Mayor Habib called the meeting to order at 6:00 pm.

Pastor Josh Tietje, from St. James United Methodist Church in Goose Creek, said the invocation.

V. PRESENTATIONS & PROCLAMATIONS
a. PRESENTATION OF THE ANNUAL FINANCIAL STATEMENT AUDIT
Mr. Gary Bailey, of Love Bailey Certified Public Accountants, provided City Council a thorough briefing of
the City’s financial audit report. He stated his firm issued an unmodified opinion on the City’s financial
statements, which is the best outcome one can receive, a clean report. Mayor Habib thanked Mr. Bailey for
his presentation and stated he and City Council were very proud of Mr. Howanyk, the City’s Chief Financial
Officer, and his staff for the work he and his team do in managing the City’s funds and the leadership of
Mrs. Zeigler and her staff.

a. AN ORDINANCE AUTHORIZING THE ISSUANCE AND SALE OF NOT-EXCEEDING $44,950,000
AGGREGATE PRINCIPAL AMOUNT CARNES CROSSROADS IMPROVEMENT DISTRICT ASSESSMENT
REVENUE BONDS, IN ONE OR MORE SERIES; TO PROVIDE FOR THE EXECUTION OF A MASTER TRUST
INDENTURE, SUPPLEMENTAL TRUST INDENTURES, BOND PURCHASE AGREEMENTS, CONTINUING
DISCLOSURE AGREEMENTS, AND OTHER RELATED DOCUMENTS IN CONNECTION WITH SUCH
ISSUANCES; TO MAKE OTHER COVENANTS AND AGREEMENTS IN CONNECTION WITH THE
FOREGOING; AND TO PROVIDE FOR OTHER MATTERS RELATING THERETO (Introduction and First

Mayor Habib stated this is a Municipal Improvement District (MID) and this is the Bond the developer will
take out. He stated the City has to issue the Bond, and the developer of the properties is the responsible
party for payment. There were no comments from the public.

b. AN ORDINANCE PURSUANT TO TITLE 5, CHAPTER 3, SECTION 5-3-150, SUBSECTION 3, OF THE CODE
OF LAWS OF SOUTH CAROLINA, 1976, AS AMENDED, TO ANNEX THE AREA IDENTIFIED AS TMS NO.
244-01-04-037 LOCATED ON LINDY CREEK ROAD, INTO THE CITY OF GOOSE CREEK, A SOUTH
CAROLINA MUNICIPAL CORPORATION (Introduction and First Reading of a Public Hearing)
Mr. Roger Hunt, of Stanley Martin Homes, stated he was available for any questions City Council may
have. Mayor Habib provided an explanation as to the proposed zoning of the lots involved with this
project. He stated there are 3 lots involved within this project and in all, it will be a greater increase for
preservation of the land being left undisturbed.

Public Hearing)
Mr. Chris Young, representing the development on the project, stated he has enjoyed working with city
staff and he loves the proposed zoning.
Motion to Approve: Councilmember Tekac; Councilmember Harmon
Discussion/Comments: Councilmember Tekac stated it is the 3rd time City Council has seen proposed
development on this specific parcel and that this recommendation is dramatically better, and he was in
favor. Councilmember Enos-Sims stated she appreciated the work that has been done on this project.
Mayor Habib stated the City has spent a lot of time redoing the City’s zoning regulations and a lot of what
people have had questions about are already required.
Motion Carried: Five in favor; two (2) opposed (Mayor Pro-Tem Green-Fletcher and Councilmember
McSwain)
d. AN ORDINANCE TO AUTHORIZE AND REGULATE OPERATION OF GOLF CARTS WITHIN THE CITY LIMITS
PURSUANT TO SECTION 56-2-90 OF THE SOUTH CAROLINA CODE, WITHIN THE CITY OF GOOSE
CREEK, A SOUTH CAROLINA MUNICIPAL CORPORATION (Introduction and First Reading of a Public

CREEK; TO PROVIDE FOR PENALTIES FOR VIOLATIONS RELATED THERETO WITHIN THE CITY OF
GOOSE CREEK, A SOUTH CAROLINA MUNICIPAL CORPORATION (Introduction and First Reading of a
Public Hearing)

Motion to Approve: Councilmember Enos-Sims; Mayor Pro Tem Green-Fletcher
Discussion/Comments: Councilmember Enos-Sims stated the proposed Ordinance addresses the
direction someone parks their car, that it must be with the flow of traffic, and how far away from the curb
they are allowed to park. It mirrors what South Carolina’s laws are for parking.

f. AN ORDINANCE TO ADOPT AND ENACT REGULATIONS PROHIBITING CAMPING ON PUBLIC OR
PRIVATE PROPERTY WITHIN THE CITY OF GOOSE CREEK; TO PROVIDE FOR PENALTIES FOR
VIOLATIONS; AND TO ADDRESS OTHER MATTERS RELATED THERETO WITHIN THE CITY OF GOOSE
CREEK, A SOUTH CAROLINA MUNICIPAL CORPORATION (Introduction and First Reading to a Public

Motion to Approve: Mayor Pro Tem Green-Fletcher; Councilmember Enos-Sims
Discussion/Comments: Councilmember Cox stated this in no way prevents someone from putting up a
tent in their backyard for their kids to camp out. Mayor Habib stated the proposed Ordinance has come in
to play because there has become an issue in our City, to include other municipalities, wherein people
are putting up tents to actually live in them without having proper facilities. Therefore, this will give the
City the means to address those issues.

VIII. MAYOR’S REPORT
Mayor Habib made the following announcements: He thanked Crystal, Lyza and the entire Recreation
team for an incredible Fabulous Fourth in the Creek. Our annual Veterans Banner sale is underway.
A banner featuring the special Veteran in your life can be purchased for display in the month of
November at John McCants Veterans Park. After November the banner can be picked up to keep.
Banners are $100 and can only be ordered online – visit GooseCreekSC.gov for more details. In
addition to the banners, the Veterans’ Brick sale is also still going on. You can purchase a Veterans
Brick to be displayed permanently at John McCants Veterans Park. Bricks are $125 and can only be
purchased online. Visit our City website. Watch our social media pages for an important concert
announcement that is coming soon! The Central Creek Farmers Market returns on Wednesday, July
16, as well as Wednesday, August 6 at Central Creek Park. The July 16 market is a Youth
Entrepreneurial Market, with young vendors paired with older vendors from around the community.
It should be a great time. An American Red Cross Blood Drive will be held on July 18 at the Activity
Center. Visit our website for all of the details and to register. After donating blood on July 18, enjoy
a Christmas in July Rec event at the City pool featuring pictures with Santa, cookie decorating and
holiday-themed crafts. Summer Skate Night at Central Creek Park is set for 6:00 to 8:30 pm on July
25. Kids Fest returns on August 2 to Central Creek Park from 5:00 to 8:00 pm. The back to school
event will be fun for the entire family – and will showcase music, a variety of family-friendly
vendors, food trucks, free kids’ activities and back-to-school giveaways. The Goose Creek Police
Department’s National Night Out celebration takes place on Tuesday, August 5, featuring fun for
the entire family. The time for this event is 5:00 to 8:00 pm, and please watch our social media
pages for more details in the weeks ahead. Goose Creek Police Department’s popular Citizens
Police Academy returns on August 13 and will take place from 6:00 to 8:00 pm every Wednesday
for eight weeks. All City residents are invited to sign up for this terrific course. Visit our website for
more details. Looking ahead, mark your calendars for the Goose Creek Fire Department’s Back to
School Splash on the morning of August 16, from 9:00 to 11:00 am. Wear a bathing suit and
prepare to get splashed. Finally, I want to encourage everyone who is summoned for jury duty at
our Municipal Court to step up to the plate and perform this crucial responsibility. To put it simply,
maintaining law and order is not possible without our court system, and jury duty is an integral part
of that system. For trials that take place in Goose Creek, the City depends on its residents to serve
as jurors. In fact, this service is mandatory, and residents who do not respond to a jury duty
summons could be held in contempt of court. All jury trials take place on Wednesdays here at the
Municipal Center. The trials begin at 9:15 a.m., and your jury service will last only one day. Jury
duty notices go out two weeks prior to the trial date. Mayor Habib stated one of our residents,
Jamen Sanders, a junior golfer at Crowfield and a student at Northwood Academy, competed in the
North South Amateur at Pinehurst and led after the first day and placed top 10 in a major amateur
event and got to play against Tiger Woods’ son. He stated we are very thankful and proud of Jamen
for representing the City of Goose Creek.
