Previous agreements focused on cost recovery from an operation side only. • Commissioner Mathis asks if the rate varies by partner or agreement. • Josh Naramore responds that it does, it varies depending on a wide variety of factors. • Commissioner Wells asks how monthly parking rate changes would impact this agreement. • Anderson responds that the agreement says that the rates will be consistent with the rates set by the City. Discussions 1. Welcome New Assistant Director • Josh Naramore introduces new Assistant Director Ariana Jeske. • Commissioners welcome Jeske. 2. Odd-Even Report Out • Craig Hubert summarizes the Odd-Even Report Out discussion item. • Commissioner Wells asks if there has been any consideration to shortening the window of enforcement time, based on seasonal snow fall or other factors. • Hubert responds that the buffer helps people get used to the new rules and also allows for street cleaning and trash pickup. • Commissioner Mathis asks why someone would want enforcement at 2:00 am. • Hubert responds that historically the police would ticket around that time, since the odd-even would go into effect at that time. • Commissioner Monoyios asks if there is any communication around the odd- even enforcement. • Josh Naramore responds that currently those communications are included in the winter-preparedness guide, but staff is looking at more ways to communicate and educate about the issue, including social media and mailers as options. • Commissioner Monoyios asks if there has been analysis on odd-even existing locations to see how they correlate with socio-economic status. • Naramore responds that the number one determining factor is street width, and that there is nearly 20,000 odd-even signs in the City. So the signage is prevalent throughout the City and older and more historical districts usually have more odd- even locations (due to narrower streets), but staff is constantly reassessing the location of the odd-even zones and can look into that correlation. 3. Community Master Plan Engagement • Josh Naramore summarizes the Community Master Plan Engagement discussion item. 4. Rapid Guiding Principles • Commissioner Monoyios summarizes the Rapid Guiding Principles discussion item. VI.
