CALL TO ORDER The September 16, 2025 regular meeting of the Environmental Commission was called to order by Chairman Truitt at 7:07 PM at Glen Ellyn Civic Center. II. PUBLIC PARTICIPATION – • Matthew Jones is observing. He is on the GE Zoning Board and a trustee candidate. • Jill Paulus, resident of Wheaton, provided the following written note mailed to Commissioner Frigo: To all the Environmental Board: Thank you for all your work to protect Glen Ellyn Natural Resources for our community. I thank you too, for allowing me to comment at length on the trees and hill preservation at Glenbard West. I understand D87 is now in direct communication with the Commission, so I hope that is fruitful. Environmental Commission 2 September 16, 2025 III. ANNOUNCEMENTS – None. IV. APPROVAL OF MINUTES FROM AUGUST 19, 2024 MEETING – • Date typo at the top of the August 19 meeting minutes needs to be fixed. There needs to be some additions to those minutes that Chair Truitt will provide later. So, the Commission will just table the approval of the August meeting minutes. • Commissioner Kwiatkowsky motions and Commissioner Day seconds the motion to approve the minutes from June 17, 2025 meeting and defer the approval of August 19, 2025 minutes to next month. MOVE TO APPROVE THE MINUTES FROM JUNE 17, 2025 RESULT: Motion unanimously carried MOVER: Commissioner Kwiatkowksy approve June and defer August minutes. SECONDER: Commissioner Day AYES: # all V. TRUSTEE LIAISON REPORT – • PaleBlueDot presented the Phase 1 Sustainability Baseline Assessment Report to the Board yesterday. VI. STAFF LIAISON REPORT – • Finishing up some construction projects. • Prepping for winter. • 10 miles of roadway to be reconstructed in 2026. • Explanation of capital budgeting on equipment provided by Staff Liaison Hubsky. • No definitive plans for bike lines right now, but are considered in street design. • Explanation of concrete versus asphalt streets provided. VII. PARK DISTRICT LIAISON’S REPORT – • Ackerman (Lenox Road area) o Finished Lenox Road section of Ackerman with new parking lot. o Outdoor nature classroom. o Garden plots there starting next summer. • Native tree and shrub sale  sold 94. • Foxtrot - Lotus lily pads treated and removed. • Weekly migratory bird walks ongoing. Environmental Commission 3 September 16, 2025 • Planning for Oaktoberfest. Discussion held around Environmental Commission paying for permit fee. See further discussion below. • Oak regeneration project. • New tree care person hired for GEPD. VIII. CHAIR’S REPORT – • Commissioner Miller helped with setting up restoration of monarch habitat. Mary Colby put together design for Montclair location. Volunteers coming. • Tree ordinance update: Commissioner English and Chair Truitt met to discuss changes. Used Wilmette as an example. Recommendation that for every tree of 5 inches of DBH removed, you would replace it with another tree (1-1.5 inch trees). Replace on private land, public land, or put money into fund to be used for grants for other tree plantings on private or public property. Trustee Christiansen to review with attorney and present to Board after budgeting season, likely early 2026. EC will be able to review final draft. Unclear when in sequence EC review would happen. Current changes are for tree preservation with building permit. IX. NEW BUSINESS TOPICS • We are eligible for Leadership Circle, and can move up to Champion Circle for Monarch pledge. Chris English will be focusing on. What’s needed: if we want Champion Circle then we need to change weed ordinance to meet requirements. GE doesn’t enforce weed ordinance for native plant installations (as long as it is taken care of). • Commissioner English gave an update on the Mayor’s Monarch pledge. One of the things the EC can do is support a seed bank. The Glen Ellyn Public Library currently has one. Commissioner English is going to check with them on what support (publicity/seed sharing/donation) they need. Commissioner English will come back to the EC with a recommendation on what they need and what we can provide to meet that need. • Mini Recycling: Only one vendor committed (Junk Luggers). The question discussed within the EC is whether to still hold the event. Importance of having a regular cycle and “muscle memory” within GE noted. Commissioner Kwiatkowsky to reach out to Junk Luggers and see if are interested being the only vendor. Guidance from EC given  By September 30, if we get two more entities, go forward. If not, cancel unless Junk Luggers is willing to do it on their own. • Curbside composting. Have Grant do a marketing blurb on this. • Need stickers from Groot to finish job on putting recycling instruction on cans. Might be better for Recycle Coach App and in Village Newsletter using a QR code. • Oaktoberfest – October 4 from 1 – 4 p.m. 20 different vendors. May need volunteers. RESULT: Motion unanimously carried MOVER: Commissioner English SECONDER: Commissioner Miller AYES: # all • Glenbard West tree inventory: Chair Truitt and Commissioner Frigo took a tree inventory. They met with Glenbard West to offer advice. Conservation Foundation, Environmental Commission 4 September 16, 2025 Morton Arboretum (Chicago Region Tree Initiative – CRTI), and Bartlett Tree Co. are willing and interested to collaborate with Glenbard West. Glenbard West is requesting its building permit this fall. Chair Truitt requested that non-binding recommendations and advice be attached as an addendum to the building permit. This request spurred debate on the role of the Environmental Commission in large projects in Glen Ellyn, and the appropriateness of providing advice and commentary on projects outside the bounds of the Environmental Commission Meeting (see next bullet). • Several members of the Environmental Commission have expressed frustration and major concern on how the Commission has not been consulted on construction projects and purchases that can have a major environmental impact on the Village (for example, Glenbard West addition and purchase of a new fleet of golf carts). No real process seems to exist in the Village to 1) identify major projects in Glen Ellyn that need environmental review and advice, and 2) how to properly engage the Environment Commission to provide any relevant recommendations for the Village Board to consider. Staff Liaison Hubsky and Trustee Bhagwakar have agreed to consider this to see if there is a solution. The Environmental Commission needs to think of potential solutions as well. This should be discussed at a future Commission Meeting. • Staff Liaison Hubsky is going to request a proposal for Phase 2 Action Planning from PaleBlueDot. X. Next Meeting & Adjournment A. CALL TO ORDER The June 17, 2025 regular meeting of the Environmental Commission was called to order by Chair Truitt at 7:05 PM at Glen Ellyn Civic Center. II. PUBLIC PARTICIPATION – • Monica Miller was in attendance as she is about to become a commissioner. Anticipating her appointment at Village Board meeting later this month. Page 2 of 19 Environmental Commission 2 June 17, 2025 • Jill Paulus submitted written commentary on the Glenbard West Plan to remove oaks on hill for construction project. o Included is a letter with a short summary of the May 22 Plan Commission meeting on Glen Bard West expansion. A Board Member asked about the Environmental Commission response. My notes are in this letter I actually sent to the Preservation Committee first: o To Whom it May Concern, I am Jill Paulus and am one of a few residents attending the meeting to authorize the Approval to go ahead with the GBW Expansion. Mainly, school representatives sat in the public space. The meeting was tabled due to concerns: 1) Commissioner Broman-Brown was concerned with traffic and parking. I do know that students already have allocated parking spaces on Lenox on the west side of Lake Ellyn, so this is clearly an issue. 2)Enrollment projections - At this time, North is losing students and I think East and South, if I understood correctly are stable, as is our West. The matter of the addition 10 years ago was brought up with regard to 3) Hardship or necessity. In this point, the need for a Community Area in the school was brought up, as it is a major the reason for such an expansive addition. 4)Lighting was a main concern for Commissioner Kreuzer(sp). The building will be at the sidewalk on the west side, and the wall is glass because a 3 or 4-level staircase is within. Lights are on 24/7. I think the Commissioner Wyatt (as I remember the name) was most concerned for the impact on the community and the environment. He voted to deny as did Dawson. Dawson pointed out the R2 zoning requires more open space, but the legal counsel said R2 Zoning does not apply to schools and it seems, there are no restrictions to covering open land with structure for GBW. Kreuzer also was concerned (He mentioned the loss of the many old trees and that even though on the east side [in the Zarovsky botanical preserve] two were saved, they are dying now, but he finally voted to approve plans, as did the others except the two aforementioned. The person who explained the development was asked by a commissioner whether or not the Environmental Commission weighed in. I only asked one question as a member of the public, because the answer was not clear to me on the Environmental Commission response. I am still not sure, but it seems the Environmental Commission only said they had no need for additional reports or information as to the project. No answer was made as to their actual stance… perhaps they had no reservations. After the discussion was closed, Chairperson Loftus allowed me to comment before I left. Because the representative of the project said the Public saw the GlenBard West Expansion Proposal at their voting place for the referendum, I had to say I did not, and was only informed of a Vote for or against the High Schools in the GlenBard system getting money. I told them I was unaware of expansion of GBW until about a week ago. I said this, because a lengthy conversation was held within the board after the public meeting, but during their discussion as they decided. So, I do feel many citizens are unaware that the hill behind the school will become the school building. The architects said they changed the angle of the building to lose only 18 trees. But as I said, Commissioner Kreuzer said Page 3 of 19 Environmental Commission 3 June 17, 2025 those saved 10 years ago in prior addition are dying now. Mostly, commissioners said Lake Ellyn is the Jewel of Glen Ellyn. I wonder if students need an indoor common area more than they need a beautiful northwest hill with hundred-year oaks… anyway, there will be another meeting June 26, 2025. I hope more people will attend. Some students, and perhaps others, had other solutions for an addition. One of these was a bridge to the gym across the street, which could then accommodate classrooms on a second level. Jill Paulus jillann123@comcast.net o Thank you for any effort to change the plan. I believe it was Commissioner Christina Morrison who weighed in to ask if there were alternative plans. Others were also concerned about an addition ten years ago, which I myself was opposed to, as was Dr. Wilhelm, Brook McDonald of the Conservation Foundation and the person who made St. James Forest Preserve possible. Also of note, a spokesperson from the Tree Group of Morton Arboretum. They wrote letters, as did many science/environmental folk, who also attended meetings. We were told no alternative placement for an addition was feasible. I believed then and now a bridge to the gymnasium on the West is not only possible, but a possibly a plan for a future addition after the proposed addition removing the Hill today is complete. It makes sense. If you want to do something for the kids that would not only be an expansion, it would be a means to stay indoors while crossing over to the gym on the west. . I am sending the Plan Commission a comment as such, and further, that the administration building could be removed and folded into a large and attractive space, while allowing the parklike setting of GBW to enhance our community, and save our oaks, which as you know, are host to 460 birds and insects. Our Oaks are the keystone species in Illinois. Last, the Plan Commission, especially Laura Bormann-Brown emphasized doing the will of the Glen Ellyn Community. Low attendance and only one comment sent in meant the Board had to make a decision without input. Sincerely, Jill Paulus III. ANNOUNCEMENTS • None. IV. PARK DISTRICT LIAISON’S REPORT – • Chris Gutmann could not attend meeting, but sent a written update: o Popular nature camps for children began last week. They will run through the first week of August at Churchill Park. o Constuction began on a new accessible trail at Ackerman Woods. o We reinvigorated the pollinator garden at Maryknoll Park with new native plantings. o Staff rescued a Canada goose gosling at Lake Ellyn that was injured from both legs being tangled in littered fishing line. Litter from anglers is increasingly becoming a problem. o Staff conducted two rounds of physical algae removal at Lake Ellyn, and a contractor will be onsite on Friday to conduct a more thorough removal. Short-term, the removals will set back algae growth only briefly, hopefully long enough to improve aesthetics for upcoming summer events. Long- term, we believe annual physical removal will help remove nutrients from the water. This, combined with other management practices, should gradually reduce the magnitude of algae blooms in the lake each year. The current bloom is filamentous and not hazardous. Hazardous algae blooms are from cyanobacteria, which me monitor for. VIII. CHAIR REPORT • June Meeting Focus o July Events • July 19 TCF Yard Tour (2 sites in GE) - discuss promotion. • July 26 Summer Recycling Mini – Commissioner Kwiatkowsky has confirmed COD site and is securing vendors; possible vote on budget use. Page 5 of 19 Environmental Commission 5 June 17, 2025 • July 26 Compost Giveback at Village Green – Commissioner Casazza coordinated with GEPD. o Next steps for the Sustainability Assessment - begin Action Planning in "Health and Safety" Category (see further notes below). • Updates since May meeting o Volunteer Park - a Sustainable Garden Showcase. • On June 2nd and 3rd, Volunteer Park was transformed into a native garden showcase, designed by Glen Ellyn resident and certified sustainable horticulturalist Mary Colby (Grandview Green), in consultation with The Conservation Foundation (Jim Kleinwachter and Beth Peluse). • 400sf of the garden will be turf grass for local dogs - and a new sustainable grass seed will be piloted there. The Conservation Foundation recommended Pearl's Premium, a long-rooted grass which is drought-tolerant and needs mowing only monthly. • Glen Ellyn's Arbor Day Oak Tree was also planted at Volunteer Park - celebration date to be set in conjunction with TCF site certification. • New Commissioner Recommended o Monica Miller has been recommended for appointment to the Environmental Commission; we are anticipating her appointment at a June Board Meeting. • Sustainability Baseline Workshop with PaleBlueDot o June 3rd workshop with PaleBlueDot on goals from the Sustainability Assessment. Commissioner Kwiatkowsky has provided additional notes later in these minutes. o While it may be 6-12 months to engage with a consultant for Phase 2: Action Planning, the EC can begin internal Action Planning across the 6 major categories, month-by-month: • June - Health & Safety • August - Water and Wastewater • September - Waste Management • October - Greenspace and Ecosystems • November - Buildings and Energy • January - Transportation and Land Use • Please consider recommendations for Actions in the area of Health and Safety - bring to June meeting or send in advance. o This is not intended to replace strategic planning with other groups but to enable the EC to compile initial suggestions as input to strategic planning. o This is picking up on Commissioner Day's recommendation to explore one category monthly for deeper discussion. o We can begin here and then offer more time for categories warranting further research. • Health and Safety goals, as proposed by PaleBlueDot: o HS 1: Assist the Village's climate vulnerable population in preparing for and mitigating climate change impacts (prioritized based on elevated risk sensitivities as outlined in the Village’s Climate Vulnerability Assessment). o HS 2: Increase resilience of Villagewide buildings, infrastructure, mission critical, emergency services and health care facilities to potential impacts of climate change. Page 6 of 19 Environmental Commission 6 June 17, 2025 o HS 3: Educate, engage, and empower the public on health and safety risks of climate change impacts. o Note that many items can be copied from this Regional Climate Action Plan (see pages 97-103) - or this summary of Adaptation action items. • Chair Truitt also appreciates that this document visibly clarifies the Municipal role as Leading, Encouraging, or Enacting - using similar designations may help in gaining Village support for future goals. • Yesterday afternoon, Commissioner Kwiatkowsky and Chair Truitt participated in the workshop on the Sustainability Baseline Assessment - o Led by consultant Ted Redmond of PaleBlueDot. o coordinated by Kristina Christie. o Also participating were Trustees Donna Jean Simon and Sonia Bhagwakar, Assistant Village Manager Sabrina Irizarry, and a representative from Community Development. o Phase 1 - Baseline Assessment • PaleBlueDot now has sufficient input to finalize the "Phase 1" Baseline Assessment document - targeted for July. • The goals in the document will be considered "draft" with the intent to agree on refined goals at the end of "Phase 2" Action Planning. o Phase 2 - Action Planning • As an outcome of the workshop, Trustee Simon will make the recommendation to move forward with "Phase 2" Action Planning - as a component of the Board of Trustees' Strategic Planning work. This is an encouraging step which invites Trustees and Staff leadership to collaborate in development of the Sustainability action plans over the next 6-12 months. • While engaging a consultant to assist with Phase 2 is not confirmed, PaleBlueDot provided an estimated cost for engaging a consultant in "Phase 2" ($30,000) and while taking this step would require an RFP process and 2026 budget, there may be an opportunity to explore a path forward that could use a small amount of 2025 budget in October/November (TBD). • As a Commission, we can take steps to begin this action planning at our meetings, as input to future work with the other groups. IX. NEW BUSINESS TOPICS • Given Jill Paulus’ commentary, Kristina will see if Glenbard West has started the permitting process. o Would like to review and verify plan. o Need tree protection with oversight from Village Forester or tree company like Bartlett. o Need commitment from Glenward West that every tree lost get planted elsewhere. • Village to make proclamation on EC’s 50th anniversary on July 28. • August 19 is next meeting. • Kristina highlighted Recycle Coach app, which will go live in July. • Groot action item: Can we make sure that recycling stickers are on bins. • Commissioner Frigo to talk to a resident about Floating Solar. Chair Truitt to provide contact information. Page 7 of 19 Environmental Commission 7 June 17, 2025 • July recycling mini. o Commissioner Kwiatkowsky provided details on upcoming event. o We are in 60 day permit window. o Textile companies were not interested. o If we can get three vendors, go forward with the event. o Next recycling mini will be November. • Commissioner Kwiatkowsky’s update from the Sustainability Workshop (complementing Chair update): o Attendees were: EC Chair Truitt, Kristina, Sabrina, Trustee Simon, Trustee Bhagwakar and a woman from Community Relations (didn’t catch name). o There was some explanation at the beginning by Ted as to the process. Some questions from the attendees, Chair Truitt had many questions about clarification of this goal, that data point, etc. Trustees had comments about how much it will cost. Trustee Simon also shared that the Village will be developing its 5-year strategic plan this July/August, and it would be good for the sustainability to be included. The strategic plan is developed every 5 years, reviewed quarterly and the staff has to roll it up into their department plans. Budget planning will be concurrent. o The goals, per sector, were posted around the room. We had post its and we were to write comments ( like goal, don’t like, goal too high, goal not needed, etc.) and post under each goal. Then a dot to post to indicate priority. Trustees were questioning cost or deeming the goal as “enable” and Chair Truitt’s comments indicated she did not agree with many of the goals and/or questioned the percentage on the goal. Copies of the 8 boards attached. o Consensus: paleBLUEdot will write the baseline plan without the percentage, but the percentage of the goal will be in parenthesis. Then when action plan is developed, and satisfactory data is provided to substantiate the goal (based on the baseline) the percentage will be written into the final document. o Trustee Simon will advocate for adding a sustainability sector to the strategic plan. The sustainability plan would not have any action items and not even sure we can get the goals finished. It may just state to proceed from phase 1 to phase 2. Ted can’t start on the final report until early July. Ted estimated the fee for phase 2 would be $30K, which Trustee Simon will include into the budgeting process. We may have money to start the action plan this year, and finish next year. X. Next Meeting & Adjournment A. The next EC meeting – August 19, 2025 B. PUBLIC PARTICIPATION – Jill Paulus, resident of school district and park district, lives right behind Hadley. Comments are in regards to the upcoming project at Glenbard West. Unaware of the referendum and project on the school. Upon realization there would be a large Page 9 of 19 Environmental Commission 2 August 19, 2025 addition, she attended the May and June Plan Commission meetings as well as additional public meetings related to the project.. Proceeds to reference comments of note from those meetings. From the May 22 meeting, she references a statement made by Plan commissioners Dawson, Wyand, and Loftus, that “there would be no hardship”. During the 2nd meeting in June, Loftus stated “it is up to the Village to do what the people want, and is the rationale for passing it to the Board.” On July 14, there was an overflow meeting of residents opposed to the project at West. On page 8, architect Kelly from Wold “we best identified how to limit impact to the hill, especially to the mature vegetation…the intent would be for students to be able to interact with the vegetation even more.” Paulus states she discussed with 36 neighbors and only 5 were aware of the referendum/project. The project is proposed to be 4 stories which is as high as the McChesney property. Plan commission was asked if the EC was asked and the answer was that the EC was informed of the project. The architect said that the EC gave approval to remove the trees and that the EC said there is no formal process. Chair Truitt clarified that the EC has not been consulted in any formal capacity on this project. There is no formal requirement for this to be brought to the Environmental Commission; however, no one on the environmental commission was consulted regarding the trees. Rob Aubrey who is a citizen volunteer and possibly involved with the tree inventory, was in attendance at a public meeting. During this meeting, they explained which trees would be lost and additional trees would be impacted as a result of the construction. EC has not been consulted on trees / ribbons tied on trees are not as a result of any input from the EC. While EC has not been asked, EC will be giving a list of formal recommendations. Commissioner Mark Frigo lists two failures. A massive construction project in this town went to the Village without bringing this to the EC. The second failure was that the district hired architects who found out there was no requirement to bring anything to EC and therefore didn’t. Trustee Liaison Bhagwakar stated that the architects followed the steps to complete the project and didn’t have to consult with the EC. Commissioner Miller adds that the high school should recognize that they want to be a good neighbor to the rest of the village. Chair Truitt states that 3 recommendations will be submitted to be included with the permit: how to care for the property during construction; considerations for the building (i.e. bird friendly glass); and post-construction care for the area. STAFF LIAISON REPORT – • Working on fall plantings, getting trees planted and placed for this coming fall, additional plants to be planted at volunteer park. Wanted to celebrate volunteer park as a sustainable park, arbor day celebration in “oaktober.” A number of little trees were lost last year than normal due to cicadas. 123 trees planned for fall and targeting another 80. VII. PARK DISTRICT LIAISON’S REPORT – • Conservation Dogs Cooperative assisted staff in locating potential bumblebee nests at Maryknoll Park. This launches the second phase of our pollinator monitoring program. The first phase was butterfly monitoring, which is in its second year. • The popular Nature Camps have concluded for the summer. These summer camps provided children of various ages the opportunity to learn about and explore park district natural areas. • The District utilized an amphibious harvester to manually remove algae from Lake Ellyn ahead of the 4th of the July festivities. • Grant-funded buckthorn removal and cattail treatment is near completion at Churchill Park. • The Native Tree and Shrub sale is now live at https://glen-ellyn-park- district.square.site/. Pre-orders can be submitted until September 14th. Pickup is September 27th from 9-11 a.m. at the Frank Johnson Center. VIII. CHAIR REPORT • Recycling mini recap from Commissioner Kwiatkowsky - 185 cars in 2 hours; great success; November 8 for the next mini is already scheduled; 9-11am at COD. Feedback on previous mini was there was more reuse than recycling which was impactful and different. Discussion of vendors for next mini- Junkluggers, textile collection, perhaps styrofoam recycling, paint recycling? Not SCARCE unless they can collect their own items. Discussion on whether to invite earthpaint or flatcan. Kwiatkowsky will check with vendors and revert back for the September meeting. English and Mark Frigo can volunteer. Truitt and Miller are TBD. Casazza is unavailable. • Upcoming recognition of the EC for our 50th year at a Board meeting. Ted Redmond will be presenting at the Board workshop. Dates TBD and Christy will advise. IX. Typically, this is community development. Concerns about mulching and volcano mulching. Truitt and Frigo measured the DBH of trees to be removed and are cataloging what will be lost versus what will be maintained. Wilmette’s recommendation is greater than 1:1 DBH and increases proportionally depending on the size of the trees. There would be recommendations made on where to put the trees given there will not be enough space at West to replace the trees. Commissioner English asks if it is possible to make it more preferable for the school to choose these recommendations. Commissioner Frigo points out that it would behoove Glenbard West to review and adopt recommendations made by the EC given the feedback from the community about the addition. Page 12 of 19 Environmental Commission 5 August 19, 2025 Commissioner Casazza asks to add something related to no rubberized walkways or synthetic turf added in certain areas, referencing an example that a section of synthetic turf was recently installed at Lincoln Elementary without notification to the community. Commissioner English motions to submit our recommendations to Glenbard west as presented today and including amendments added during the meeting. Frigo seconds. Motion carries unanimously. X. NEW BUSINESS TOPICS • Review Sustainability Assessment priorities o GE 1: Increase tree cover, particularly in the priority neighborhoods, over the existing tree canopy coverage Draft goal: 5% by 2035 and 7.5% by 2040 (equal to an increase of 1.9% and 2.8% of Village wide land area respectively). o GE 2: Increase pollinator supportiveness of lawns by replacing turf with native grasses and wildflowers Draft goal: achieve a 7% turf replacement (approximately 8 acres annually) o GE 3: Reduce heat island effect through “dark” impervious surface coverage reduction, particularly in neighborhoods identified with higher heat island impacts Draft goal: 5% annually (approximately 4.5 acres annually). o GE 4: Reduce invasive species and increase climate resilience and biodiversity of the Village’s tree canopy, parks and greenspaces. Priorities to review each meeting - health and safety (done in June), greenspace (Sept), waste management (Oct), water (Nov), transportation, buildings (Jan/Feb), Commissioner Truitt has specific recommendations for each area. Discussion ensued; commissioners to send any feedback on greenspace by September 9 in bcc for each other to review, and come prepared to discuss and vote at the next meeting in Sept. Discussion of upcoming stroll articles; suggestion to do write up on any federal or state sustainable incentives for homeowners which are ending soon.
