GREEN BAY ANNEXATION COMMISSION
Monday, February 25, 2002

MEMBERS PRESENT: Paul Jadin, Carl Weber, Ron Antonneau, Bill Lockery, and Gary
Sikich.
MEMBERS EXCUSED: Susan Schober-Murray
OTHERS PRESENT: Tim Kelley, Rob Strong, Allison Swanson, Peter Thillman, Marv
Rentmeester, Dan Madigan, Ron Metzler, Don Peters, Norman Peters, Dolores Peters,
Diane Peters, and others.
The meeting was called to order at 9:04 a.m.
APPROVAL OF MINUTES:
Minutes from the January 3, 2002, meeting of the Green Bay Annexation Commission were
reviewed.
A motion was made by P. Jadin, seconded by C. Weber, to approve the minutes from the
January 3, 2002, Annexation Commission meeting. Motion carried unanimously.
NEW BUSINESS:
1. 1. Public hearing on the petition of property owners for direct annexation of certain
territory from the Town of Scott to the City of Green Bay, dated January 9, 2002.
R. Antonneau opened the public hearing.
B. Lockery presented the report and supporting map information. B. Lockery
explained the process the petition was going through and stated that the Plan
Commission and Economic Development Authority were reviewing the long-range
planning for the subject property. He stated that the Planning staff's recommendation
is to approve the petition.
R. Metzler introduced the petitioners and stated that they have been working with the
Planning Department for quite some time and that they were in agreement with the
preliminary planning recommendations, which show portions of the subject property's
future land use as business park and industrial park. R. Metzler said that the
petitioners were available to answer any questions the Commission may have.
D. Madigan stated his support of the petition and the planning currently being done by
the Planning Department.
P. Jadin asked D. Madigan to give the Commission the history of the property and
work that has already been done.
D. Madigan stated that it was never their intent to pit the Town of Scott against the City
of Green Bay. But, through his dealings with the Town, it became apparent to him that
his property should be located in the City. D. Madigan stated that at the request of the
Town of Scott his partnership decided to hold up the annexation petition to allow the
City and Town to negotiate a boundary agreement that would be mutually beneficial to
both groups. However, during the negotiations, the Town supported the filing of
incorporation papers by two of its citizens. That action forced their hand, and the
annexation petition was filed.
P. Jadin stated his support of the annexation petition.
R. Antonneau stated his support of the annexation petition.
G. Sikich stated that he is a member of the Green Bay Economic Development
Authority, and they have been looking for opportunities to expand the I-43 Business
Center development and create additional commercial/business park areas. This
annexation provides the land necessary to accomplish that.
D. Peters stated that his family had attempted to work with the Town of Scott on
development issues, but the Town turned its back on them.
R. Antonneau closed the public hearing.
2. Discussion and action of the petition of property owners for direct annexation of certain
territory from the Town of Scott to the City of Green Bay, dated January 9, 2002.
T. Kelley, City Attorney, stated that the petition met the State of Wisconsin's statutory
requirements by having more than 50% of the property owners and all electors of
territory proposed to be annexed as of the date of filing sign the petition. Therefore,
the petition is valid.
T. Kelley stated that the Wisconsin Department of Administration has preliminarily
reviewed the petition and, due to "limited information," found it not to be in the public’s
interest (see attached). The state did qualify their opinion by saying that "additional
information and a more thorough analysis may yield new conclusions."
A motion was made by P. Jadin, seconded by G. Sikich, to approve the petition of
property owners for direct annexation of certain territory from the Town of Scott to the
City of Green Bay, dated January 9, 2002, and to forward a resolution to the City
Council. Motion carried unanimously.
A motion was made by P. Jadin, seconded by G. Sikich, to adjourn. Motion carried
unanimously.
