BACKGROUND: The City of Fayetteville has received a total of $1,210,534 in federal-aid funding through the Northwest Arkansas Regional Planning Commission -Transportation Alternatives Program for the construction of the Drake Street Trail Connection. The funding was awarded in three funding cycles: • August 2023: $500,000 (recognized by resolution 271-23) • June 2024: $500,000 • June 2025: $210,534 In November 2023, a contract was approved with Crafton-Tull and Associates by resolution 236- 23 for the design of the Drake Street Trail Connection. The project is now fully designed and has been through the Federal-aid process and approved by the Arkansas Department of Transportation to proceed with construction. DISCUSSION: The Drake Street Trail Connection will repurpose excess space in the existing four-lane section of Drake Street to construct a two-way protected trail extending west from College Avenue. From the western terminus of Drake Street, a new trail segment will be built to connect directly to Gordon Long Park and the Razorback Regional Greenway. The proposed trail will span approximately 4,376 linear feet, creating a continuous, safe, and accessible corridor for both pedestrians and cyclists. This connection will directly serve approximately 2,000 residents and 266 businesses located within a half-mile of the trail, linking neighborhoods east of Scull Creek with key destinations including Gordon Long Park and the regional greenway system. This trail connection is designed to serve people of all ages and demographics, particularly those who rely on walking, biking, or public transportation due to limited or no access to a personal vehicle. By enhancing non-motorized transportation options, this project supports the City's goals for equity, sustainability, and improved quality of life. Bid #25-36 was opened publicly on April 22nd, 2025, with five bidders providing bids. Grant Garrett Excavating Inc. being the lowest responsive bidder and the bid tabulation is included. The bid amount is within the engineers’ estimate and within the amount of certified funds allowed. The contract time is 240 days for final completion. BUDGET/STAFF IMPACT: Funding for the construction of the Drake Street Trail in total amount of $1,658,910.80 with contingency is from federal-aid funding in the amount of $1,201,534 plus the 20% local matching funds and contingency allocated from the trail CIP. $500,000 in federal aid funding was recognized in December of 2023 by resolution 271-23. The attached budget adjustment recognizes $500,000 and $210,534 for a total of $710,534 and establishes $100,000 in project contingency. The construction will be managed by city staff. OUR FOCUS Laneshift is focused on leveraging our real-world experience to help clients improve connectivity by creating and improving bike networks, pedestrian networks, and amenities. At our core, Laneshift is passionate about and focused on moving people safely and comfortably. This translates into a focus on active mobility with an emphasis on bicycle and pedestrian modes. OUR PROFESSIONAL DEVELOPMENT EXPERIENCE Laneshift facilitates high-impact educational offerings, which are designed to equip participants with a deep understanding of both active transportation-friendly culture and infrastructure. Educational programs also provide opportunities for participants to build relationships and learn from other professionals from around the country. We believe education can change people’s lives and empower professionals to impact positive change within their communities. When professionals change how they think about their community, it changes how they make decisions within their community. Professional Development Highlights: 1. Active Transportation Academy (ATA)- 4 Day professional development course Six years of experience delivering the ATA to diverse professionals. Laneshift has facilitated nineteen ATAs since 2019 and trained over 150 professionals through the program. Participants from around the country travel to Bentonville, AR, to learn from our team through engaging workshops, in-the-field learning, and a final capstone project that shows evidence of program application. 2. Benchmarking Tours- 2-3 day professional development experience for groups or teams: Over six years of experience designing, delivering, and facilitating Benchmarking Tours. Facilitated eighteen Benchmarking Tours in NW Arkansas with delegations from metropolitan planning organizations, cities, advocacy groups as well as project- based stakeholder groups. 200+ professionals trained and equipped through Benchmarking Tours Laneshift coordinates all logistics, including agenda development and refinement, communication with participants, accommodations, meals, outside speakers, transportation, and bicycles. OUR TEAM Laneshift was founded in 2017 by Ryan Hale. Prior to this, Ryan worked for over five years at the center of the growth of Northwest Arkansas’ bike and pedestrian network as a staff member for the Walton Family Foundation. Through projects like the development of the Razorback Regional Greenway, the Back 40 mountain biking trail system in Bella Vista, and Lake Atalanta in Rogers, AR, Ryan gained valuable experience in the implementation of robust bike and pedestrian systems Ryan Hale that continue to grow in size and connectivity. Marina has been working at Laneshift since August 2021 and handles all of the day-to-day tasks associated with facilitating effective programs. Her role includes coordinating client and consultant teams, scheduling, preparation, quality control of materials, and daily tracking of deliverables through project management software. Marina Kashubin Project Specialist Jocelynn studied civil and environmental engineering and received both a bachelor’s and master’s degree at Brigham Young University. Jocelynn’s mother introduced her to bike riding when she was in high school, and they enjoyed riding along the country roads while avoiding puncture vine. She kept up riding on trails in Utah Valley and introduced her husband,Nathan, to the joy of riding before they moved to NWA in 2017. Jocelynn and Nathan have two sons who are five and two years old. Jocelynn works as an engineering consultant for Laneshift and is Jocelynn Crowther adding her experience with municipal engineering, project design and Sr. Project Engineer construction, and active transportation projects to the team. Jacob was born and raised in Northwest Arkansas and truly feels at home in the Ozarks and the greater outdoors. You can find him enjoying a range of different outdoor activities, from hiking with his family to trail running and bike riding. The bicycle has been a massively influential part of his life. Prior to joining Laneshift, Jacob served as the Store Manager of a local bike shop where he was able to share his passion for nature, gain unique perspectives, and build a strong culture centered around Jake Truman pedaling on two wheels. Jacob is driven to connect people by creating Visual Design Coordinator and designing amazing spaces to work, play, and live. OVERVIEW OF THE WORKSHOP We are passionate about sharing the story of "connected communities" and educating our clients how connectivity can transform both people and places. During our workshop, the Laneshift team will spend time with city leaders to educate and inform on the benefits of creating safe, comfortable and connected infrastructure as well as the importance of sustaining a welcoming, accessible and encouraging culture for active transportation. We will explore detailed ways that cities can promote and encourage a more connected community by prioritizing active transportation elements which can add value to the local economy, increase health outcomes and strengthen their community.
