Mayor Habib called the meeting to order at 6:00 pm.

Motion to Approve: Councilmember Enos-Sims made a motion to Amend the Bond Ordinance based upon
the revisions that are reflected in the “Red Line” in the Bond Ordinance presented to City Council;
Councilmember Tekac seconded the motion. (Note: The “Red Line” items were included in the Agenda
Packet.)

Mayor Habib stated the motion made by Councilmember Enos-Sims only covers the amendment and
asked if there was a motion to approve the proposed Ordinance.

Discussion/Comments: Councilmember Enos-Sims clarified for the record the motion to approve the
second reading of the Bond Ordinance as amended. Mayor Habib stated, “so stated”.

d. AN ORDINANCE TO AUTHORIZE AND REGULATE OPERATION OF GOLF CARTS WITHIN THE CITY LIMITS
PURSUANT TO SECTION 56-2-90 OF THE SOUTH CAROLINA CODE, WITHIN THE CITY OF GOOSE
CREEK, A SOUTH CAROLINA MUNICIPAL CORPORATION (Second and Final Reading)
Mayor Habib stated the State of South Carolina Legislature and the Governor both signed a new law
relative to golf carts and their operation in the evening and the proposed Ordinance reflects the City of
Goose Creek will allow them to be utilized with specific stipulations for evening use.

AND PARKING, BY ADDING A NEW SECTION 71.18 METHOD OF PARKING WITHIN THE CITY OF GOOSE

CREEK MASTER FEE SCHEDULE TO ADD A TECHNOLOGY FEE ON NEW CONSTRUCTION AND
INCREASING THE EXPRESS BUSINESS LICENSE FEE (Introduction and Final Reading of a Public Hearing)
There were no public comments. Mayor Habib stated there are times when City staff reviews and
evaluates what is collected on different permits and other things. He stated this came about because the
way the City does business in 2025 versus previous years. He stated the software and technology
required for City staff to perform their jobs is very expensive and the fees charged have not reflected
these costs. He stated the City has eaten those costs in the past and the software is hundreds of
thousands of dollars and the City needs to recoup those expenses within its fees.

and Final Reading of a Public Hearing)
There were no public comments. Mayor Habib stated the proposed Resolution will become policy and is
in an effort to protect the privacy and personal information of those who conduct business within City
Hall and other departments within the City.

Discussion/Comments: Councilmember Enos-Sims stated this property was already zoned Residential
Single Family prior to the proposed annexation. Councilmember Tekac stated the proposed Ordinance
was brought back before City Council because of a typo. Mayor Habib stated the City’s Attorney felt it was
necessary to take the proposed Ordinance back before City Council with the correct intended zoning.

VIII. MAYOR’S REPORT
Mayor Habib made the following announcements: Congratulations to Marketing Manager Adam Kelly and the
Recreation team for securing the City of Goose Creek’s third straight Municipal Association Communications
Award. This year’s award was given for the promotion of the Daning Amphitheater. He thanked those
involved for their incredible work! He stated he was proud to present the award to the City at the MASC
annual meeting as his time as President of the Municipal Association of South Carolina (MASC) came to a
close. Mayor Habib elaborated on some of the projects and assistance the MASC was able to provide to some
of the smaller municipalities throughout South Carolina during his time as President of the MASC. Mayor
Habib reminded everyone that The Creek Collective has a new art gallery featuring local artists. Visit our City
website to sign up for classes or for information on renting out the Collective for a special event. Thanks to
our Recreation team for another great Kids Fest event on August 2. Let’s all be extra cautious driving to work
with school back in session. Thanks also to Chief Roscoe and her team for another successful National Night
Out celebration last week. Speaking of the GCPD, the Police Department’s popular Citizens Police Academy
returns tomorrow, August 13, and will take place from 6pm to 8pm every Wednesday for eight weeks. Also
starting on August 13, the Splash Pad at Central Creek Park will transition to fall hours. The Splash Pad will
be open through October 19 from 3pm to 7pm on Wednesdays and Fridays; and 10am to 6pm on Saturdays
and Sundays; with Toddler Time set for 10am to 12pm on Wednesdays, and 9am to 10am on Saturdays; and
Homeschool Time set for 10am to 12pm on Fridays. The City Pool has also transitioned to weekends only
through August 31, from 11am to 7pm. Mayor Habib thanked everyone who purchased a Veterans banner or
a Veterans brick – the sale for both of those has been extended until this Friday, August 15. Banners are
$100, and bricks are $125, and can only be ordered online – visit GooseCreekSC.gov for more details. The
Central Creek Farmers Market returns on Wednesday, August 20, and Wednesday, September 3, to Central
Creek Park. The market takes place from 4pm to 7pm. Goose Creek Recreation’s Movie Night returns to
Carnes Crossroads at 7pm on Saturday, August 23, when A MineCraft Movie will be shown at sunset. There
will be food trucks, activities and lots of fun. Monday, September 1, is Labor Day, and City offices will be
closed. If your residential trash pickup day is Monday, your trash will instead be picked up on Tuesday,
September 2. The GCPD’s Womens Self Defense Class returns at 6:30pm on September 4. This class will be
held at the Activity Center. Check out GCPD’s Facebook page for more details. The Recreation Department’s
opening day celebration for fall sports is set for 4:30 to 7pm on Friday, September 5, at the Daning
Amphitheater, with team pictures, face painting, food trucks and more. There are still a few tickets left for the
Sister Hazel, Jupiter Coyote and Cravin Melon concert as Creekapalooza returns on Saturday, September 13,
to the Daning Amphitheater. Tickets are FREE but must be secured online on Eventbrite. Our Goose Creek
Fire Department is launching its first-ever Citizens Fire Academy. It is an 8-week course that begins on
Wednesday, September 17. Check out all of the details on our City website, GooseCreekSC.gov. If you are a
college football fan, mark your calendars for Saturday, September 27, which is Goose Creek Appreciation Day
at Charleston Southern University. The Bucs will host the SC State Bulldogs at 6pm. Goose Creek Recreation
participants who wear their game jersey or cheerleading uniform will get in for free, and City residents will
only be charged $5 for admission. Tickets can be purchased at the gate or online – visit our website for all of
the details. Hopefully this game between two state schools will be just as exciting as South Carolina’s 17-14
victory over the Clemson Tigers in 2024 … and OK, to be fair, may it also be just as exciting as Clemson’s 31-
30 loss to South Carolina in 2022. Mayor Habib stated in July the City held its senior and youth amateur
events at the City’s Crowfield Golf Course and stated they were both successful events; and, Councilmember
Tekac played very well. Mayor Habib stated the Goose Creek Helping Hands is holding a food drive with the
City throughout the month of August. He stated Goose Creek Helping Hands is his favorite charitable
organization and was started by former Councilmember Mark Phillips and several of his friends and it has
been around for nearly 40 years now. Mayor Habib encouraged anyone who was able to donate to go to their
website and see their Wish List for items needed.
