Moss PUBLIC COMMENT PORTION ON AGENDA ITEMS IDENTIFICATION OF CONSENT ITEMS PERSONNEL ACTIONS 2026-169 Receive communication from the Interim City Manager Joseph Duffy and act on resolution reporting the Personnel Actions for the City of Elmira, whereby Kimberlee Balok Middaugh has been appointed to the position of part-time Personnel Director, effective June 22, 2026 at an annualized salary of $35,880.00; Janeah Thomas has been appointed to the position of Accountant in the City Chamberlain's office, effective June 22, 2026 at an annual salary of $68,508.00. 2026-170 Receive communication from the Interim City Manager Mayor Mandell and to act on resolution appointing Olivia Furness, 317 E. Church Street, Elmira to the Board of Assessment Review to fill the unexpired term of Charmain Cattan with a said term expiring on September 30, 2029. RESOLUTIONS 2026-171 Act on resolution adopting a City policy for Freedom of Gary Brinn Information Requests (FOIL) wherein the City Clerk shall Elmira City Hall - 317 E. Church Street - Elmira, New York 14901 Council Chambers, 2nd Floor www.Cityofelmira.net - (607) 737 5644  publish monthly on the City's website the name of all individuals and entities requesting public records under FOIL. 2026-172 Act on resolution due to concerns of fiscal financial Nan Moss responsibility that the City move its initially chosen Platinum Plan coverage with Greater Tompkins County Municipal Health Insurance Consortium (Consortium) to the Gold High Deductible Health Plan (Gold HDHP) covering all City officers, employees, and retirees and requests the approval of the Consortium for the City to move from the Platinum Plan to the Gold HDHP effective January 1, 2027. AGREEMENTS 2026-173 Receive communication from the Interim City Manager Mayor Mandell and act on resolution approving an intermunicipal agreement between the City and Chemung County whereby the Division of Criminal Justice Services is awarding the Gun Involved Violence Elimination (GIVE XIII) Initiative Project Grant to the Elmira Police Department in the amount of $254,035.00 for the term July 1, 2026 through June 30, 2027, and authorizing the Mayor to execute the intermunicipal agreement; said agreement subject to Corporation Counsel approval.
