suspension and dismissal. A motion was made by Bosque, seconded by Schock, to recommend termination of the officer in civilian review board case #1.
