ELGIN LIQUOR CONTROL COMMISSION MEETING January 14, 2026 The meeting was called to order by Chairman Kaptain at 4:30 p.m. in Conference Room 208, South Wing of Elgin City Hall. Members present: Commissioners Good, Martinez, Ortiz, Steffen and Chairman Kaptain. Absent: None. Approval of Minutes Commissioner Good made a motion, seconded by Commissioner Martinez, to approve the minutes of the December 3, 2025, meeting. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None. Chief Lalley introduced the new police representative for the commission, Sergeant Matthew Jacobucci. Public Hearing on Consideration of an Application by Beer Runners LLC d/b/a The Bottle Department for the Creation and Issuance of a New Liquor License Classification for the Premises at 46 S. Spring Street Corporation Counsel Beck reviewed the proposed ordinance and application that were presented at the December commission meeting. Mr. Beck highlighted the changes in the definitions of craft beer and the number allowed for purchase for off-premise. Commissioner Ortiz made a motion, seconded by Commissioner Martinez, to approve the application by Beer Runners LLC d/b/a The Bottle Department for the creation and issuance of a new liquor license classification for the premises at 46 S. Spring Street, subject to conditions. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen and Chairman Kaptain. Nays: None Discussion of Liquor Control Fines and Video Gaming Fees Corporation Counsel Beck reviewed the various fees that surrounding and comparable communities charge for video gaming licenses. There was discussion regarding the how the gaming revenue and disbursed, how the terminals fees are paid, and the impact on the riverboat. There were questions about the timing of any changes to the cost around the license renewal period. Also discussed were the fines that the commission can impose and if they should be increased. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen and Chairman Kaptain. Nays: None.
