Declaration Quorum Present Vice Chairperson Jeff Labahn declared a quorum present at 3:00 p.m. APPROVAL OF MINUTES October 6, 2025 Minutes A Motion was made by Tracy Qualmann to approve the October 6, 2025 minutes and seconded by Jeffrey Uitenbroek and the motion was Passed. Ayes: Labahn, Qualmann, Snyder, Uitenbroek Absent: Vande Avond HEARINGS Appeal No. 2026-01 822 W Johnson St. (Burlington) (Action Item) Zoning Code Regulations: Schedule VIII Design Standards & Specifications for Signs allows for one (1) square foot of signage per linear foot of building facade for wall signs in the C-2 General Business District.  Proposal: Allow for a wall sign that is 267 square feet where the zoning code allows for a wall sign that is 105 square feet. Appeared in Support: Don Nummerdor, Project Representative, Sign Effectz, Inc. Motion was made by Jeff Uitenbroek to approve the variance with a 45% increase, or up to 153 square feet, as long as that is the entire sign and not just the lettering. The proposal is consistent with a previous variance given to the Below Zero sign from the previous year. Motion not seconded. Motion fails. A Motion was made by Tracy Qualmann to deny the variance as proposed, and to follow the zoning code requirements and seconded by Misty Snyder and the motion was Passed. Ayes: Labahn, Qualmann, Snyder Abstain: Uitenbroek Absent: Vande Avond ADJOURN A Motion was made by Misty Snyder to adjourn at 3:39 p.m. and seconded by Tracy Qualmann and the motion was Passed.
