ELGIN LIQUOR CONTROL COMMISSION MEETING
October 8, 2025
The meeting was called to order by Chairman Kaptain at 4:30 p.m. in Conference Room 208,
South Wing of Elgin City Hall. Members present: Commissioners Good, Martinez, Ortiz,
Steffen and Chairman Kaptain. Absent: None.
Approval of Minutes
Commissioner Good made a motion, seconded by Commissioner Steffen, to approve the minutes
of the September 10, 2025, meeting as amended. Upon a roll call vote: Yeas: Commissioners
Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Public Hearing on Consideration of an Application by La Casa Del Pollo Asado #1, LLC
d/b/a La Casa de Pollo Asado for a Class E-1 Liquor License for the Premise at 221
National Street
Corporation Counsel Beck gave an overview of the application for a Class E-1 noting the
requirements including a location in the downtown CC1 zoning district and food sales. Mr. Beck
outlined the conditions to be met if the commission approved the application.
Commissioner Good made a motion, seconded by Commissioner Martinez to approve the
application by La Casa Del Pollo Asado #1, LLC d/b/a La Casa de Pollo Asado for a Class E-1
liquor license for the premises at 221 National Street. Upon a roll call vote: Yeas:
Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Public Hearing on Consideration of an Application by Restaurant Camaroncito Loco,
Corp. d/b/a Restaurant Camaroncito Loco for a Class E-1 Liquor License for the Premise
at 21 North State Street
Corporation Counsel Beck gave an overview of the application for the Class E-1 and noted that
the location currently holds a Class F. The applicant would be seeking to obtain video gaming at
a later date. He outlined the conditions of approval.
Commissioner Steffen made a motion, seconded by Commissioner Martinez to approve the
application by Restaurant Camaroncito Loco, Corp. d/b/a Restaurant Camaroncito Loco for a
Class E-1 liquor license for the premises at 21 North State Street. Upon a roll call vote: Yeas:
Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.

Public Hearing on Consideration of an Application by FRN Group LLC. d/b/a Frank’s
Freshway Market for a Class B Liquor License for the Premise at 20 Tyler Creek Plaza
Corporation Counsel Beck gave an overview of the application for a Class B license. He noted
that the applicant was purchasing the current business at the location, but that they are required
to obtain their own liquor license as the license is not transferable.
Commissioner Good made a motion, seconded by Commissioner Martinez to approve the
application by FRN Group LLC. d/b/a Frank’s Freshway Market for a Class B liquor license for
the premises at 20 Tyler Creek Plaza. Upon a roll call vote: Yeas: Commissioners Good,
Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Miscellaneous
Corporation Counsel noted that he was continuing his work on the fee and fine structure to assess
if changes needed to be made.
Corporation Counsel Beck also previewed an application for the location at 40 DuPage Court.
The business plan included a bar and a package goods component. This would necessitate a new
class of liquor license. There was discussion regarding the Class AA and the reasons they are no
longer issued. Mr. Beck noted that a similar business model in Arlington Heights was issued
three different license classes.

Commissioner Good made a motion, seconded by Commissioner Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen and
Chairman Kaptain. Nays: None.
