Meeting of the Black Heritage Preservation Commission
March 19, 2026 6:30 PM

NOTE: The March 19, 2026 Black Heritage Preservation Commission meeting was held in
person and online via Zoom.
Members: Minister Monique Jones, Chair Lois Bryant, Shawn Walker, Janet Allured, and
Braziel Hatch
City Staff: Kylee Cole – Long Range & Preservation Planner, Britin Bostick - Long Range
Planning & Special Projects Manager
Call to Order: The meeting was not called to order as a quorum was not present. Beginning at
6:32pm Commissioners present received updates from staff and announcements and did not
vote on any items.
In Attendance: Lois Bryant, Wendell Huggins, Kylee Cole, and Britin Bostick.
Approval of Minutes from the January 15, 2026 and February 19, 2026 Meetings: Approval
of minutes will be held until the April meeting due to lack of quorum.
Unfinished Business
Henderson School Historic Marker Update: Bostick shared pricing for the tooled bronze and
stainless steel options. The stainless steel is a more expensive option and slightly exceeds the
$2,500 annual budget for historic markers, but Bostick is willing to see if she can line up funds if
that is the Commission’s recommendation. She will email the pricing info to the Commission
prior to the next meeting and include an option for an image on the tooled bronze style if that is
available from the manufacturer.
Historic Resource Survey Ph. 1 Update: Cole reported the survey is complete. There is a
summary of Post Oak’s findings and recommendations as well as a photo log. Cole will email to
the Commission following the meeting. Cole noticed there is a lot more of the “Giraffe House”
than she realized in Southeast Fayetteville. Post Oak’s recommendations include ways to
recognize those historic styles. City Council has accepted the 2026 grant funding and staff will
begin Phase 2 to cover southwest and central Fayetteville.
New Business
Southeast Fayetteville Local Historic District Proposal: Cole reported on the petition-
initiated local historic district proposed for Southeast Fayetteville. She showed a map of the
area proposed by the petition and shared with Commissioners that a bit more time is needed
than was the case for the Oak Grove district as this is proposed as a Black Historic District and
she is doing deed research to provide as accurately as possible an accounting of property
ownership in the proposed district. She expects to have a draft report to the Historic District
Commission and this Commission at the respective April meetings.
Announcements:
• Bostick announced that City Council appointed Wendell Huggins and Neikeita Mitchell to
the Commission to fill the two vacant seats.
• Cole announced staff met with neighbors about the proposed Southeast Fayetteville
local historic district to make sure people have the information they need and can meet
with staff and ask questions.
Adjournment: The meeting ended at 6:55pm.
