FIRST PUBLIC COMMENT PORTION IDENTIFICATION OF CONSENT ITEMS PUBLIC HEARING PUBLIC HEARING for the purpose of receiving comments from the public regarding the proposed 2024 Operating and 2024 Capital Budgets. PERSONNEL ACTIONS 2024-20 Receive communication from the City Manager and act on resolution announcing the Personnel Actions for the City of Elmira whereby Carl J. Camacho has elected to retire from his position as Firefighter, effective December 15, 2023; Yuri A. Charlanow, has elected to retire from his position as Police Lieutenant, effective January 5, 2024; Michael J. Mandell and Landon A. Morton has been appointed to the positions of Public Works Specialist I, at hourly rates of $18.68, effective January 8, 2024; and Louie J. Fayant has elected to retire from his position of Public Works Specialist II, effective January 9, 2024. 2024-21 Act on resolution extending appreciation to Carl J. Camacho for his services rendered to the City of Elmira Fire Department for the past 33 years, and wish him well in his future. 2024-22 Act on resolution extending appreciation to Yuri A. Charlanow for his services rendered to the City of Elmira in the Elmira Police Department for the past 17 years; and further wish him well in his future. Elmira City Hall - 317 E. Fayant for his services rendered to the City of Elmira in the Department of Public Works for the past 31 years, and further wish him well in his future. RESOLUTIONS 2024-24 Receive communication from the City Chamberlain and act on resolution authorizing the Chamberlain to make payment to the City of Elmira Fire Department Benefit Fund in the amount of $46,793.00. 2024-25 Act on resolution directing the Mayor to submit a request by letter to the Elmira Water Board (EWB) to provide to the City the sum of $50,000.00 out of 2023 profits or surplus resulting from the EWB's operation of the water works system; said monies to be used by the City of Elmira for general municipal purposes for the calendar year 2024. AGREEMENTS 2024-26 Receive communication from the City Manager and act on resolution approving the renewal of a 2-year contract between the City and JEMCO Water Treatment Services, Inc. retroactive to January 1, 2024 and expiring December 31, 2026 to provide chemicals and monthly water testing checks at various City locations to control contamination of the cooling tower(s)/steam boiler at a cost to the City of $6,900 for each year of the contract, a copy of which is attached hereto; said contract subject to Corporation Counsel approval 2024-27 Act on resolution authorizing the Mayor and City Chamberlain to enter into agreements with banks to act as official depository/depositories for funds and securities of the City of Elmira for the year 2024; said agreement(s) subject to Corporation Counsel approval. 2024-28 Act on resolution authorizing the implementation and funding of Federal aid and State "Marcheselli" Program- Aid eligible costs of transportation Federal aid project and appropriating funds for the East Water Street Rejuvenation Project (PIN 6755.13/Contract D040477) in Elmira City Hall - 317 E. Church Street - Elmira, New York 14901 Council Chambers, 2nd Floor www.Cityofelmira.net - (607) 737 5644  the sum of $483,500.00 and authorizing the Mayor to execute Supplemental Agreement #2 amending to add the Right-of-Way Acquisition phase funding (increase of $3,500.00 from Resolution No. 2022-91); said agreement subject to Corporation Counsel approval. OVERTIME REPORTS 2024-29 Receive communication from the City Manager and act on resolution reporting the overtime for the Elmira Fire Department for pay periods 25 and 26 of 2023 in the amount of $15,631.74. AUDITS 2024-30 Act on Lead Hazard Reduction Grant Program Audit. 2024-31 Act on Downtown Revitalization Initiative Grant Program Audit. 2024-32 Act on Community Development Block Grant Program Audit. 2024-33 Act on Audit.
