Only correspondence was from those members indicating they were unable to attend, and that Casey
Kuperus and Betsy Hernandez will not be renewing.
Reports
i. Asset Management
Chad Reul presented. Storm main cleaning stop at 100% goal for EGLE’s new reporting year.
Chad Reul introduced Jen Smerecki, who is present. She is moving from acting assignment to take a new
supervisor position and will be attending future meetings.
Televising met 107% of 53,000 ft goal. For future goals, look to televise in rotation of every 12 years,
which will line up better with engineering projects.
Catch basin clean made 101% of 4164, totally 4290 in 2022.
Reul reiterated that it was a successful year. The ordering of the new sewer cleaning truck takes a lot to
set up and calibrate. Everything has been on budget, and with a great team. The second televising truck
has been a great success.
ii. Project of Focus – Knapp’s Corner Drainage District
Carrie Rivette presented on infiltration pond for Knapp at East Beltline, constructed around year 2000.
Pond is supposed to infiltrate 7-9 inches per hour. Currently infiltrates about ½ inches per day, even
after being redone. Chloride from road and parking lots into the ground water led to public water
installed on adjacent street to the east. Have been working on capacity fixes since installation, with
$400k paid by city to truck water per year.
Brought purchase agreement to City Commission two weeks ago for KISD property to the southwest, to
purchase with easement to County. Will install pump station at original pond, with force main to new
pond system with back to back 100 yr storm design. Will monitor 3 points downstream to normal flows
to coordinate release from new pond, eventually to Lamberton Creek near the Veterans Home.
Will have salt BMP for chloride. Meijer has program to reduce salt by 50%. There is still a long way to go,
need permits etc. Some funds for preliminary design.
Yonker – Drain under Chapter 20 law process – 84% paid by City, others from road and GR Township.
Viars – Other uses considered? Walking path around pond, or hopefully an outdoor learning space.
Yonker – Pond gives opportunity to prove theory with plants to absorb sodium chloride. Pond design will
include specific plant materials to filter water before release to wetland areas/county drain.
Opportunities for future improvements. Extended for larger County Drain system with some stabilization
downstream, with plenty of capacity and ensuring no additional erosion.
Reul question about sharing Meijer chloride information.
Rivette – Best chloride practices from Meijer study will be shared by LGROW. City is already doing a lot
of the best practices. Includes prewetting, road temperature sensors, deicing, etc.
Old Business
i. Approval of New Capital Project Descriptions
Carrie Rivette Presented
Huff Park daylighting in conjunction with County Drain Commissioner’s office. Actually coming from O
and M budget, even though it is shown in projects list. 800 feet of pipe in park to be daylighted with
improvements off Ridgeway St, with 15 foot drop and process to mitigate velocity.
New Project located at 650 28th St SE on Plaster Creek.
Riverside Park will include hydrodynamic separators, some other improvements for water quality and
daylighting.
2261 Shawnee – Hoping to make improvements on downstream end of the site. Looking to do study of
area with Drain Commissioner’s office, including more flood storage. Approximately half mile before
Burton-Breton Drain, in easement of the City of Grand Rapids.
Chad Reul – Bend in 60 inch pipe with trees getting caught. Need to go in occasionally with saws to cut
out debris.
Motion by Ken Yonker, supported by Katie Doyen, to approve revised projects and descriptions.

ii. O & M Budget
Carrie Rivette discussed as continuation budget. Changes due to required trucking for Knapp’s Corner
and adjusted for capital projects with Drain Commissioner’s office.
C-Max cars staying with us, moving to Escapes. Currently 32 weeks out for vehicle ordering. Made up for
this in contractual services. With more staff, additional vehicle needed.
CE I traded to Senior PE position proposed, covered out of contract/temp services employee budget.
Most likely PE to Senior PE, with opportunity for CE I advancement.
Soil Erosion/LUDS Budget
Cost of cars has gone up. Less control on budget because costs set from City Manager, fleet, and staff
positions.
Barr – question about service/streets budget
Reul – budget increases based on 5% increase of staff. No new equipment, just shows increase in costs.
Waiting on numbers from budget office, so these are our best guesses.
Doyen – Difference in $300k?
Carrie – Cost for Knapp trucking of $400k has to be covered – comes from the general fund.
Motion by Katie Doyen, supported by Katie Doyen, to accept budget substantially as presented. Costs to
be modified when final numbers come in.

iii. SOC Renewals
Rivette – Get applications in before next meeting.
New Business
i. 2023 Schedule
Rivette: January 23, April 4, July 24, October 23, December 18. All at 2pm. May consider moving
December meeting to morning. Will address later on. Meetings will be at 1300 Market SW unless I-196
bridge is closed.
Motion by Ken Yonker, supported by Katie Doyen to approve 2023 meeting schedule.

Public Comment
Mike Grenier – Department heads need to innumerate dollars out to carbon reduction. A lot of it will be
going towards studies for biggest bang for our buck. Will see this in general ESD in the future.
