TRAFFIC, BICYCLE, AND PEDESTRIAN COMMISSION

GENERAL BUSINESS
1. Approval of the agenda.
A motion was made by C. Karow, seconded by Ald. Dorff, and carried to approve the agenda.
2. Approval of the minutes from the October 16, 2017 Traffic, Bicycle, and Pedestrian
Commission meeting.
A motion was made by D. Theno, seconded by C. Karow, and carried to approve the minutes
from the October 16, 2017 Traffic, Bicycle, and Pedestrian Commission meeting.
INITIAL REQUESTS
3. Consideration with possible action on the request by Ald. Vander Leest for “Children at Play”
signs on Beech Tree Drive, south of Ninth Street down the hill because of the number of small
children on the block.
Eng. Hansen stated that nearly five years ago, Common Council adopted the “Policy on Non-
Standard Warning Signs” which discontinued the practice of placing these signs on our city
streets. This includes CHILDREN AT PLAY signs. This policy was drafted by the Traffic
Engineer, supported by the Legal Department and City’s Traffic Commission. Eng. Hansen
provided a copy of the policy to Ald. Vander Leest.
A discussion took place about yard placement of such signs; the DRIVE 35 stickers placed on
garbage receptacles along Nicolet Ave; the city’s neighborhood traffic calming program; that
CHILDREN AT PLAY signs create a false sense of security; policy highlights; and local
examples of pedestrian crossings.
A motion was made by D. Theno, seconded by Ald. Dorff, and carried to receive and place on
file the request for “Children at Play” signs on Beech Tree Drive, south of Ninth Street down
the hill because of the number of small children on the block.

TERMINATION OF TRIAL PERIODS
4. Establish a 2-HOUR 7 AM TO 4 PM SCHOOL DAYS parking zone on both sides of Spence
Street from a point 350 feet south of Tilkens Street to Tilkens Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a 2-HOUR 7
AM TO 4 PM SCHOOL DAYS parking zone on both sides of Spence Street from a point 350
feet south of Tilkens Street to Tilkens Street, and adopt by ordinance.
5. Remove the NO PARKING zone on the south side of Elm Street from a point 191 feet west of
Monroe Avenue to Monroe Avenue.
A motion was made by C. Karow, seconded by R. Smith, and carried to remove the NO
PARKING zone on the south side of Elm Street from a point 191 feet west of Monroe Avenue
to Monroe Avenue.
6. Remove the NO PARKING zone on both sides of the alley bounded by CityDeck, Cherry
Street, Washington Street, and Pine Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to remove the NO
PARKING zone on both sides of the alley bounded by CityDeck, Cherry Street, Washington
Street, and Pine Street.
7. Establish a NO STOPPING OR STANDING zone on both sides of the alley bounded by
CityDeck, Cherry Street, Washington Street, and Pine Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a NO
STOPPING OR STANDING zone on both sides of the alley bounded by CityDeck, Cherry
Street, Washington Street, and Pine Street, and adopt by ordinance.
8. Remove the NO STOPPING OR STANDING EXCEPT 1-HOUR MONDAY THROUGH
FRIDAY 7 AM TO 3 PM zone on the north side of Cherry Street from a point 125 feet west of
Washington Street to a point 100 feet west of Washington Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to remove the NO
STOPPING OR STANDING EXCEPT 1-HOUR MONDAY THROUGH FRIDAY 7 AM TO 3 PM
zone on the north side of Cherry Street from a point 125 feet west of Washington Street to a
point 100 feet west of Washington Street.
9. Establish a metered zone on the north side of Cherry Street (1 stall) just east of the alley
between Washington Street and CityDeck.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a metered
zone on the north side of Cherry Street (1 stall) just east of the alley between Washington
Street and CityDeck, and adopt by ordinance.
10. Remove the NO PARKING 15 MINUTE LOADING ONLY zone on the south side of Pine Street
from a point 50 feet east of Adams Street to a point 60 feet west of Jefferson Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to remove the NO
PARKING 15 MINUTE LOADING ONLY zone on the south side of Pine Street from a point 50
feet east of Adams Street to a point 60 feet west of Jefferson Street.

11. Establish a NO PARKING 15 MINUTE LOADING ONLY zone on the south side of Pine Street
from a point 170 feet east of Adams Street to a point 60 feet west of Jefferson Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a NO
PARKING 15 MINUTE LOADING ONLY zone on the south side of Pine Street from a point 170
feet east of Adams Street to a point 60 feet west of Jefferson Street, and adopt by ordinance.
12. Establish a metered zone on the south side of Pine Street (5 stalls) from Adams Street to the
alley between Adams Street and Jefferson Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a metered
zone on the south side of Pine Street (5 stalls) from Adams Street to the alley between Adams
Street and Jefferson Street, and adopt by ordinance.
13. Remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of
Fisk Street from a point 120 feet south of Mason Street to a point 80 feet north of Sixth Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to remove the 2-HOUR 7
AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of Fisk Street from a point
120 feet south of Mason Street to a point 80 feet north of Sixth Street.
14. Establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of
Fisk Street from a point 80 feet north of Sixth Street to a point 570 feet north of Sixth Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a 2-HOUR 7
AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of Fisk Street from a point
80 feet north of Sixth Street to a point 570 feet north of Sixth Street, and adopt by ordinance.
15. Establish a NO PARKING zone on the west side of Fisk Street from a point 570 feet north of
Sixth Street to a point 680 feet north of Sixth Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a NO
PARKING zone on the west side of Fisk Street from a point 570 feet north of Sixth Street to a
point 680 feet north of Sixth Street, and adopt by ordinance.
16. Establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of
Fisk Street from a point 680 feet north of Sixth Street to a point 120 feet south of Mason Street.
A motion was made by C. Karow, seconded by R. Smith, and carried to establish a 2-HOUR 7
AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of Fisk Street from a point
680 feet north of Sixth Street to a point 120 feet south of Mason Street, and adopt by
ordinance.
There being no other items of discussion, a motion was made by D. Theno, seconded by Ald. Dorff,
and carried to adjourn from the regular order of business. The meeting ended at 5:51 P.M.
The next regularly scheduled Traffic, Bicycle, and Pedestrian Commission meeting on Monday,
December 18, 2017, is cancelled. The next scheduled meeting will be held on Monday, January 15,
2018, at 5:30 P.M. in Room 207.
