MINUTES GREEN BAY ANNEXATION COMMISSION Thursday, May 17, 2001 City Council Chambers Second Floor of City Hall 2:30 p.m. MEMBERS PRESENT: Paul Jadin, Carl Weber, Ron Antonneau, Bill Lockery, John Steinbrecker. MEMBERS EXCUSED: Susan Schober-Murray. OTHERS PRESENT: Tim Kelley, Allison Swanson, Rob Strong, Grant Staszak, Marv Rentmeester, John Bunker, Pat Quinn. The meeting was called to order at 2:30 p.m. APPROVAL OF MINUTES: Minutes from the June 16, 1999, meeting of the Green Bay Annexation Commission were reviewed. A motion was made by R. Antonneau, seconded by C. Weber, to recommend approval of the minutes from the June 16, 1999, Annexation Commission meeting. Motion carried unanimously. NEW BUSINESS: 1. 1. Annual election of Officers: President, Vice-President, and Secretary, per Chapter 1.53(2)(b). A motion was made by R. Anonneau, seconded by C. Weber, to elect John Steinbrecker as President. Motion carried unanimously. A motion was made by B. Lockery, seconded by C. Weber, to elect Ron Antonneau as Vice-Presdent. Motion carried unanimously. A motion was made by R. Antonneau, seconded by C. Weber, to elect Bill Lockery as Secretary. Motion carried unanimously. 2. 2. Public Hearing on the petition of property owners for direct annexation of certain territory from the Town of Humboldt to the City of Green Bay, dated April 11, 2001. B. Lockery presented the report and supporting map information. B. Lockery also presented copies of a letter dated May 8, 2001, from Robert Zeinemann, Planning Analyst, Wisconsin Department of Administration, Municipal Boundary Review, that states the proposed annexation was reviewed and found not to be against the public interest (see attached letter). B. Lockery stated the Planning staff's recommendation to approve the petition. T. Kelley, City Attorney, explained the process of annexation and stated the petition does state that there are no electors presently residing in the subject area. P. Jadin joined the meeting. J. Steinbecker asked if there have been any objections. B. Lockery replied no. A motion was made by J. Steinbecker, seconded by R. Antonneau, to open the public hearing for interested parites to speak. Motion carried unanimously. J. Bunker, 404 Northway, Green Bay, petitioner, explained that he is part of a group of investors who have purchased the subject property. It is their opinion that the City of Green Bay will be able to provide sewer and other services before the Town of Humboldt can. They are looking for First Residential development in this area. P. Jadin asked if there would be any highway-type commercial development. J. Bunker replied probably not because of street access restrictions. R. Antonneau asked J. Bunker if this is an extension of his residential development presently occurring on Spartan Road. J. Bunker replied yes and explained this development. P. Quinn, 611 LaCount Road, Green Bay, stated that he is part of the investor group and reiterated J. Bunkers statements. A motion was made by J. Steinbecker, seconded by R. Antonneau, to return to regular order of business and close the public hearing. Motion carried unanimously. 3. Discussion and action of the petition of property owners for direct annexation of certain territory from the Town of Humboldt to the City of Green Bay, dated April 11, 2001. P. Jadin asked R. Strong to give a brief statement on any planning issues. R. Strong described the current work being done on the new Comprehensive Plan and explained how the subject area is a logical expansion of the current residential development along Spartan Road. P. Jadin asked if the State of Wisconsin had any objections. B. Lockery gave a copy of the letter from the Department of Administration to P. Jadin. A motion was made by P. Jadin, seconded by R. Antonneau, to approve the petition of property owners for direct annexation of certain territory from the Town of Humboldt to the City of Green Bay, dated April 11, 2001. The Commission further recommends that the City Council adopt a resolution accepting the petition, that an annexation ordinance be acted on, and that the matter be referred to the Plan Commission for final recommendations on zoning and development district placement. Motion carried unanimously. A motion was made by C. Weber, seconded by R. Antonneau, to adjourn. Motion carried unanimously.
