Minutes Village of Glen Ellyn Regular Village Board Meeting Tuesday, May 26, 2026 7:00 PM Glen Ellyn Civic Center, Galligan Board Room A. Call to Order – 7:03 P.M. B. Pledge of Allegiance C. Roll Call Upon roll call by Clerk Cosby, President Burket and Trustees Bhagwakar, Christiansen, Duncan, Simon, and Thompson answered “Present.” Trustee Kalinich was absent. Also in attendance: Village Manager Franz, Village Attorney Stephanides, Finance Director Brankin, Public Works Director Hubsky, Community Development Director Henaghan, Planning Manager Harper, Economic Development & Communications Director Hannah, Communications Coordinator Paplauskas, Assistant Village Engineer Peebles, Police Commander Downey, and Fire Chief Clark. D. Presentation 1) Posthumous Letter of Gratitude for Roger Hughes for his impact on and commitment to the community of Glen Ellyn and DuPage County (President Burket) President Burket read the Letter of Gratitude. Roger Hughes’ wife, Clara, spoke to the Board and meeting attendees about his impact on the DuPage Community. Family members helped read another remembrance of his work. 2) Proclamation in Honor of Public Works Week (Clerk Cosby) The Proclamation was read by Clerk Cosby. 3) Proclamation in Honor of Peace Officers Week (Clerk Cosby) The Proclamation was read by Clerk Cosby. 4) Proclamation in Honor of EMS Week (Clerk Cosby) The Proclamation was read by Clerk Cosby. 5) Historic Preservation Commission Awards (Chairperson Penn French) Chairperson French gave out the Awards to this year’s winners, the 24th year the awards have been given. 1 The Restoration of the Year Award was presented to Scott and Kristin Fischer, who spoke about their experience in restoring their home at 795 N. Park. The Remodel of the Year Award was presented to Mike Wilson, who spoke about the experience of remodeling his home at 716 Crescent Boulevard. The Architectural Detail Award was presented to Will and Taylor Stogsdill, who spoke about their experience restoring their home at 494 Hill Avenue. Chairperson French concluded with a few words about the restoration program that rewards residents to restore historic homes. E. Audience Participation Lynn Bruno, resident and member of the League of Women Voters, thanked the Board for its efforts regarding immigration communication and gave a statement regarding immigration. Kim Reed, resident, spoke about Resolution 19-04, passed by a previous Board, and what it means to the community regarding immigration enforcement. Steven Vondrake, resident, spoke about fencing and lighting codes that allowed a stainless-steel fence that reflectivity that has created distress for him and his family. Trustee Simon asked if this will be looked at in the review of the zoning codes. Planning Manager Harper replied. Catherine Bosold, resident, spoke about Immigration and Customs Enforcement and other law enforcement agencies. She asked President Burket a question about other agencies. Police Commander Downey replied. Village Manager Franz added to his reply. F. Employee Recognition 1) Appreciation for Utilities Superintendent Burgoni from a resident for service provided (Clerk Cosby) Village Manager Franz gave recognition to Utilities Superintendent Burgoni on behalf of a resident. G. Consent Agenda - The following items are considered routine business by the Village Board and will be approved in a single vote in the form listed below: RESULTS: APPROVED [5 to 0] MOVER: Trustee Christiansen [Items 1 – 14; 16 & 17] SECONDER: Trustee Simon AYES: Christiansen, Simon, Bhagwakar, Duncan, Thompson NAYS: Motion to approve the following items including Payroll and Vouchers totaling $2,235,731.24. These agenda items have been reviewed by the Executive Team (Trustee Christiansen). 1) Total Expenditures (Payroll and Vouchers) - $2,235,731.24 2 2) Approve Village Board April 27, 2026 Meeting Minutes 3) Consent to President Burket's Appointment of Amber Krishock as a Member of the Architectural Appearance Commission with a Term Ending July 31, 2028 4) Adopt a Motion Approving a New Special Event: The Good House Market (Communications Coordinator Paplauskas) The business owner spoke about their current business, Good Roots, and the business model for their new Special Event business listed above. 5) Adopt a Motion Approving a Mural Installation at 475 N. Main Street Pursuant to Section 4-5-6(V) of the Glen Ellyn Village Code (Community Development Director Henaghan) 6) Adopt a Motion Approving a Mural Installation at 800 N. Main Street Pursuant to Section 4-5-6(V) of the Glen Ellyn Village Code (Communications Coordinator Paplauskas) 7) Adopt Ordinance 7280-VC, An Ordinance Amending Title 3 (“Business Regulations”), Chapter 19 (“Liquor Control Code”), Section 3-19-11 (“Classification of Licenses”) Regarding the Class Q Seasonal Market Liquor License Classification (Village Attorney Stephanides) 8) Adopt Resolution 26-51, A Resolution Approving a Purchase Price Agreement with Compass Minerals America Inc. for the Purchase of Bulk Rock Salt in a Not-To- Exceed Amount of $133,794.00 to be Expensed to the Motor Fuel Tax Fund, Waiving the Village’s Bid Process for the Agreement Pursuant to Section 1-10-7 of the Glen Ellyn Village Code and Authorizing the Agreement’s Execution (Public Works Director Hubsky) 9) Adopt a Motion to Direct Village Staff to Not Construct the Sidewalk Along the South Side of Cottage Avenue between Main Street and Forest Avenue as part of the 2026 Utility and Roadway Improvements Project (Public Works Director Hubsky) Trustee Thompson asked if the Board could reconsider this in the future. Village Attorney Stephanides replied affirmatively. Trustee Thompson continued by stating there should be a very high bar for not installing sidewalks in consideration of ADA needs. He added that if the trees do not survive, the sidewalk should be reconsidered. 10) Adopt a Motion to Direct Village Staff to Not Construct a Parking Lane Along the South Side of Cottage Avenue between Pleasant Avenue and Main Street as part of the 2026 Utility and Roadway Improvements Project (Public Works Director Hubsky) Trustee Thompson asked if the Board could reconsider this in the future. Lamp Concrete Contractors, Inc. of Schaumburg, Illinois in the Amount of $199,970.50 for Construction of the Village's 2026 Utility and Roadway Improvements Project to be Expensed to the Capital Projects Fund and Authorizing the Change Order's Execution (Public Works Director Hubsky) 17) Adopt Ordinance No. 7279, An Ordinance Amending the Budget of the Village of Glen Ellyn for the Fiscal Year Ended December 31, 2025 (Finance Director Brankin) H. Non-Consent Agenda 1) Adopt Resolution No. 26-57, A Resolution Approving and Adopting the Village of Glen Ellyn Americans with Disabilities Act Transition Plan for Public Right-of-Way (Assistant Village Engineer Peebles) (Trustee Simon) RESULTS: APPROVED [5 to 0] MOVER: Trustee Simon SECONDER: Trustee Thompson AYES: Simon, Thompson, Bhagwakar, Christiansen, Duncan NAYS: Assistant Village Engineer Peebles spoke about the ADA transition plan made in conjuction with the Chicago Metropolitan Authority on Planning (CMAP). He said they were at the end of the process. He turned the presentation over to Travis Helmkamp with consultant Oates & Associates. Mr. Helmkamp talked about the project schedule, ADA requirements, sidewalk and traffic signals evaluation, and other details in the plan, including the budget. He continued with next steps and the need to constantly evaluate the situation. 4 As the liaison to the Capital Improvements Commission, Trustee Simon spoke about the need to have this plan is place because it makes the community safer. She acknowledged the hard work of staff on this plan. Trustee Thompson asked about the grievance process and public comment/suggestions and what should be the process to address these. Assistant Village Engineer Peebles replied. Trustee Thompson talked about how the See Click Fix app works well for residents to report and manage resident requests. Trustee Christiansen asked about additional ADA parking spaces and how they need to be addressed. Assistant Village Engineer Peebles replied. Mr. Helmkamp added comments. I. Other Business Trustee Christiansen pointed out that the Historic Preservation Commission also designates landmarks and encouraged residents to apply if they think their home might qualify. J.
